How Can I Help?
It is a question I have heard a lot since I started the website and until now I have not really had a great answer. But I do need your help now.
 
I agreed to create a website for the Leavenworth County Republican Party because I wanted to make sure that the final product contained a page where voters could go to truly educate themselves on the issues of the day. The information is out there but it is so scattered. To add to the confusion, it can be difficult to separate the information pages from the propaganda pages.
 
Those who have been on the webpage lately have noticed we have a new page-Issues. It is there that I hope to create a comprehensive education page. If you explore the page for very long you will quickly realize that it is quite bare at the moment. I delayed bringing it on line with the hope that I could have it looking quite functional when it did make its debut. Obviously, it did not go as I had hoped. Finding all of the articles needed to flesh out that page has proven to be a very time consuming task.
 
And so now I turn to you. Can you help me find informative articles for fleshing out these pages? I especially need help on the local and state levels. Internet links are great. Newspaper and magazine articles work just as well. Make sure you include the entire article along with credits so I can clear copyrights for permission to republish. The Pioneer Pathways is a great resource for us to publish our opinions. So if you find a great opinion page or want to write one yourself, please don't be discouraged from submitting those pages as well-they can still be put to good use. I would like to keep the articles on the Issues page as fact based as possible. My goal for the Issues page is to inform. With your help, we can make this a great place where we can safely direct family, friends, co-workers and neighbors to go when they want to know why we believe the way we do and where we get our information.

Candidate Training The Road to Socialism
The title alone gives me the creeps; as well it should. We, as a nation, are fast approaching a very critical time in our history. We will soon be deciding if we want to continue on the downward spiral toward Barrack Obama's socialist programs that will turn America into a true socialist state, or remain a freedom loving nation of individual rights and liberties as granted to us by our Constitution. Many countries throughout modern history have experimented with Socialism, while America chose the path of individual freedom and Democracy.  Most of those socialist countries, after a period of time, chose to throw off socialism and pursue a course of democratic rule and individual freedom. Now America, under the leadership (or lack thereof) of Obama, is plunging head long and at a very rapid pace into the system others have discarded as a failed and unworkable system. Socialism has never proven itself to be a viable form of government in any country it has been tried in.

A look back in time to the mid 1930's in Europe will reveal many similarities to today's events, proposed laws and programs with those proposed and implemented in that era.  Those who refuse to learn and study history are doomed to repeat it.

This decisive point in time for us is the Election of 2010.
This election is a very pivotal and critical event. Kansas will be electing a new Governor, a Lt Governor, a Secretary of State, a U.S. Senator, and 4 Congressional seats. Also, all the Kansas House Representatives are up for re-election. We have a very real opportunity to turn Kansas back into a true conservative state, at the state level, as well as maintain our strong conservative hold on our U.S. Senate and Congressional seats. At the federal level, we must regain control of at least one branch of Congress. By taking back one branch we can put a stop to the runaway programs currently being railroaded through Congress.

Although all the contested positions are critical for total victory, one stands out as a must win - the state Secretary of State. This position ensures the constitutionality of every election within the state. We have seen the power of this position used to our disadvantage in the recent 2008 elections when Democrat officials controlled these positions in several states where conservative victories were contested. Recounts were allowed to continue until the numbers finally added up to upsets and seating of the Democrat officials. The Democrat Party is attempting to win all the Secretary of State Positions throughout the country in order to control all the elections. We must ensure that a Republican remains in this position in Kansas to ensure fair elections.

The bottom line is, and I cannot emphasize it enough, a Republican victory in 2010 depends on YOU. Get informed, get involved, take a position, stand up for what you believe in, and take action. Find a candidate that you can get excited about and get behind him and do what it takes to help in any way you can.

Come out to the monthly town hall meetings, support a rally, protest, or a Tea Party.  Every individual can write letters to their representatives, to local newspapers expressing their views and concerns. No single person has a lock on good ideas and creativity.

