Procurement Assistance Center Opens at NEISBDC

Partners In Contracting Corporation (PICC) has collaborated with the Indiana Small Business Development Center network (ISBDC) to open a new Procurement Technical Assistance Center (PTAC) to serve companies in northeastern Indiana.  The new PTAC is based in the Northeast Indiana Small Business Development Center (NEISBDC), which is hosted by Indiana University-Purdue University Fort Wayne and located in IPFW's Hobson Center at 4312 Hobson Road, Suite B, in Fort Wayne.
 
Jeff Heinzmann, state director of the ISBDC, sees the partnership as a logical fit.  "By teaming with PICC, the ISBDC helps ensure a more detailed and thorough level of assistance in the procurement arena, which is very important for Fort Wayne and the rest of the Northeast region," he says. Heinzmann points out that part of the core mission of the ISBDC, helping Indiana businesses grow, is in line with what PICC does, and he expects additional collaboration between the two organizations with assistance from the Office of Community and Rural Affairs.  "We anticipate extending this partnership in the coming year to at least two other ISBDC regions," he says.

Fort Wayne businessman F.G. "Gil" Perry (see profile at right) has been hired to serve as PICC counselor/trainer for the new PTAC.  "The goal of a PTAC is to connect regional businesses with government agencies that may have a need for their products and services and to help the companies with certification and registration so they are eligible for government contracts," according to Perry. He says the PTAC also helps businesses with solicitation of government contracts and bid reviews and aids them with market research and strategic planning.  "That's why we're such a great partner with the Small Business Development Center, because we have similar objectives," he says.
 
PICC logoPartners In Contracting Corporation, based in Hammond, was formed in 1984 through a cooperative agreement with the U.S. Department of Defense to serve as a Procurement Technical Assistance Center to help businesses in Indiana in the process of selling goods and services to the government, including federal, state and military agencies.  According to PICC Director Mary K. Kaczka, PTAC counselor/trainers aid business clients in several ways: assisting with registrations and certifications; providing market research; reviewing and bidding on solicitations; making them aware of contract performance requirements; and offering training so clients can better understand the market of government contracting.
 
Kaczka says these services enhance Indiana's economy by adding government contract dollars to local business revenue.  "Over the past six years that statistics are readily available, PICC clients have reported receiving $448 million in contract awards, creating or retaining 10,535 jobs," she notes.  The Northeast Indiana PTAC is just one of three new PICC centers planned for Indiana; according to Kaczka, other centers are in the works for Indianapolis and Crane, home of the U.S. Navy's Naval Surface Warfare Center.
 
The local PTAC is expected to be a strategic partner in supply chain development with the Northeast Indiana Defense Cluster organization (NEIDC), an initiative of the Northeast Indiana Regional Partnership.  Bruce Menshy of Raytheon Network Centric Systems, who co-chairs the NEIDC as well as serving on PICC's board of directors, predicts the PTAC will bring more defense business to Northeast Indiana and sees Gil Perry as being an integral part of the process.  "Gil brings a wealth of knowledge to the local PTAC with his many years of leadership experience in defense contractor supply chain and subcontracting," he observes.
 
While the PTAC will be closely involved with area defense contractors, these businesses will not be its sole focus.  Kaczka says the PICC also serves companies that provide services such as staffing and training, construction, information technology, and architectural and engineering design, among others.

'Buy Indiana' Expo Focuses on Doing Business with the Government

A "Buy Indiana" Business Expo has been scheduled for Tuesday, October 27, from 9 a.m. to 3 p.m. at the French Lick Resort and Casino in French Lick.  Co-hosted by the Crane Naval Surface Warfare Center and the Linton-Stockton Chamber of Commerce, the annual event is designed to give Hoosiers information on working with the government in hopes of bringing more business to the state.

The expo, which is open to the public, will also include breakout sessions on doing business with the federal government and Crane's "Buy Indiana" initiative, which calls for the base to solicit Hoosier businesses first for purchases not expected to exceed $25,000.

