State Representative Eric Johnson
District 100
Texas House of Representatives
Session Report
May 2011

State Rep. Eric Johnson
Dear House District 100 Supporter:

As the 82nd Texas Legislature moves into the final month of the regular session, I am continuing to work hard for the people of District 100 and the citizens of Texas.

In the remaining days of the regular session, the Texas House will consider many issues that will greatly impact our state's future.  Most importantly, the Texas Senate will likely send back its amended version of the state budget passed by the Texas House.  I voted against the House version of the state budget, both in the Appropriations Committee and on the House floor, because of the devastating cuts it would make to public education and health care for our most vulnerable fellow Texans.  While the proposed cuts in the Senate version are expected to be less severe than the House proposal, I still have very deep concerns about the reduction in critical state services that the Senate budget will likely require.

In this month's Session Report, you will find information about  the legislation I have passed so far this session, the redistricting process, and our featured Capitol intern.  Enjoy!

Sincerely,
 contribute
Eric Johnson

Representative Johnson Celebrates One Year Anniversary of Taking Office

On April 20, 2010, Representative Johnson was sworn into the Texas House of  Representatives by Speaker Joe Straus. Over the past year, Representative Johnson has worked tirelessly for the residents of House District 100 and the people of Texas.

Representative Johnson has already established District 100 as a source of leadership in the Texas House. In his first session, he has filed 13 bills addressing important issues including education, criminal justice, eminent domain, and ethics reform. Two of Representative Johnson's bills have already successfully passed the Texas House with nearly unanimous support.

As a freshman House member, Representative Johnson was given the responsibility of serving on the powerful House Committee on Appropriations where he has battled the devastating cuts proposed to our public schools and to health care for our children, seniors, and disabled citizens. He was also appointed to the House Committee on Higher Education where he has worked to ensure that college remains accessible and affordable for Texas' working families. Representative Johnson is the first representative since  District 100 was created over 40 years ago to serve on the House Committee on Appropriations and the first District 100 representative to sit on any education related committee.

In addition to working hard at the Texas Capitol, Representative Johnson remains actively involved in the district. He held a town hall meeting with Senator Royce West to discuss important issues affecting District 100 and Senate District 23 in the 82nd Texas Legislature.  After hearing from many small business owners about the challenges they have had accessing capital to grow their businesses, Representative Johnson hosted the District 100 Small Business Summit.  Over fifty business owners from District 100 received information from the Small Business Administration, the City of Dallas Department of Economic Development, and organizations such as the Plan Fund on loan programs and other services available for small businesses.

He has also attended countless neighborhood association meetings, toured many non-profit facilities in District 100, and awarded college scholarships to three District 100 students through the Texas Legislative Black Caucus. In an effort to keep the residents of District 100 informed and connected to matters at the Capitol, Representative Johnson sent the first ever official state newsletter to the residents of District 100.

In his first year, Representative Johnson has proven to be a dedicated and strong leader. As the session enters its final month, he will continue to fight for the people of District 100  in the Texas Capitol.

Pastor Michael Hubbard Delivers House Invocation

Pastor Michael Hubbard of Hopewell Missionary Baptist Church, located on Dolphin Road in the heart of District 100, delivered the invocation in the Texas House of Representatives on Friday, April 29th and served as the House's "Pastor of the Day."  Representative Johnson was honored to introduce Pastor Hubbard on the floor of the Texas House.  If you know a member of the clergy from District 100 who you would like to see Representative Johnson nominate to be Pastor of the Day, please feel free to email District100.Johnson@house.state.tx.us.

Representative Johnson Passes First Two Bills Out of House

Representative Johnson has already passed two of the bills he introduced this session out of the Texas House.  HB 184 will ensure that when a vacancy occurs in the Legislature and a special election to fill the vacancy is uncontested, the sole candidate is sworn in quickly, so that legislative districts go without representation for as short a period as possible. HB 1106 will require a court to inform criminal defendants being placed on deferred adjudication of their right to seek an order of nondisclosure which limits who may view their criminal record. HB 184 passed unanimously and only one member voted against HB 1106.  Senator Royce West will serve as these bills' sponsor as they move through the Texas Senate.

Kappa Day at the Kappatol

On Friday, April 29th, Representative Eric Johnson hosted "Kappa Day at the Kappatol," commemorating the 100th anniversary of Kappa Alpha Psi Fraternity, Inc.  In 1911, ten African-American students at Indiana University founded the fraternity. One hundred years later, the organization boasts over 150,000 members and 700 undergraduate and alumni chapters across the United States.

As one of two proud members of Kappa Alpha Psi in the Texas House of Representatives, Representative Johnson was honored to pass a House Resolution marking this momentous occasion.  The Texas House adopted the fittingly numbered HR 1911 as a number of Kappa Alpha Psi members were recognized on the House floor and in the gallery.

Redistricting Update

Every ten years, the United States Constitution requires that a census be taken in all 50 states. State and local governments use the Census data to redraw districts according to changes in population, which ensures that districts have equal population. On Wednesday, April 27th, the Texas House passed a new map with redrawn legislative districts.  Representative Johnson voted against this map, opting instead to support a map offered by the Texas Legislative Black Caucus (TLBC) that would have resulted in a more compact District 100 and one which better reflected traditional District 100 communities.  Unfortunately, the TLBC map failed to garner enough votes to pass.

Under the redrawn map, Dallas County will lose two members in the Texas House of Representatives.  This is because even though Dallas County experienced population growth in the last ten years, it did so at a far lower rate than the state of Texas as a whole.  Currently, Dallas County has sixteen members whose districts are entirely within Dallas County.  During the next legislative session scheduled to begin in 2013, Dallas County will only be sending fourteen representatives to the Texas House.

The newly drawn legislative districts now await approval by the Texas Senate and the Governor.  The Texas House is expected to take up Congressional redistricting in the coming weeks.

Capitol Intern Spotlight: Robiel Abraha

Robiel

My name is Robiel Abraha, and I am a junior from Houston attending the University of Texas at Austin studying Sociology and Government. I realized that regardless of how many government classes I took in school, I wanted to get involved in the actual process.  I wanted to learn firsthand about the issues facing Texans today. Luckily, attending college in Austin opened the door to the amazing opportunity of interning in the office of Representative Johnson.

In my past four months interning in the Texas Capitol under the guidance of Representative Johnson and his staff, I have learned a great deal about Texas politics and the concerns of my fellow Texas citizens. Being able to read and understand the bills being considered, watching the debates unfold in person from the House gallery, and even providing my own input about important issues before the Legislature continues to afford me knowledge and experience that cannot be replicated in any classroom setting.

Directly witnessing Representative Johnson's hard work and dedication during the 82nd Texas Legislature has strengthened my belief in the possibility of change that can accompany effective and thoughtful leadership. Working with Representative Johnson has encouraged and re-energized my future aspirations of public service and working to make a difference in people's lives.