What we are doing is working. We are slowly making progress; we are stopping legislation from getting passed. We stopped FOCA, we have delayed the rapid passage of the health bill, we managed to kill the Fairness Doctrine, and we have delayed action on gun control issues, plus many more. As a group working together nation-wide our voices are being heard.
GOD gave us all gifts to use in one form or another, find your talent and put it to work. It is your future and the future you are going to leave to your children.....Be it Good or Bad.......It will be because of what you did or did not do.

Rep. O'Brien Receives Additional Appointments
Judiciary Committee Appointment
Kansas House Speaker, Mike O'Neal has appointed, 42 District, Representative Connie O'Brien to serve on a special interim Judicial Committee.  "Representative O'Brien adds a fresh, and critical, perspective to the committee" O'Neal Said.  "I know she will work hard to ensure that the Open Records Act does not include any extemporaneous exemptions that would unnecessarily prohibit public access."  A freshman legislator, appointed to serve on the Judiciary Committee, this is a great honor.  I am grateful to Speaker O'Neal for giving me this added opportunity to serve.  
 
O'Brien Appointed as Delegate to National Conference of State Legislators
Representative Connie O'Brien has been appointed by House Speaker Mike O'Neal as a Delegate to the 2009-10 Labor & Economic Development Committee for the National Conference of State Legislators. The Legislative Conference will meet in Overland Park Kansas from August 9th through August 12th.

With the appointment as Delegate to the Legislative Conference and the recent appointment to the Judiciary Committee it looks like Speaker O'Neal plans to keep me busy. I consider this a great honor, and privilege, and I hope to contribute and learn from these experiences.

You can visit with Connie at the Leavenworth County Fair in Tonganoxie, August 11th through August 15th. Connie will be in the parade scheduled for Tuesday, August 11th. The parade starts at 6 PM.

It is 6:30 a.m. July 19, 2009, with clear skies, sunshine, and the temperature is 52 degrees in northeast Kansas.
 
How can this be? My government keeps telling me our world is suffering due to Global Warming. Do these people ever go outside? Perhaps in city traffic in the afternoon with cement, brick, and asphalt drawing heat, it is warm. Get out away from all of that and see beauty all around you. Because of the cool temperatures and these wonderful rains we're receiving, the grass is still luscious green, flowers are blooming without stress, gardens are beautiful, wheat has been harvested, and the corn fields are lush and green. How can this be? It's mid-July.
 
Over the past few months, I have seen God revealing so much and I wonder why anyone would still spitefully fight Him. Our government is attempting to change the world's climate. This is not possible and God is telling us that by blessing us with cool "sweater weather" temperatures in Kansas in July. He is making Himself so obvious and He is being mocked -- by rejection. 
 
Several large "Global Warming" (also known as "Climate Change") events have been cancelled due to ice and snow. Human weathermen can't make this happen. It is so evident God's Hand is in this. He has a sense of humor and he's tactfully showing us He's really in charge.
 
"Highly-educated, well-read" people have become pompous idiots and are too proud to admit they made wrong decisions.  Stubbornness, pride, spite -- call it whatever you want -- is causing tremendous harm to our families and our country.
 
As I count my blessings, I celebrate my good health; I see and listen to all the nature around me -- colorful singing birds, flowers, cool breezes blowing through the cottonwood trees; I thank God those storms brought the rain, but we were spared from danger and harm; the freedom I have to worship anytime and anywhere; my opportunities to serve and the challenges God sees me through. I thank God for His love for us. Yes, I thank God for His Son, Jesus. 
 
God is our Creator and He is in charge.  Some don't like this idea.  Okay.  Fine.
 
Where do those beautiful sunrises and sunsets come from?  How does that lightning flash? What about that rolling, cracking, booming thunder? 
 
People deserve more respect than animals, but punishment for harming animals is more serious than punishment for harming or killing our fellow human beings. I love animals. There is one big difference. The difference is that God gave animals instincts. He gave people choices. We have consciences to know right from wrong. It is up to us to choose which direction to take. Either way, there are consequences -- whether we like it or not. 
 
