First of Two Public Hearings on the Proposed Fiscal Year 2013 Budget Conducted |

Greetings!
The Leon Valley City Council at a Regular Meeting on September 4 considered these important business matters:
- Presented a Good Neighbor Award to the Bandera Bowling Center for its generous support of the Leon Valley Public Library Summer Reading Program.
- Issued a proclamation declaring September 12 as Fred Stolz Day in the City of Leon Valley in recognition of Mr. Stolz' 19 years of devoted service to the City of Leon Valley. September 12 is Mr. Stolz' last day on the job. We wish him well.
- Received a presentation of updates to the Proposed Fiscal Year 2013 Budgets resulting from the Budget Workshop conducted on August 21, reflecting changes to the General Fund, the Water and Sewer Fund, and the Community Center Fund.
- Conducted the first of two Public Hearings on the City's Proposed 2012 Tax Rate of $.574282/100 Valuation, which is $.038772 Higher Than Last Year's Tax Rate of $.535510 and 6.776812% Higher Than the Effective Tax Rate of $.537834. The proposed tax rate is set at a rate sufficient to pay the debt service on the new Municipal Facilities as authorized by the City of Leon Valley's voters in the May 2012 Special Bond Election. The second of the two required Public Hearings is set to be conducted on Tuesday, September 11 at 7 p.m. at a Special City Council Meeting.
- Conducted a Public Hearing and considered an amendment by ordinance to Chapter 14, "Zoning,", Appendix 2, "Overlay Boundaries," Map and Appendix 2A, "Sustainability Overlay" Map and 2C "Commercial/Industrial Overlay, Map to move 6300 and 6320 from the Sustainability Overlay to the Commercial / Industrial Overlay. The City Council adopted the Ordinance authorizing the change as detailed above to the Fiesta Dodge Property. This will allow a broader cross-section of businesses to consider and qualify for the location, helping to bring business to this very vital and prominent location on Bandera Road.
- Granted a variance to allow Raising Cane's to have a pylon sign to improve visibility and marketing for their new Leon Valley location.
Other important City of Leon Valley business /events:
- The Leon Valley Economic Development Corporation Board of Directors continues accepting applications for three positions, Places 2, 4, and 6, which are up for appointment by September 30, 2012. The Announcement and an Application Form are part of the attachments to this week's ENews.
- Fall Clean-up Week, September 3rd - 9th, is under way. Collection begins at 7 a.m. on September 10th. Please remember that the trucks will pass through the neighborhoods only once. Commercial tree trimmers are responsible for the proper disposal of tree trimmings and waste.
- The Rabies Vaccination Clinic is Saturday, September 8th, from 10 a.m. to 12 Noon at the Leon Valley Conference Center.
- The Beethoven Concert Band performs the City's annual Grandparents' Day Concert on Sunday, September 9, from 2:30 p.m. - 4 p.m. at the Leon Valley Community Center, 6427 Evers Road, Leon Valley. Admission is free.
- The City of Leon Valley and The Audie L. Murphy [American Legion] Post No. 336 are partnering in an Annual 9-1-1 Remembrance Day Event, this year on Sunday, September 16, at the Leon Valley Community Center from 5:30 p.m. - 9 p.m. The public is cordially invited.
- Police Chief Randall Wallace reports that the Leon Valley Police Department will again be participating in the National Take-Back Initiative on Saturday, September 29, between 10 a.m. and 2 p.m. at the Police Department. This is a great opportunity for those who missed the previous events. or who have subsequently accumulated unwanted, unused prescription drugs, to safely dispose of those medications.
- The Leon Valley Police Department is accepting requests and information for National Night Out, which is on Tuesday, October 2 this year. Contact Police Lt. Victor Reyes at 684-3215 or email him at v.reyes@leonvalleytexas.gov.

Leon Valley City Council Meetings
 Regular City Council Meetings are scheduled on the first and third Tuesdays of every month at 7 p.m.
Please note that Special City Council Meetings can be scheduled for different days and beginning times. City Council Meetings for next week:

- Meeting with CPS Energy at the CPS location to discuss the possibility of energy efficiencies in the new Public Safety & Support facility authorized by Leon Valley voters in the 2012 Bond Election. Tuesday, September 11, 7 p.m. - Special Meeting to Conduct the 2nd of Two Public Hearings on the Proposed 2012 Tax Rate at the Leon Valley City Council Chambers. Thursday, September 13, 5 p.m. -To allow City Council Members to attend a special meeting of the Leon Valley 2012 Bond Oversight Committee, during which the Committee will receive presentations from and interview prospective architectural firms during one of the Committee's main public component oversight functions; with the architectural firms being considered to do the work related to the Public Safety & Support Services Complex Project as authorized by Leon Valley voters during the 2012 Bond Election in May.

Out and About the Neighborhood  Shop Leon Valley first, help to strengthen our local economy! Shop first, buy fresh at the Leon Valley Farmer's Market. The Leon Valley Farmer's Market locates on the Parking Lot next to the Leon Valley Public Library on Wednesdays from 8 a.m. to 1 p.m. Take West Nile Virus Precautions Despite it not having rained in the last few days, any standing wat  er can bring mosquitoes! Of particular concern are Culex mosquitoes which may be carrying the West Nile Virus. Leon Valley residents are advised to take precautions to protect themselves from the health effects caused by West Nile Virus. While the threat of infection is relatively low, the rate of reported cases is rising Statewide. Late summer and early fall are the peak seasons for West Nile Virus infection cases. The West Nile Virus is transmitted to humans by infected Culex mosquitoes, which comprise 5% of the overall mosquito population.
Residents can reduce the possibility of becoming infected with West Nile Virus by following the "4 D's" of protective action:
- Dusk and Dawn are the times of time to limit outdoor activities, when infected mosquitoes are most active
- Dress in long sleeves and pants when outside. For extra protection, thin clothing can be sprayed with repellent.
- Deet is an ingredient to look for in an insect repellent. Follow label instructions and always wear repellent when outdoors.
- Drain standing water in old tires, flowerpots, and clogged rain gutters, which are all mosquito breeding places.
