How Teachers See Their Unions

The ferocity of the fight over public employee unions, and teachers unions in particular, has reached a fever pitch as 

 governors and labor groups square off 

 over tight budgets, layoffs and bargaining rights in multiple states. The fight has serious 

 implications for education reform 

, and some argue for the 

 status of teachers.

 

Several national surveys have shown  public opposition to cutting collective bargaining rights, but also support for reducing public employee benefits. But what about teachers themselves? How do they see unions?

When we last examined this in our  Supporting Teacher Talent survey with Learning Point Associates, we found that eight in 10 teachers said " without collective bargaining, the working conditions and salaries of teachers would be much worse." And 51 percent of teachers "strongly" agreed with this.

But a lot of  teachers' views about unions weren't purely economic - they also see the union as protection against other problems they face. Eight in 10 said teachers facing unfair charges from parents or students would have nowhere to turn without the union, and just as many said that teachers would be vulnerable to "school politics or administrators who abuse their power." In both cases, about half of teachers "strongly agreed," a significant indication of how intensely they feel about this.

But there was criticism of unions as well, with two-thirds of teachers saying the union " sometimes fights to protect teachers who really should be out of the classroom." About 22 percent said they "strongly agreed."

Across the board, there was a split between younger and older teachers, with "Generation Y" teachers less likely to "strongly agree" on the benefits of unions - but also somewhat less likely to agree that the union protects problem teachers.

CUSD Budget News
KevinAt the March 23rd, 2011 School Board meeting, Maureen Fitzgerald presented the 2nd Interim Budget report. It is important to note that CUSD's 2010 (that's last year's) 3 year projection for the year 2012-2013 would be NEGATIVE 15 million dollars. That number has now changed to a POSITIVE 4.7 million dollars, based on the report presented on March 23rd. (Note: that's if the temporary taxes are extended. If not, CUSD will be in the red approximately $2.7 million dollars). We're glad CUSD has had an almost $20 million dollar budgetary swing in their favor.

CUTA To Meet with Coaches to discuss Athletics Funding Crisis
When: April 11, 2011 5:30 pm-6:30 pm.

 

Where: Chico High Choir Room

 

It's disquieting that with such positive budget news, CUSD is considering cutting athletics at the high schools. CUTA is taking a proactive stance to ensure that athletics in CUSD are NOT cut. It is our hope that CUSD will see how important athletics are to the district as a whole, and we feel it is in our best interests to be a part of the solution, somehow, someway. The goal of this meeting with coaches is to discuss and air issues revolving around the funding of sports and to perhaps discuss solutions and form a plan of action.

Bargaining Update

Since our Demand to Bargain in December, your Bargaining team has met with the District on five occasions and made modest progress on a variety of issues.

 

In respect to MAA, we agreed to an extension of our MOU to include 2010-11.  In spite of its complicated rationale, inconvenient documentation process, and protracted funding delays, MAA participation has been a lucrative investment for both CUTA members and CUSD.  We encourage your ongoing participation.

 

We also agreed on MOU language to utilize the AERIES grade book program in all secondary classrooms.  While some members made the legitimate argument that we have past practice to prevent the district from making AERIES use compulsory, the Bargaining team and our Executive Board decided that many of the issues related to AERIES involved the haphazard training  prior to its implementation. Our agreement delays mandatory use of AERIES at the secondary level until the start of 2011-12.  In return, the district will train and fund an AERIES support person on each site, and will provide an optional half day training opportunity for all teaching staff before the end of 2010-11.

 

Extended Day Kindergarten can potentially deliver academic benefits, is the preference of many kindergarten teachers, and favored by a great many parents.  It will arguably make CUSD more competitive in the current charter climate, protecting enrollment not just for kindergarten but throughout K-12 in CUSD.  Prior to our demand to bargain, CUSD had already advertised the, as of yet, undefined extended day kindergarten program and was meeting with teachers at the kindergarten level. It became apparent that the program as it was being discussed involved serious exceptions to our contract.  Through survey and other communications, the Bargaining team heeded concerns and tried to address the needs of individual school sites and teachers. 

If implemented poorly, it may be short-lived and detrimental to much more than just the students involved.   

NOTE - The extended day Kindergarten language was voted on and passed on March 28th as pilot language.

  

Still unresolved is a process for addressing staff friction prior to utilizing involuntary transfer for corroborated staff friction.

 

In anticipation of further changes to the JPA Red benefit plan, we submitted an additional demand to bargain.  It is our expectation that CUSD will make good their commitment to provide the plan in full. We hope that the district demonstrates considerably more commitment to their contractual promise than it did in 2010.  Last year the district agreed to provide the plan for three years then, yet weeks later moved to eviscerate the plan by way of sharply increased out of pocket costs to members.

As many of you have heard - and are now currently reading, CUTA has started a new system of communication. As of this newsletter, we currently have 156 members signed up to receive the quarterly (more often when we have time) newsletter. While I am excited to have 25% of our CUTA members signed up, I will admit we need more of our membership receiving our communications.  Please forward THIS newsletter to as many CUTA colleagues as you feel comfortable.

RIF Notice Updates

JohnOn the morning of Thursday, March 10th, Beth Curtis and I sat down with Bob Feaster and CUSD's attorney to come to a Stipulated Layoff Agreement. The agreement resulted in fewer notices to both permanent and temporary status  CUTA members. In addition to this, a few people had their status changed from probationary to permanent. Hopefully, with this agreement now in place, attention can be focused on staffing for next year and bringing people back.

TB Testing and BBQ? Kmart Parking Lot April 4th 2-5
KevinYes. It's that time of year again. If you got the blue notification from the district about getting your TB test done, prepare to stand in line on Monday, April 4 at K-Mart parking lot on Pillsbury Road. But this year, Kevin Moretti plans on making it a little easier as he will ease his barbecue into the parking lot, and serve up food and drinks. We will also have a computer so if you have not yet signed up for EMAIL Newsletter, you can. This will ensure strong communication between CUTA Leadership and its Members. 
The other TB test option is to go to the Butte County Health Department to get the "skin test". Call Certificated personnel to get a Purchase Order number to pay for it.

Empty Bowls at Chico High School April 15th

The Empty Bowls Fundraiser will be on Friday, April 15th in Lincoln Hall at Chico High. There will be 2 seatings: one at 5:00 and one at 6:15. On  Thursday, April 14th, CUTA members will be making secret Moretti soup and chili to donate to the cause. Kevin Moretti is always looking for CUTA members who are willing to help him prepare the food.

Tickets are $10 and all proceeds go to the Torres Shelter. The $10 gets you soup, bread, beverage, desert, and you get to keep the bowl that students made.