We seem to have our priorities in disarray. While our Congress is making expensive decisions that will take away our freedoms and savings accounts, threaten our jobs and livelihood; and our soldiers are serving their country, experiencing unimaginable threats, sights and sounds, with many sacrificing their lives; and North Korea and Iran are making serious threats against us, we are led to believe the newsworthy, important matters are the death and glorification of a pop music star, and where Michelle and the girls are shopping. How can this be?
  
Barack Hussein Obama is my President -- like it or not. I didn't vote for him, but enough star-struck, misled, "slavery-guilty" voters felt compelled to elect a black president who promised to give them everything they wanted -- whether they earned it or not. Never mind the legality of how he might accomplish these promises.
 
Each day, God peels away more and more layers to reveal who Obama really is. Those of us who are paying attention see it happening. Obama stated, "We can't drive our SUVs and eat as much as we want and keep our homes on 72 degrees at all times..." Question: Who is "we"? Obama's priorities are the Obama family -- period. They will have the best of everything and spend our money, while he tells us to cut back -- to keep our homes cooler in the winter and warmer in the summer. His office is kept very warm in the winter. Companies are not to travel (tourism is suffering). The taxpayers spend incredible amounts of money to keep the Obama family entertained and transported in luxury. The Obama family will have "the best" healthcare (while shoving the citizens into a government program). His cynicism is so obvious. He does not fool me. I know a fake when I see one.
 
This letter may cause a heartbreaking split in my family. For that, I am truly sorry.
 
I cannot keep silent any longer. I sit quietly as some of my dear friends and several of my highly intelligent, well-read, family members discuss global warming. I've seen the Al Gore pitch -- and am intelligent enough to know that he will profit from this carbon footprint garbage. While you're cutting back on your utilities and environmental pollution, his lifestyle obviously is not using less -- of anything. Wake up, people !!
 
We ask God to Bless America. Well, He is!! And he always has!! He consistently gives us guidance, but the "powers that be" in Washington choose to ignore him -- or willingly spite Him by thinking they can get us out of this mess. He is telling us that "Global Warming" is garbage and the legislation will break us financially. God wants us prosperous. He blesses, but He does not hand out.
 
We live modestly -- within our means. Many families do. Making sensible decisions is important, whether it be on a small scale, or in our local, state, and federal government. If the money's not in the bank account, there's nothing to spend. It's quite simple, really.
 
I will continue to pray for God to Bless America. Moreover, I will ask for America to recognize and bless God. We need Him and we need to admit it.

It's been about six months since Barack Obama assumed the Presidency and sadly he's been working overtime to deliver on his promises. Being the oxymoronic community Organizer-in-Chief (oxymoronic since what these people organize is for selected minorities to cause community dissension), he is trying to bring America the vaunted CHANGE he promised, and doing so in record time. Unfortunately, he IS being very successful and going right for the jugular, trying to change the United States at its very core. America was founded on a profound belief in the inalienable rights of the individual and private property rights - the capitalist system. But Obama has made simultaneous and strident attacks on life, liberty AND the pursuit of happiness trying to socialize us, and make government (himself) more powerful and controlling than it already is.

A president can do that when there are no real checks and balances on his power from a Congress or the individual States and laws are pushed through before anyone-including the lazy or like-minded legislators themselves-can read what they are voting on. Certainly he is "striking while the iron is hot", not wanting to waste the opportunity of any trumped up crisis.

