SBA To Honor the Nation's Small Businesses During National Small Business Week 2010
Save the Date - May 23-25, 2010 National Small Business Person of the Year To Be Named
The nation's top entrepreneurs will be honored at the U.S. Small Business Administration's National Small Business Week events to be held May 23-25, in Washington, D.C. A series of events and educational forums will mark the 57th anniversary of the agency and the 47th annual proclamation of National Small Business Week.
More than 100 outstanding small business owners from across the country will receive awards while gathering for three days at the city's Mandarin Oriental Hotel. They will meet with top agency officials, congressional representatives and national business leaders. The highlight of the celebration will be the announcement of the National Small Business Person of the Year.
Men and women also will be recognized for their involvement in disaster recovery, government contracting, and their support for small businesses and entrepreneurship. Awards also will be presented to SBA partners in financial and entrepreneurial development, including best SCORE Chapter, Small Business Development Center and Women's Business Center during 2009.
The State Small Business Award Winners and recipients of the Champion and other Entrepreneurial awards are nominated by local trade associations, chambers of commerce, other business organizations and government agencies. "Entrepreneurs Book Club"
Benjamin Franklin said "An investment in knowledge always pays the best interest" and we firmly believe that. So to promote knowledge and to help you grow as an entrepreneur, we have started a book club this year.
Our first meeting of the EBC on March 4 was a great success, and Mike Sandy, author of "I'm Finally in Business for Myself....Now What?" led a great discussion about the great victories and hurdles all small business owners face. (For more information about Mike's book, click here.)
We will read one book every eight weeks and then meet at the Huntsville/Madison County Public Library to discuss the book, and sometimes even meet the author. It will be great fun and we are looking forward to growing and learning with you. Schedule

Tax Write-offs You Should Know About

The votes are in! Our Equifax Facebook fans voted on what newsletter topic they wanted, and the winner was tax changes that could impact your 2009 return. So whether you're at home, on the job, in the classroom, on the road or making efforts to be more charitable or environmentally friendly, you could be eligible for tax write-offs you didn't even know about!
While April 14th is still a couple of months away, nothing takes the stress out of tax season like preparing in advance. Plus, by getting a head start, you can take the time to discover what tax credits, write-offs, and changes apply to your 2009 return - potentially helping you save! Discover new tax credits - as well as changes to existing ones - in this helpful article.
At Home: Incredibly popular in 2009, the first-time homebuyer tax credit allowed new, first-time homeowners who closed on their homes in 2009 to receive a credit of up to $8,000 on their 2009 return. To be eligible, you cannot have owned a residence in the United States in the previous three years. Plus, here's some great news for those of you still looking at homes: this credit has been extended into 2010. If you commit to purchase a home before April 30, 2010 and close before June 30, 2010, you can still receive this tax credit and elect to write it off on your 2009 or 2010 return.
A similar tax break for existing homeowners was established offering credits of up to $6,500 on 2009 returns for purchasing a replacement home in the same year. This was extended through the first half of 2010, so if you close on a replacement home by June 30, 2010, you can write off up to $6,500 on your 2009 or 2010 tax return. Income limits were also expanded for both of these credits; that means homebuyers who file as single or head-of-household can claim the credit in full if their modified Adjusted Gross Income (AGI) is less than $125,000 ($225,000 for those filing jointly).
On The Job: If your job offers a 401(k) plan, the maximum employee contribution level has increased in 2009 from $15,500 to $16,500. This also applies to similar retirement plans such as 403(b)s, the federal Thrift Savings Plan and more. If you are over 50, you can also contribute an additional $5,500 for a maximum of $22,000. These changes are slated to remain in place for your 2010 return as well.
For 2009, Congress has initiated a Payroll Tax Credit that credits workers 6.2% of their earned income with a cap of $400 for single filers and $800 for those filing jointly. Rather than receiving a rebate check, those eligible for the credit will receive it in advance through lower income tax withholding in their paychecks. This payroll tax credit will continue through 2010's return.
In The Classroom: Whether you or a loved one is attending college or is involved in educating, this year brings great write-offs in terms of the classroom. In terms of college tuition, the Hope credit is being replaced for 2009 by a new credit of up to $2,500 per student for each year of four academic years. It also covers the cost of textbooks. This credit begins to phase out for single filers with AGI over $80,000 and joint filers with AGI over $160,000. Similarly, 2009 brought the ability to tap 529 College Savings Plans tax-free in order to pay for a computer or Internet access. Be sure to keep this in mind in next year's return, as this credit will also be effective for your 2010 return.
If you are an educator, you should be aware of the Educators Deduction available only in 2009. For any classroom supplies purchased with their own funds, educators may deduct up to $250.
On The Road: If you purchased a new vehicle in 2009, you can add the sales tax you paid to your standard deduction - even if you don't claim sales taxes as itemized deductions. Eligible purchases include cars, motor homes, light trucks and motorcycles purchased after February 16, 2009 and before January 1, 2010. Only sales tax paid on the first $49,500 of the cost qualifies, and this credit phases out between $120,000-$130,000 AGI for single filers and $250,000-$260,000 for couples.
Going Green: Tax credits certainly favor efforts to make your home more energy efficient. You can receive a credit of up to 30% of the amount spent to make energy-efficient improvements to your home. There is a cap of $1,500 in a two-year period, and applies to qualified skylights, windows, outside doors, biomass fuel stoves, high-efficiency furnaces, water heaters and central air conditioners.
You can also receive a credit on up to 30% of the cost of installing energy-efficient property improvements such as solar water heating equipment, solar electric equipment, geothermal heat pumps or small wind turbines on your primary or secondary residence. This credit is unlimited but fuel cell property cannot extend beyond $500 per half-kilowatt capacity.
When You Give: 2009 marks the last year that IRA owners aged 70½ and older can donate up to $100,000 of their IRAs to charity without having to report the withdrawal as income and subsequently deducting the donation as a charitable contribution. These deductions are not affected or limited by the Adjusted Gross Income cap on charitable contributions or the itemized deduction phaseout. When donating in this way, the amount counts toward the owner's required minimum distribution.
We hope our quick overview of important tax breaks and changes to your 2009 return was helpful, but remember that it's only a brief guide; please consult a tax or financial advisor to see if you qualify for these various tax credits.

