July 4th has always been my favorite holiday. I love the family gatherings, the cookouts, the smell of newly cut grass and of course the fireworks. It became special because my father, like his father, served in the U.S. Army. I was fortunate to grow up all over the world following my father from embassy to embassy. ABA Mourns Loss of past AIB leader Bill Hoover

Following a brief illness, Dr. William J. Hoover passed away on July 6, in Colorado Springs. Dr. Hoover was President of the American Institute of Baking from 1977-1994. "Bill Hoover was an inspiration, mentor and leader to a whole generation of bakers. Whether production supervisors or CEO'S, Bill Hoover made a tremendous impact on their lives that will be felt long after his passing," remarked ABA Chairman Allen Shiver on behalf of ABA. "Bill's passion in life was molding young people to achieve a lifetime of success in the baking industry." A service of remembrance will be held on July 10, at 10:30 a.m., at First Methodist Church, Poyntz Avenue, Manhattan, Kansas.

USDA Increases Sugar Imports Again, but More Still Needed  "U.S. sugar supplies remain at extremely low levels despite an increase in sugar imports in April," said Hayden Wands, chairman of the ABA Commodity and Agricultural Policy Committee. "The USDA announcement of an additional increase in imports this month shows that our message is getting through - we are in need of more sugar in the U.S." [Full Press Release] |

House Introduces H.R. 5663 - Miner Safety & Health Act of 2010
 The House of Representatives introduced the OSHA and mine safety reform bill late last week. While the bill is focused on worker protections in response to the BP oil spill and Massey Energy incidents, it also incorporates provisions of the "Protecting America's Workers Act (PAWA)" from earlier this year. PAWA focuses specifically on the Occupational Safety and Health Administration's (OSHA) authority in regard to increased penalties and whistleblower provisions among other items. The House Education and Labor Committee will hold a hearing on the bill for July 13th with the hope of moving the bill for a full House vote before Congress adjourns for its August recess. ABA is working through the Coalition for Workplace Safety on this bill. [Summary] [Full language] |

Limited Impact on Bakers for EPA Greenhouse Gas Reporting Requirements  Last week EPA Administrator Jackson signed the final "Mandatory Reporting of Greenhouse Gases (GHG) from Magnesium Production, Underground Coal Mines, Industrial Wastewater Treatment, and Industrial Waste Landfills" rule. Last year the food processing sector was set aside as the agency finalized the first GHG reporting requirements - under the terms of needing further study. This final rule does not include food processing as a distinct subpart. Therefore a bakery will be required to report if it meets the annual emissions threshold of 25,000 metric tons of CO2e by aggregating emissions from stationary combustion and industrial wastewater treatment.
