During the past month, the Superior Board of Trustees has:
Adopted Resolutions regarding Public Posting locations for the Town, Superior Urban Renewal Authority, Superior McCaslin Interchange Metropolitan District, and Superior Metropolitan District #1;
Discussed a proposed ordinance regarding the organization/structure of advisory committees;
Conducted interviews to fill advisory committee vacancies;
Discussed a proposed Business Incentive/Retention Policy;
Reviewed the Town's Purchasing Policy;
Adopted a Resolution making appointments to the Rocky Flats Stewardship Council;
Adopted a Resolution approving an Agreement with Quality Water Biosystems for annual pond maintenance;
Adopted a Resolution approving an Agreement with Swingle Lawn, Tree and Landscape for the annual tree care program;
Approved the purchase of a Bobcat Skid Steer.

Held a Public Hearing and adopted a Resolution approving a reduction in Sewer Service Charges for Original Superior;
Adopted a Resolution approving a Developer Agreement with IRBV Land Company to facilitate the retention and expansion of the Boulder Valley Ice Facility.

Access to Water Meter Lids
| | Please keep in mind that water meter lids, usually located in front yards near the sidewalk, must be kept easily accessible and unobstructed by snow, plants or other landscape material throughout the year. This helps our Utilities staff in taking timely & accurate meter readings. Inaccurate or incomplete readings may result in estimates of your monthly water usage. It is also vital that Utilities staff have access to the meter for any maintenance or repairs that may be necessary.
When shoveling your sidewalk, please take a moment to remove snow from the meter lid. And, be sure to clear all plantings & tall grasses within 1 ft. of the meter lid, and remove any overhanging shrubs or branches with 2 ft. of the meter lid.
Our meter readers appreciate your cooperation. Please contact the Utility Billing office at 720-304-6797 with any questions about your water bill.

228 Route Changes 
| On January 22, the Superior Call-n-Ride service will be discontinued. Superior residents living close to Rock Creek Parkway will be able to ride the RTD Route 228 (Click for MAP).

Attention Utility Billing Customers: 
| Due to weather conditions and the inability to locate water meters under the snow, your utility bills for January 11, 2012, due February 5, 2012 will be billed for base charges only. Any usage for this period will be included on the following bill dated February 11, 2012.

2012 Utility Rate Increase 
| As part of the Town's 2012 Budget, the water service fees will increase 4% beginning with the February 11, 2012 statement. Original Town sewer fees will increase 4% from $15.06 to $15.66.

MESSAGE FROM THE MAYOR

Dear Residents,
I would like take this month to share some information about a few of the projects and events that the Town has planned for 2012.
This spring, the Town will undergo a Comprehensive Plan Update, intended to refresh and fine tune the current document we utilize. This purpose of this plan is to provide a basis for current and future land use decision in the Town. The process in particular will examine undeveloped property and provide for a Town-wide median/streetscape and corridor plan all of which will take into consideration potential growth and future impacts. Expect several public meetings as part of this process, they will be advertised in the newsletter and Town website.
Town 9 Park improvements are slated for final design and construction this year. Town 9 Park is located west of Asti Park in Original Town. The Parks, Recreation, Open Space, and Trails Advisory Committee has identified, through its community outreach process, several desired amenities. It is anticipated that additional play features will be part of the park improvements added this year.
The Town of Superior, jointly with the City of Louisville, is working to determine the best alternative for the US36 Interchange improvements at McCaslin Boulevard. This is an essential project for the continued growth, vitality and expansion of the Town's retail core and for the convenience and safety of all using the interchange. Preliminary Design is budgeted for 2012 with construction planned for 2013/2014. The Superior/McCaslin Interchange Metropolitan District (SMID) will be funding Superior's portion of the improvements.
Superior continues with the street rehabilitation project in 2012. This includes crack sealing, concrete and patch repair, seal coating, overlay, and reconstruction of several roads.
The Town will once again host numerous events this year. The third annual Superior Morgul, the town-wide cycling event, will take place May 18-20. There will also be the Arbor Day event on April 21, Fourth of July event, and Chili Fest on September 8.

