Public Hearings on the Proposed Fiscal Year 2013 Budget Set

 Greetings!

On Tuesday, August 21, the Leon Valley City Council considered and took action on a number of very important business items:

  • Voted unanimously to place a proposal to adopt the City's 2012 Tax Rate on the September 18 Agenda at a rate of $.574282/$100 Valuation, which is $.038772 Higher Than Last Year's Tax Rate of $.535510 and 6.776812% Higher Than the Effective Tax Rate of $.537834.  This was done by record vote of the City Council and in conformance with Chapter 26 of the Texas Property Tax Code.  The proposed tax rate is set at a rate sufficient to pay the debt service on the new Municipal Facilities as authorized by the City of Leon Valley's voters in the May 2012 Special Bond Election.
  • Called two Public Hearings on the Proposed 2012 Tax Rate on September 4 and September 11 at 7 p.m. in the Leon Valley City Council Chambers.
  • Adopted ordinances:
    • Appointing Carlos Fernandez to the Leon Valley Zoning Commission;
    • Authorizing the continuation of the City's agreement with the U.S. Department of Justice, Drug Enforcement Administration (DEA), for participation in State and Local task forces of the DEA to investigate illegal narcotics distribution organizations;
    • Approved Budget Adjustments for the Capital Project Fund to accurately record the Issuance Cost and Proceeds for the Leon Valley General Obligation Bonds, Series 2012;
    • Replatted Property in the Rollingwood Estates

In other City Council business:

  • Granted a variance to Ancira  Winton-Chevrolet to allow for an LED sign so the auto dealership may upgrade its promotional signage
  • Awarded the Fiscal Year 2013 Group Health Insurance Bid for the City's employee medical, dental, and life insurances
  • Received an important report detailing the 2012 Critical Period Water Pumping Reductions, the City's oversight of water usage, and setting September 15 as the date to reassess any need to move to Stage 3 Water Conservation measures.

Take West Nile Virus Precautions
Although last weekend's rain was certainly a welcome addition to our water resources, standing water can bring unwelcome visitors; mosquitoes!   Leon Valley residents are advised to take precautions to protect themselves from the health effects caused by West Nile Virus.  While the threat of infection is relatively low, the rate of reported cases is rising Statewide.   Late summer and early fall are the peak seasons for West Nile Virus infection cases.  The West Nile Virus is transmitted to humans by infected Culex mosquitoes, which comprise 5% of the overall mosquito population.
Residents can reduce the possibility of becoming infected with West Nile Virus by following the "4 D's" of protective action:
  • Dusk and Dawn are the times of time to limit outdoor activities, when infected mosquitoes are most active
  • Dress in long sleeves and pants when outside.  For extra protection, thin clothing can be sprayed with repellent.
  • Deet is an ingredient to look for in an insect repellent.  Follow label instructions and always wear repellent when outdoors.
  • Drain standing water in old tires, flowerpots, and clogged rain gutters, which are all mosquito breeding places.
