AMAP gears up for 12th annual conference in Kansas City
Mark your calendars now to join us for our 12th annual conference, set for Feb. 15-17, 2011 at the Westin Crown Center hotel in Kansas City, Mo.
From owners, paving contractors and engineers to consultants, suppliers and producers, anyone with vested interest in the modified asphalt paving industry is invited and encouraged to attend the event.
The conference will feature another broad-based group of presenters from the government and the asphalt industry who will discuss the latest news and issues affecting the asphalt industry. AMAP will also induct another honoree into its distinguished Paving Hall of Fame, and present its second annual David R. Jones IV Scholarship award. As always, the conference also provides excellent opportunities for networking with leaders in the asphalt industry.
The conference will also give attendees the chance to explore all the sights and sounds of Hallmark Crown Center, which features 85 acres of shops, restaurants, theaters and clubs. In addition, the Westin Crown Center hotel is close to other Kansas City attractions such as the Liberty Memorial, Union Station and a variety of museums and professional sports venues.
For the spouses of our conference attendees, AMAP is also planning a fun day trip which will include a guided tour of the Hallmark Card Company and a bus excursion to a historic sunken ship recovered from the sands of the Missouri River.

Message from the Executive Director
My old uncle used to say, “Them that uses ‘em should pay for ‘em.” That works okay for me, except there are some things I willingly pay for that I hope never to use - fire protection, health insurance and Homeland Security being the first I can think of.
Highway improvements are needed by all of us, and all users should pay for them. Most people own a car, and even those that never drive, like some big city dwellers, are dependent on their store-bought goods arriving via over-the-road transport. Let’s face it, we all need the roads.
I was recently asked by a local construction magazine, “What are the most pressing problems facing your industry today?” In a split second, I answered, “Funding, then funding.”
I decided to ask a few AMAP member company representatives how they would answer, and they too listed “funding” as the most pressing issue facing our industry.
We are in need of a substantial increase in the federal fuel tax. AMAP has proposed a $0.25 per gallon increase, with the monies being specifically earmarked as highway improvement funds. These funds should be untouchable by any federal agency except the Federal Highway Administration.
With the fluctuation of fuel prices we have come to accept, an increase of a quarter per gallon would not be a burden, nor a shock, to the highway users.
Some feel this tax increase won’t work because the trucking companies will just pass it on to the consumer. That’s true. But, let’s examine the issue.
A truck carrying a payload of 40,000 pounds of goods and getting six miles to a gallon and transporting its goods an average of 750 miles would have to increase its costs on each pound of payload by less than 1/10 of a cent per pound. So the pound of good coffee at the grocery store currently costing $7.99 per pound would be increased to $7.99097 per pound. By adding a 1000% markup on the increase, the consumer would still pay just $8.00 per pound.
Smoother, better roads would also save all of us money on vehicle maintenance and have the potential to save lives. And we are all aware of the data on how many more jobs will be generated through the creation of better roads. It’s time to get serious. The fact is, a $0.25 increase is the way to go now, and we must keep Congress' hands off the money.

Ron Corun named new AMAP president
We’re pleased to announce that Ron Corun has been chosen as AMAP’s next president.
Ron and AMAP’s membership committee chair Jeanne Kendrick were selected as nominees for president during AMAP’s June board meeting.
After a close vote, Ron was elected president and will assume his duties next February following a formal gavel exchange ceremony that will be held during AMAP’s 2011 annual conference in Kansas City.
We congratulate Ron and look forward to working with him in 2011. Congratulations also go to Jeanne on her nomination.

