Possible Changes to Office of Federal Contract Compliance Programs (OFCCP)

A large number of federal contractors and subcontractors here on the shore and nationally will be affected by the possible changes in the Office of Federal Contract Compliance Programs' (OFCCP) proposed rulemaking on Section 503 of the Rehabilitation Act of 1973.   The rule, published December 9, 2011, would strengthen the affirmative action requirements established in Section 503 of the Rehabilitation Act of 1973 obligating federal contractors and subcontractors to ensure equal employment opportunities for qualified workers with disabilities.  According to the USBLN, the national form of the ESBLN, "The main comments that OFCCP seeks concern the following topics:  The proposed text of the voluntary self-identification invitations that contractors would use when asking an applicant or employee to identify as an individual with a disability; The possible inclusion of a 2% sub-goal for individuals with certain particularly severe or targeted disabilities. OFCCP seeks comment on both the concept of using a sub-goal, and on the disabilities that should be included in such a sub-goal; and the use of a utilization range rather than the fixed 7% national goal the rule proposes. OFCCP seeks comment on a range of values between 4% and 10%."  Most disabilities are hidden with approximately 20% of the U.S. population having a disability.  The rule basically changes Section 503's ruling from the honor system to a documented system.  Public comments on the rule, identified by RIN number 1250-AA02, are invited and must be submitted by February 7, 2012 at www.regulations.gov.  Submitted by the ESBLN.

Growing a Community Garden

The Chamber's Beautification Committee will be creating a community garden this spring.  It will be created on a piece of land where interested citizens could work a designated plot of land to grow a vegetable garden to produce food for their family and/or organization.  The concept of community gardens are used around the world and with many people living in apartments and increased urban living, it can prove to be an asset to any community.  If you are interested in providing a parcel of land to be used for a community garden, please contact Donna at the Chamber office.  We are not seeking the donation of land, but just the use of it while it is not needed by the owner. Also, anyone who is interested in participating as a "grower" or just want to help with the creation of the garden, give us a call.
