Child Nutrition Reauthorization Action - Bill Passes House Education and Labor Committee

The Child Nutrition Reauthorization Bill passed out of committee vote by 32-13. The bill would boost funding levels for school breakfast and lunch, and other nutrition programs over 10 years and contains a number of provisions designed to offer more healthy options for food program participants. Committee members did not make any headway on addressing how to pay for the bill which will be a big hurdle to reach the House floor with current pressing budget concerns. The Congressional Budget Office estimates that current law authorizes $17.2 billion in fiscal 2011, an amount that would rise to $24.3 billion by fiscal 2020 if no changes were made in the law. The bill would add $8 billion to expected spending under current law. Additionally, the House bill includes controversial efficacy language that could create an unfair two-tier food system, but Chairman Miller said he would work with Rep. Judy Biggert to come up with palatable language to keep the bill moving. ABA continues to work aggressively with a coalition to delete this language.

ABA Submits Joint Comments to USDA to Maintain Current Grain Recommendation

The American Bakers Association (ABA) and 11 other grain chain industry partners submitted comments to urge USDA/HHS to maintain the current recommendations of 6-10 grain food servings daily, with half being whole grain and half enriched grain products. The comments addressed nutrient adequacy; use of the term enriched rather than refined; sodium reduction; added sugar; the importance of folate-enriched products in combating neural tube defects; health benefits of iron enrichment in grain foods; and fitness benefits for a healthy lifestyle.

"Participating in the National Press Club's 5K event was a great opportunity for visibility with key members of the Washington press corps," said Senior Vice President Government Relations & Public Affairs Lee Sanders. "Showing our support to an organization such as the National Press Club is a great opportunity for ABA and the Grain Foods Foundation to raise visibility and share our health messages on bread and grain foods."
 
The American Bakers Association (ABA) was a sponsor of the 2010 National Press Club 5K. The well attended event offered ABA an opportunity to spread the word about the importance of grains in a healthy diet. ABA staff distributed information such as "Go with the Grains" brochures and other ABA and Grain Foods Foundation materials. Bread Art posters with grain messaging were prominently displayed attracting much attention from the runners who agreed that bread and carbohydrates are great fuel for the body.
 
ABA staff also participated in the 5K, with ABA Intern Greg Wommer placing third overall in the entire race!

ABA Members Sponsor 2010 Congressional Hot Dog Luncheon

Each year the American Meat Institute holds a "Hot Dog Lunch" on Capitol Hill. It's a perfect combination with the American Bakers Association as you can't have a hot dog without a bun. Today's event was well attended, drawing many members of Congress and their staffs.

The event was a great success with generous sponsorships from ABA members Bimbo Bakeries USA, Safeway Inc., and Tasty Baking Company. In addition to enjoying hot dogs, attendees were able to seek autographs from baseball legends, Ron Guidry of the New York Yankees, Lee Smith of the Chicago Cubs and Dale Murphy of the Atlanta Braves who were on hand for this event.

House Education & Labor Subcommittee Plans Mark-up of Miner Safety & Health Act of 2010

This week the House Education & Labor Committee plans to mark up the "Miner Safety & Health Act of 2010" (H.R. 5663) following last weeks' legislative hearing. H.R. 5663 was introduced in early July and, while it focuses on mine safety and the Massey Energy incident, it also incorporates provisions that would modify the Occupational Safety & Health Act (OSH Act) thereby providing OSHA with greater authority for penalties, enforcement, and whistleblower provisions. ABA, through the Coalition for Workplace Safety, expressed concerns to the House Committee last week stating that this legislation creates an adversarial relationship between businesses and OSHA. Rather, OSHA must be a resource for employers as well as an enforcement agency. Copies of the letter and testimony are accessible on ABA's Web site.