SBA Proposes Women-Owned Small Business Rule to Expand Access to Federal Contracting Opportunities
The U.S. Small Business Administration today released a proposed rule aimed at expanding federal contracting opportunities for women-owned small businesses (WOSB). The proposed rule is available for public comment for 60 days.
The proposed rule is part of the Obama Administration's overall commitment to expanding opportunities for small businesses to compete for federal contracts, in particular those owned by women, minorities and veterans. This proposed rule identifies 83 industries (call the WBCNA for a copy of the 83 industries) in which WOSBs are under-represented or substantially under-represented in the federal contract marketplace. This rule is aimed at providing greater opportunities for WOSBs to compete for federal contracts, while achieving the existing statutory goal that 5 percent of federal contracting dollars go to women-owned small businesses.
"Women-owned small businesses are one of the fastest growing segments of our economy, yet they continue to be under-represented when it comes to federal contracting," said SBA Administrator Karen Mills. "Across the country, women are leading strong, innovative companies, and we know that securing federal contracts can be the opportunity that helps them take their businesses to the next level, expand their volume and create good-paying jobs. This proposed rule is a step forward in helping ensure greater access for women-owned small businesses in the federal marketplace."
The creation of a rule to increase federal contracting opportunities for WOSBs was authorized by Congress in 2000. Since that time, SBA took a number of steps to study and analyze the market, including looking at participation by women-owned small businesses across all industries. Various draft rules were made available for public comment in prior years, but the Obama Administration chose last year to draft a new, comprehensive rule, based on the analysis of the prior studies and on all the questions and comments previously received.
Some of the components of the proposed Women-Owned Small Business rule include:
- To be eligible, a firm must be 51 percent owned and controlled by one or more women, and primarily managed by one or more women. The women must be U.S. citizens. The firm must be "small" in its primary industry in accordance with SBA's size standards for that industry. In order for a WOSB to be deemed "economically disadvantaged," its owners must demonstrate economic disadvantage in accordance with the requirements set forth in the proposed rule.
- Based upon the analysis in a study commissioned by the SBA from the Kauffman-RAND Foundation, the proposed rule identifies 83 industries (identified by "NAICS" codes) in which women-owned small businesses are under-represented or substantially under-represented.
- The SBA has identified eligible industries based upon the combination of both the "share of contracting dollars" analysis, as well as the "share of number of contracts awarded" analysis used in the RAND study. This differs from an earlier proposed version of the rule which identified only four industries in which women-owned small businesses were under-represented. This earlier version proposed to identify eligible industries based solely on the "share of contracting dollars" analysis used in the RAND study.
- In accordance with the statute, the proposed rule authorizes a set-aside of federal contracts for WOSBs where the anticipated contract price does not exceed $5 million in the case of manufacturing contracts and $3 million in the case of other contracts. Contracts with values in excess of these limits are not subject to set-aside under this program.
- The proposed rule removes the requirement, set forth in a prior proposed version, that each federal agency certify that it had engaged in discrimination against women-owned small businesses in order for the program to apply to contracting by that agency.
- The proposed rule allows women-owned small businesses to self-certify as "WOSBs" or to be certified by third-party certifiers, including government entities and private certification groups.

The proposed rule requires WOSBs which self-certify to submit a robust certification at the federal ORCA Web site and also to submit a core set of eligibility-related documents to an online "document repository" to be maintained by the SBA. Each agency's contracting officers will have full access to this repository.