Applications now being accepted for second annual David R. Jones IV Scholarship award
AMAP is continuing its quest to ensure that future generations of aspiring asphalt industry leaders have the funds they need to pursue their career goals through its David R. Jones IV Scholarship award.
For the second year in a row, the fund will provide a $1,000 scholarship to a college junior or senior majoring in a field of study related to asphalt technology, with special preference given to applicants with experience and interest in the overall field of asphalt technology. Applications are currently available on the AMAP website at www.modifiedasphalt.org, and will be accepted through Oct. 1.
Made possible by outside donations, the David R. Jones IV Scholarship award was developed in 2009 in memory of the late Dave Jones IV, who served in a variety of capacities in the asphalt industry, including time at the University of Texas, where he was a key member of the Asphalt Research Team responsible for Performance Graded (PG) Asphalt Binder Specification.
Those wishing to help build the fund are encouraged to send a check made out to the David R. Jones IV Scholarship Fund, and mail it to AMAP, P.O. Box 270006, St. Louis, MO 63127. In addition, individuals who are planning to register for this year’s annual conference can also take advantage of an opportunity to donate to the fund via their conference registration forms.
AMAP is pleased to announce that Byron Ruth, Ph.D., P.E., Professor Emeritus at the University of Florida and AMAP Paving Hall of Fame honoree, recently made a generous contribution to the fund. In addition, an anonymous friend of Dave Jones has pledged to contribute $500 a year to the fund through the company where he’s employed. We thank both of these individuals for their generosity.
All contributions made go directly to the fund for use by students, with no administrative fees deducted from the donations.
“We were very impressed with the number of highly qualified students who applied for last year’s scholarship, and with our inaugural winner, Eric Coffman,” said Kevin Hardin, Vice President of Operations for Mariani Asphalt and chairman of the scholarship fund. “It’s truly exciting to have the opportunity to give students the chance to achieve their career goals through this special fund that bears Dave Jones’ name, and we encourage any student with an interest in asphalt technology to submit their applications today.”

AMAP Honors: Randy West
In this issue of AMAP News, we continue to pay tribute to individuals whose efforts are advancing the asphalt industry by recognizing Randy West, Director of the National Center for Asphalt Technology (NCAT) at Auburn University.
With over 20 years of experience in the hot-mix asphalt industry, West is currently responsible for overseeing NCAT’s research activities related to mix design and materials characterization, testing procedures, quality assurance, pavement construction and pavement failure investigations.
Armed with bachelor’s and master’s degrees from Auburn University and a doctorate in civil engineering from the University of Florida, West began his career working as a research engineer for the Florida Department of Transportation, followed by a stint as Director of Materials, Plants and Quarry Services for APAC, Inc. in Atlanta, Ga.
In 2003, West joined NCAT as an assistant director of the organization. In 2007, he was named director, replacing former NCAT director Ray Brown, who spent 17 years in the position.
Under West’s direction, NCAT continues its work to help the asphalt paving industry build roads that are durable, environmentally friendly, quiet, safe and economical.
“Through research funding from state highway agencies, the Federal Highway Administration and private industry, NCAT develops and evaluates new products, design technologies and construction methods which lead to pavement improvements,” said West. “In terms of our asphalt pavement research and testing abilities, we are one of the world’s leading institutions, and the information we provide plays an important role in the maintenance of the nation’s infrastructure.”
Currently, much of NCAT’s research is focused on pavement design with the goal of validating and improving mechanistic pavement design methods that use engineering principles to predict stress on pavement and performance of roads over time. In addition, the center has been working on several projects involving modified asphalt, which include a study to determine the impact of modified asphalt binders on rutting and cracking. Earlier this year, a research team led by West completed a project aimed at identifying a simple, reliable and accurate laboratory procedure for determining mixing and compaction temperatures for modified and unmodified binders.
West and the NCAT staff also continue to work to find ways to help the asphalt industry reduce its impact on the environment through the use of warm-mix asphalt and higher Reclaimed Asphalt Pavement (RAP) contents.
“Our research indicates the lower production temperatures associated with warm-mix asphalt can substantially reduce the production of emissions and improve the work environment for paving crews,” said West. “As a result, we continue to investigate how the use of warm-mix asphalt technologies, combined with the use of RAP in asphalt mixtures, can positively impact the environment. The result seems to be a win-win for the environment and our industry because we have the chance to reduce greenhouse gas emissions and preserve our natural resources, while producing more economical pavements that perform better overall.”
In addition to his work with NCAT, West is also active in the American Society for Testing and Materials, the Association of Asphalt Paving Technologists, the Transportation Research Board, the National Asphalt Pavement Association and a number of committees dealing with hot-mix asphalt research, specifications and training.
“NCAT is a world leader in asphalt research, and I feel fortunate to know that the work we are doing is helping improve America’s highway infrastructure,” said West. “I look forward to continuing this work for many years to come.”