To be "fair", Obama let us know all this in his in his State of the Union (SOU) address in February. Summarizing the major SOU goals they came down to 4 things: "save" the financial system; emplace a new energy policy; reform healthcare; and reform education (again). Let's take a look at the President's progress in each of these areas and why he would think that it is so important to succeed (hint: it's not because he has YOUR interest or welfare at heart).
1) Save the financial system: this may seem counter-intuitive at first. The Democrats having demagogued and talked down the US economy for over a year before the presidential election was successful in both triggering the housing crisis through Fannie Mae/Freddie Mac failures they oversaw with Congressional oversight. Passing the largest government bailouts in history (anyone's history) they have taken over (nationalized) key elements of the financial/banking sector (AIG, banks), the manufacturing sector (GM/Chrysler/Cash for Clunkers) and indebted us ALL in billions of government red ink (read that your tax dollars for YEARS into the future) for a temporary reprieve and make it seem like the economy has stabilized. It hasn't. All that debt has to be paid back sometime and when you have the Communist Chinese and Cuba lecturing us about our debt you KNOW we're in trouble. But Obama has successfully bought off the rich and placated the poor (for now) while controlling huge chunks of finance, banking, and US manufacturing.
2) Emplace a new energy policy: simply put this is Cap and Trade or more accurately Cap and Tax. He will ration how much CO2-a life cycle gas that we all exhale and plants use - that businesses (and expect later individuals including their farm animals and pets) are allowed to use in the LARGEST TAX increase in history. He's hoping you won't notice the tax since it will be passed on to you indirectly in the form of higher energy costs (electric bills), price of goods manufactured/purchased, and replacement of cheap oil/coal energies for expensive and needless "green" energy.  Meanwhile government will control roughly 9-10% of the US economy (the energy businesses) and EVERY American since we all use energy.
3) Health sector reform: This is currently being "debated" as in need of massive change though polls of the public clearly demonstrate otherwise. Estimates are that this sector, currently a world leader in terms of responsiveness and quality, is roughly another 15% of the US economy. Under "Obama-Care" experts expect massive government controls, rationing (and waiting) for health care ala Canada and England or more appropriately like Cuba, China, and the defunct Soviet Union. They already vilifying doctors (small businesses in their own right) and drug companies. Expect the "nanny-state" to kick in big time in not only telling you how bad smoking and drinking are for your health but dictating what foods you should and shouldn't eat and at what point you are too old to be "worth" performing an operation on versus giving you a pain killer so you can just go quietly in the night.
4)  Education reform: Not that teacher union controlled public-education hasn't already caused enough damage to "young skulls full of mush" we need to throw even more money down rat-holes to entitle every child an education not just through high school but now through college whether they are a US citizen or not. Lofty goals, however needless or impractical, shouldn't stand in the way of indoctrinating the next generation of "dependants".

Hope and Change aren't always a good thing especially when it's un-American. Take action NOW to contact your representatives and let them know how YOU feel and get ready now to make the changes needed for the 2010 elections.
Commonsense Budget Proposal Summary

In 2008, AFP published its first Commonsense Budget Proposal, which outlined ways legislators and the Governor could find savings for the 2009 Fiscal Year. This year we published an updated version, to serve as a budget roadmap for the 2010 Fiscal Year. The Commonsense Budget Proposal examines each state agency, compared to the budget prepared by the Governor's office, and provides spending alternatives to help balance the budget and reduce the growth of government.
 
This FY-2010 budget proposal for the State General Fund (SGF) spends $5.9 billion, allows for a number of tax cuts and phase-outs, and leaves the state with an ending balance of $280 million. This, compared to the budget prepared by the Governor's office, which spends $6.1 billion, halts the planned phase-outs of several taxes, and leaves the state with just over a half million dollars.
 
The AFP budget reduces funding in most areas of government, but allows for spending increases for public safety. In terms of tax relief, the AFP budget continues the phase-out of the franchise and estate taxes and provides $36 million in tax credits and suspends a third of capital projects by the Kansas Department of Transportation, to yield a savings of $250 million.
 
In both the FY 2009 and FY 2010 AFP budget proposals, we outline key savings areas to help streamline our state government and make it fiscally solvent. We have discovered in examining the various agency budgets that many of these agencies receive additional one-time funding appropriations for special projects, but then the agencies include these appropriations in the following year's budget as part of the baseline budget. By following a zero-based budgeting procedure we argue that this practice can be stopped, and the growth of our spending will be limited.
 