The SBA intends to engage in a significant number of program examinations to confirm eligibility of individual WOSBs.

In the event of a contract protest or program review, the SBA will be entitled to request substantial additional documentation from the WOSB to establish eligibility.
-
SBA intends vigorously to pursue ineligible firms which seek to take advantage of this program and in so doing to deny its benefits to the intended legitimate WOSBs.

The Virginia SBDC Network announces a new service for veteran small-business owners, www.VetBizResourceCenter.com. This website was developed to help veteran entrepreneurs across the nation deal with:
- making the transition from being in the service to being a small business owner
- obtaining financing for their business learning how to become a government contractor
- developing a deployment plan for Reservists and Guards
Each of its four modules, covering the topics listed above, has a 5-minute Flash movie and a list of printable PDF resources containing more information on different aspects of the subject. Veterans can listen to the Flash movie to get an overview of the subject and its relevance to them, then print out the appropriate PDFs to use as references as they tackle the issues. Doing Business with Uncle Sam

In WBCNA last newsletter, Lourdes Martin-Rosa, an adviser to Give Me 5 (www.giveme5.com)- a national education program launched by American Express OPEN and Women Impacting Public Policy-offered some don'ts for small businesses looking for publicsector contracts. Here are her do's. Do your homework and scope out the competition. Check out contracting opportunities at www.fbo.gov to see what contracts would be a good fit. Explore www.usaspending.gov for information on contracts already awarded, where the money is going, what agency gave them and other useful information.
Get contract-ready. To register for government contracts, a business's federal tax ID number (also known as an employer identification number) is needed, along with a Data Universal Numbering System code, North American Industry Classification System codes and the details of the business checking account. Get necessary classifications. The government sets contracting goals for doing business with women-owned, veteran-owned, small and disadvantaged firms, so it pays to get classified as such. Being identified as a small business means having an edge in contracting.
Build a Central Contractor Registration (CCR) profile. Businesses should register with the CCR at www.ccr.gov. This is the profile government agencies use to research potential clients.
Consider subcontracting and teaming. Identify which large firms hold contracts and contact them to determine how to work together to help fulfill federal government contracting goals. Subcontracting is an excellent way to gain exposure to government contracting and may ultimately lead to a primary contract. Visit http://web.sba.gov/subnet for more information.
Attend small-business conferences sponsored by the federal government. These events usually have all of the key contracting/small-business specialists in one location and offer greater marketing opportunities within one event. Many larger corporations attend to seek teaming opportunities with small businesses.

"Evolving Missiles and Fires into the New Decade"
The purpose of the symposium is to provide an open forum for the presentation of current and future Army tactical missile programs in a collaborative government and industry environment. The forum provides senior government and industry program managers and their staffs with many opportunities to meet and interact with their counterparts. In addition, the forum will allow industry leaders an opportunity to assess their IRAD programs in light of current and future program directions with an eye toward win/win collaboration with their government customers.
The conference is a one-day, unclassified event. The morning session will begin with a Team Redstone Overview by the AMCOM Commanding General, MG James Myles, followed in the afternoon with a State-of-the-PEO briefing by BG(P) Genaro J. Dellarocco. During the morning, we have invited Army Senior Leaders from the Army Staff, HQ TRADOC, The Missile Defense Agency, and the Commanding Generals from all tactical missile User Centers to speak on their Tactical Missile perspectives. The sit down luncheon with a special luncheon presentation will be followed by afternoon presentations by all of the Project Managers of PEO Missiles and Space-managed programs.
The conference will take place on Tuesday, 4 May, in the East Hall of the Von Braun Center. Preceding the conference on Monday, 3 May, is an optional golf tournament at Valley Hill Country Club followed by an icebreaker social at The Summit at Big Spring in Downtown Huntsville at 5:00 p.m.

7th Annual National Small Business Conference "Small Business in Economic Recovery"
 Are you, as a business owner in today's recovering economy, looking to strengthen and grow your business operations within the Department of Defense, with small, medium, and large companies? The answer in the current rebuilding economy is a resounding yes. And at the NDIA 7th Annual National Small Business Conference in Huntsville, Alabama, on Tuesday, May 25-Wednesday, May 26, you can do just that.
The theme of the 2010 conference is "Small Business in Economic Recovery". Although this is a small business conference focused primarily on work with the Department of Defense, attendees and exhibitors from all types and sizes of business will be present in order to maximize the chance to identify potential teaming partners, discover niche technologies, and meet small business contracting requirements.
Speakers throughout the event will provide outlooks on the future of small business as a whole, identify small business opportunities, and discuss branding and strategic communications. Potential speakers include representatives from NASA, Congress, Navy, Army, Air Force, and the DHS.
