Choosing Wisely with Haiti Gifts

After
Hurricane Katrina in the Gulf
Coast in August 2005,
anybody with a baseball cap and a magnetic sign on the side of his pickup was a
contractor.
While
covering for newspapers the incredible damage wreaked by Hurricanes Frederick
and David in 1979 in the Caribbean, I wrote,
"disaster sets the parameters that define men." Food prices on the street
quadrupled overnight. Scarce trucks and fuel were occupied carting limbs from
urban neighborhoods when we could not find sufficient transportation to carry
food and water to isolated villages.
It
is still true as always. And now, following the Jan. 12 earthquake that
crumpled Haiti's capital, it