We also believe agencies should be thoroughly examined for duplicate positions, and when possible those should be consolidated or eliminated as necessary. 
 
Aside from examining past policies and procedures, we encourage legislators to carefully examine each piece of new legislation that creates a program or agency. Existing - and future - state agencies must be measured carefully to ensure their effectiveness. Agencies that cannot meet standards set by legislators should be dissolved so the resources can be returned to taxpayers or allocated to programs that product results.
 
Below you will find an outline of the various components of the FY-2010 Commonsense Budget Proposal.
 
FY 2010 Commonsense Budget Proposal: 
Funds all necessary functions of the state government without raising taxes on Kansas families and businesses.  
  • Most agencies and departments received a budget reduction of 15 percent, with the Department of Education receiving a 5 percent decrease.
  • The AFP budget includes an additional $25 million for public safety.
  • This budget does not rely on revenues from the Expanded Lottery Act, and instead transfers that $56 million back to taxpayers.
  • The Commonsense Model Budget ends the 2010 Fiscal Year with a $280 million ending balance.

Outlines the AFP Economic Stimulus Plan to return millions of dollars to Kansas taxpayers.

  • This plan continues the planned phase-outs of the estate and franchise taxes.
  • The AFP Economic Stimulus Plan reduces fees for biennial budget agencies and the Kansas Corporation Commission.
  • The plan provides $36.4 million in tax credits.
  • The total AFP Economic Stimulus Plan is $392.1 million.

Removes redundant jobs throughout the state government by consolidating support functions of certain agencies.

  • Redundant positions include support staff, such as accountants, data programmers, IT staff, etc.
  • In some agencies, this will result in savings that are used to reduce the state budget. This could save at least 10 percent of each agency's total budget, which would compound to a greater amount when reduction in work requirements, computer hardware, software and other overhead costs are factored in.
  • In agencies such as law enforcement, the consolidation savings will help increase the funding for boots on the ground.

Implements a plan to redistribute government support jobs to rural areas throughout the state.

  • Doing so would result in saving some of the major office space costs that are in current department budgets.
  • State employee wage scale would be on the high end in most rural communities, providing better pay for those rural employees.

Recommends consolidation of certain government functions.

  • An example would be water control and monitoring programs, which are currently spread out among several agencies.
  • Encourage reorganization among agencies to create savings for Kansans, similar to the Governor's previous executive order to move several programs from KDHE to the Department of Agriculture.       

Encourages partnerships between county health departments and local hospitals, as well as the use of Local Health Care Authorities to target local community needs.

  • Local Health Care Authorities (LHCAs) have the ability to target local health care needs, and allow taxpayers to see how effectively their funds are being spent.
  • The LHCA would be responsible for creating a revenue stream to obtain the federal match for Medicaid services; for every $1 created by the LHCA, another $1.50 would flow to community Medicaid providers.

Includes numerous recommendations for general savings:

  •  Stop out-of-state and international travel by legislators for the year to yield a savings of nearly $500,000.
  • Require strict performance measures for all state agencies and programs to ensure their effectiveness.
  • Freeze hiring for all Classified Full Time Equivalents positions through the fiscal year, and eliminate any budgeted FTE positions which have been unfilled for more than six months. 

The FY 2009 and FY 2010 Commonsense Budget Proposals were prepared by Steven J. Anderson, CPA. Anderson is licensed in Kansas and Oklahoma, and is managing partner of the Edmond, Okla. office of Anderson, Reichert & Anderson, and CPAs LLC, which is headquartered in Osborne, Kan. He is also a Research Fellow for the Oklahoma Council of Public Affairs.
 
Anderson has assisted AFP-Kansas in preparing similar budget documents on a smaller scale for local government entities, at the request of local residents.
