The American Jail Association (AJA) and the Corrections Online Training Collaborative (COTC) will host a webinar on July 11, 2012 at 12 noon EST to discuss the impact of the final PREA standards on jails and detention facilities. Beth Layman will talk about how the standards will impact jail operations and staff working in jails. The final rule, released May 17, 2012, sets national standards for the prevention of, detection of, and response to rape in correctional settings.

 

The standards establish national requirements for all Federal, State, and local correctional facilities, including jails, prisons, lockups, community corrections, and juvenile facilities. In addition to addressing the standard's operational and financial impact on jails, the webinar will address critical issues and concerns identified by jails that responded to a survey conducted by AJA. Participants will also hear about resources available to assist in the training, implementation and compliance with PREA.

Beth Layman, President of Price Layman, Inc. and Consultant with U.S. Department of Justice 

  

Ms. Layman is President of Price Layman, Inc., a criminal justice consulting firm, and works as a consultant with the U.S. Department of Justice providing technical assistance and training on sexual misconduct and abuse for more than 300 jail administrators, and corrections and law enforcement agencies. Ms. Layman developed and presents the following curricula:
  • Training for Investigators of Staff Sexual Misconduct;
  • The Prison Rape Elimination Act of 2003: Impact on Law Enforcement;
  • Resource Guide for New Wardens, coauthor;
  • PREA - Policy Development Guide for Sheriffs and Chiefs, Staff Sexual Misconduct with Offenders: Policy Development Guide for Community Corrections;
  • Preventing and Responding to Sexual Abuse in Tribal Detention Facilities.

Ms. Layman has served as a police officer/detective involved in patrol, sexual assault investigations, and forensics. She also served with the Florida Corrections and Florida Parole Commission as a parole officer and administrative hearing officer and as a special investigator for the Office of Florida Governor.