Seminar to Discuss Business Safety, Security and Disaster Planning

AccountsCalculator2The Public Safety Academy of Northeast Indiana is hosting a free seminar, "Staying Open for Business: Plan Ahead for an Unforeseen Business Disruption," on Friday, November 13, from 8 a.m. to 1:30 p.m.  The academy is located on the south side of Fort Wayne at 7602 Patriot Crossing, at the Southtown Centre.

This half-day seminar has been planned by the educational partners of the Public Safety Academy:  Indiana University-Purdue University Fort Wayne (IPFW), Indiana Tech, Ivy Tech Community College and Trine University.  Funding provided by a congressionally-mandated award through Congressman Mark Souder allows the event to be offered free of charge.

Presenters will include the following businessmen:
--Keynote speaker Dan Arnold, president of Capital Strategies Group, on "Increase Your Bottom Line: Be Prepared!"
--Bob Kohlmeyer, CPA, of DWD Technology Group presenting a breakout session on "Hardware/Software Examination."
--Thomas Black, Jr., president of Safer Worker Systems, Inc., with a breakout session on "Disaster Planning and Employee Safety."
--Brian O'Hara, president of Tech Defenders, Inc., offering a breakout presentation on "Business Continuity with an IT Perspective."

'Care to Learn' Specializes in Home-Schooled and Special-Needs Students

AccountsCalculator2A new locally-owned company, Care 2 Learn Tutoring, has opened for business to offer specialized one-on-one tutoring and small group instruction to children and adults in Fort Wayne and surrounding communities such as Bluffton, Decatur, Auburn and New Haven.  The Fort Wayne business, co-owned by NEISBDC clients Cristen Sprunger and Carlos Brooks, is located just west of Jefferson Pointe at 4556 West Jefferson Boulevard, Suite 135, in the Professional Park West office complex.  The company offers both onsite services and after-school programs at its headquarters, and offsite tutoring and instruction through area churches, schools and community centers. 
 
Care 2 Learn Tutoring focuses on the subject areas of reading, writing, spelling, math, history, social studies, sciences and foreign languages, as well as kindergarten readiness and English as a second language (ESL).  Although its services are available for a variety of skill levels and ages, Care 2 Learn specializes in tutoring home-schooled children as well as children with special needs such as dyslexia and attention deficit (ADD/ADHD), sensory processing, Asperger's and autism disorders.  On the other end of the spectrum, Care 2 Learn also provides enrichment programs for gifted and talented children.
 
AccountsCalculator2Care 2 Learn co-owner/tutor Cristen Sprunger has been trained in multi-sensory, Orton-Gillingham based instruction using the Wilson Reading Program, which she says is particularly beneficial for students who struggle with reading and spelling, or those with learning differences such as dyslexia.  A product of Warsaw High School and Indiana University-Purdue University Fort Wayne, Sprunger worked as a reading specialist in Alabama and home-schooled her two young children before establishing Care 2 Learn Tutoring with Carlos Brooks.
 
Brooks, a graduate of Concordia High School and the University of Saint Francis, specializes in math tutoring using a unique, multi-sensory math program called Math-U-See.  The two co-owners also contract with other qualified tutors, carefully matching their skill sets with their students' individual needs.
 
To prepare for opening their faith-based tutoring business, Sprunger and Brooks worked with Jane Rich, a business advisor with the Northeast Indiana Small Business Development Center.  "Jane helped us prioritize, pointed us in the right direction and connected us with the right resources to get our business up and running," Sprunger says, reflecting that these resources included an attorney, an accountant and a Web site designer.  Rich also provided direction with marketing, financial projections, and finding qualified tutors, according to Sprunger, and recently walked them through using QuickBooks software to keep their business running smoothly.

SBDC Clients to Receive Innovation Awards at Luncheon on November 5

Innovation Awards Logo 09The 2009 Business Weekly Innovation Awards Luncheon has been scheduled for Thursday, November 5, at noon.  The event will take place at the Sweetwater Sound headquarters located at 5501 U.S. Highway 30, just west of Fort Wayne.