AMAP welcomes three new members
We are pleased to announce that Asphalt Institute, Asphalt Materials, Inc. and Modified Asphalt Solutions, LLC have joined our list of distinguished member companies.
Asphalt Institute (AI) is the international trade association of petroleum asphalt producers, manufacturers and affiliated businesses. The organization’s publications and seminars educate users and specifiers on proper practices for the design, construction, maintenance and rehabilitation of all types of asphalt pavements. AI also offers laboratory services and publishes Asphalt magazine.
Based in Indianapolis, Ind., Asphalt Materials, Inc., has been in the business of supplying asphalt emulsions and paving asphalts since 1956. The organization currently produces asphalt materials at 16 locations, which supply DOTs, municipalities, paving contractors and specialty applications in Illinois, Indiana, Iowa, Kentucky, Michigan, Ohio and West Virginia. Included in the Asphalt Materials family of companies are Bituminous Materials and Supply in Iowa, Emulsicoat in Illinois and Heritage Research Group in Indianapolis, Ind.
Las Vegas, Nev.-based Modified Asphalt Solutions is the leading international supplier of terminal blended Ground Tire Rubber (GTR) modified asphalt materials and technology to asphalt oil terminals. The company provides mix design and binder consulting at every level of the design and paving process. Its GTR modified binders have been used successfully with HMA, chip seals, warm-mix additives, various levels of recycled asphalt product and recycled shingles.

NCHRP report 648 offers recommendations for determining mixing and compaction temperatures of asphalt binders in hot-mix asphalt
With viscosity measurements historically being the basis for determining laboratory mixing and compaction temperatures for hot-mix asphalt, concerns have been raised over the excessively high temperatures this method predicts for most modified binders. Since such high temperatures can result in both emissions problems and the potential degradation of the binder’s properties, highway agencies have found themselves looking for a definitive approach to determine a reliable temperature value regardless of the asphalt type.
Seeking a solution, Dr. Randy West from the National Center for Asphalt Technology embarked on the NCHRP 9-39 study aimed at identifying a simple, single, reliable and accurate laboratory procedure for determining mixing and compaction temperatures for modified and unmodified binders. He pursued this goal with the intention of not requiring any additional equipment or instrumentation in order to determine this key information.
Based on the review of several different concepts for determining mixing and compaction temperatures, three candidate methods were selected for detailed laboratory evaluation: the High Shear Rate Viscosity method, which uses rotational viscometer measurements at two temperatures over a range of shear rates; the Steady Shear Flow method, which uses a research grade dynamic shear rheometer to measure viscosity in constant shear mode over a range of shear stresses and temperatures in the mixing range; and the Phase Angle method, which uses the standard Superpave dynamic shear rheometer in oscillatory shear mode over a range of angular frequencies and temperatures.
The study determined that the Steady Shear Flow method and the Phase Angle method are both recommended for further evaluation, as both provided lower mixing and compaction temperatures for modified binders than the traditional equiviscous method, and are not likely to cause emissions problems or binder degradation. The methods also provided reasonable mixing and compaction temperatures for the modified and unmodified binders used in the study. The study also confirmed that both methods can be performed using the dynamic shear rheometer equipment, which is widely used in binder laboratories.
Further assessments on the methods are pending and will include validating the methods using a broader range of asphalt binders, refining the test procedures and establishing precision statements.