At this luncheon, two clients of the Northeast Indiana Small Business Development Center -- James Nichols of USCombatGear.com LLC in Butler and Greg Flowers of Build A Computer in Fort Wayne -- will be recognized along with five other innovative company leaders from northeastern Indiana.  One of the companies will be selected for the coveted Innovator of the Year distinction, which will be announced at the luncheon.

The event is being hosted by the Greater Fort Wayne Business Weekly and BKD, LLP, sponsors of the awards program. A panel discussion at 11 a.m. will precede the noon luncheon.

Interest in SBDC Marketing Roundtable Leads to Formation of Second Group

The premier Marketing Roundtable of the Northeast Indiana Small Business Development Center met on September 23 to hear local entrepreneurs Dan Surface of Surface Coaching and Lisa Compton of SensoryCritters.com discuss how they use social media as part of their business marketing strategies.  "It was a fun, informative and interactive discussion that received positive evaluations from the dozen or so participants," according to Mary Popovich, marketing coordinator for the NEISBDC, who facilitated the discussion.

A total of 28 leaders of area service-related companies expressed an interest in the Marketing Roundtable after the NEISBDC announced the new program in August.  This greater-than-expected response resulted in the group being divided into two subgroups comprised of 14 individuals each and the creation of a second Marketing Roundtable.

The second Marketing Roundtable group will meet on Wednesday, October 28, from 1 p.m. to 2:30 p.m. to hear an encore discussion on social media led by Surface and Compton.  Individuals who signed up for the Marketing Roundtable but did not attend the first discussion are invited to this second meeting.

The NEISBDC Marketing Roundtable groups, which are free of charge, will meet periodically throughout the year to discuss a variety of marketing-related topics selected by the program participants.

Gil Perry, who heads up the new Procurement Technical Assistance Center (PTAC) at the Northeast Indiana Small Business Development Center (NEISBDC), has more than 40 years of experience in supply chain management.

For 35 years, he was in charge of purchasing for Magnavox Electronics in Fort Wayne and its successor companies, Philips, Carlyle, Hughes, and Raytheon Systems.  After retiring from Raytheon in 2000, he briefly worked as a consultant.  He then became a partner in eXcellon Technologies, where he served as vice president of the Fort Wayne company the past eight years.  He sold his interest in eXcellon in May 2009 and enjoyed a brief retirement before accepting the PICC position.

Perry attended South Side High School in Fort Wayne and Indiana University.  Additional education in supply chain and materials management was achieved at Michigan State and Ohio State universities.

He serves on the board of directors for Imagine Schools, is vice president of the OMNI Business Owners Association, and is vice chairman of the ARC of Northeastern Indiana Foundation.

Gil resides in northeastern Fort Wayne with his wife Suzi and enjoys time at their lake home on Webster Lake.  They have five grown children: Andrea Heller, Heidi Schulenberg, Betsy Perry-Patton and Fritz Perry, all of Fort Wayne, and Bill Elyea of Chicago, along with seven grandchildren and another one on the way.  His father was Dr. Frederick G. Perry, a dermatologist who practiced out of the old Duemling Clinic in Fort Wayne.

Perry to Speak at Oct. 15 Workshop on Procurement

Gil Perry, PICC counselor/trainer for the new Procurement Technical Assistance Center at the NEISBDC, will be the main presenter at a workshop on October 15 on "Government Procurement." The free workshop will take place from 4 p.m. to 7 p.m. in the Omni Room on the second floor of the City-County Building in Fort Wayne.

Doing business with the government is one way to increase your company's revenue.  This workshop is targeted to second-stage small businesses that want to learn more about offering their products and services to federal and state governments and their various agencies.  Among the topics to be addressed are how to get certified and registered to become eligible for government contracts.

The workshop is being presented in partnership with the Northeast Indiana Small Business Development Center (NEISBDC), Partners In Contracting Corporation (PICC), Women's Enterprise (a program of the Fort Wayne Women's Bureau), the Small Business Administration (SBA), SCORE, the Community Development Corporation (CDC), and the City of Fort Wayne.