TOWN Files LAWSUIT Regarding
the JEFFERSON PARKWAY |
The Town of Superior filed suit in the United States District Court on December 15, 2011, seeking a ruling that would require the U.S. Fish and Wildlife Service to perform a full study leading to an Environmental Impact Statement (EIS) regarding the transfer of the right-of-way for a four-lane toll road, the Jefferson Parkway, along the Eastern edge of the Rocky Flats National Wildlife Refuge. The Town of Superior believes the environmental impact from the transfer of the right-of-way requires an in-depth study that the Environmental Assessment did not provide; An EIS would ensure protection of wildlife corridors; riparian zones; water quality; and the health, safety and welfare of Superior residents. A decision by the Court is expected later in 2012 on whether or not an EIS must be performed before the right-of-way can be transferred. In addition, to the Town's lawsuit the City of Golden filed a similar suit to halt the transfer of the right-of-way on January 5, 2012. The Court has consolidated the Town's case with the City of Golden's because they involve common questions. Superior Town officials are acting out of concern for the future of the Refuge and the continued wellbeing of the Town and its citizens. The current proposed parkway alignment creates a number of unanswered questions about the impacts this project will have on the Refuge, the Town and its citizens. Town officials believe there has not been sufficient research to fully understand the environmental and traffic impacts and financial burdens residents of Superior may be subjected to due to the construction of the Jefferson Parkway, which the Town believes will be answered through an EIS. RESIDENT Pool ID Promotion -Limited Time Only!

For a limited time, during the entire month of February, residents will be able to get replacement and new ID cards FREE of charge at the Superior Town Hall front desk. Homeowners need to bring a valid driver license and current water bill. Renters need to bring a current driver license and dated lease agreement.

TOWN'S SNOW OPERATIONS CONTINUE

The Town continues to prepare for this season's snow events by engaging the services of Terracare Associates and CoCal Landscaping. Terracare is primarily responsible for plowing the Town's arterials and collector streets. Specifically, snow will be plowed curb-to-curb on Priority 1 streets, such as McCaslin Blvd., Coalton Rd., Rock Creek Pkwy., and 88th St., once snow accumulates to a depth of 2 inches or when icy conditions exist. Priority 2 secondary collector streets, such as Indiana St., Torrey's Peak Dr., Rock Creek Cr., and Coal Creek Dr., are plowed in both directions once 2 inches of accumulation has occurred & Priority 1 streets have been cleared. Priority 3 residential collector streets, such as Pitkin Ave., Eldorado Dr. & Castle Peak Ave., will be cleared to provide a single drivable lane once snow accumulates to a depth of 2 inches or more and the higher priority streets have been addressed. Remaining residential streets & cul-de-sacs are generally not plowed, except in the case of extreme storm events.
CoCal and Town Parks & Recreation staff are responsible for clearing many of the Town's public sidewalks and recreational trails. Trails designated as Primary Areas are cleared after 2 inches of accumulation and Secondary Areas are cleared after 4 inches of accumulation.
Homeowners are responsible for removing snow and ice from all sidewalks adjoining their property within 24 hours of the end of each snowfall. Violations of the snow removal ordinance can be reported to Reggie Nettles, Town Code Enforcement Officer, at 303-499-3675 ext.165.

CROSSWALK SAFETY

CROSSWALKS - While they won't protect pedestrians from oncoming traffic, crosswalks do serve to guide pedestrians across the street. Motorists are reminded to look for and to yield the right-of-way to pedestrians in the road within the bright, white lines of a crosswalk whether or not the walk is signalized.

CODE ENFORCEMENT CORNER

Each month, the Town includes information about issues and trends in the area of code enforcement. During the month of January, 74 code violations were identified, primarily right-of-way obstructions such as basketball hoops, RV's, and trailers. Sixty-nine of these were promptly corrected, resulting in an 93% compliance rate.
This month, we want to remind residents of the regulation regarding the parking of detached trailers and recreational vehicles within the Town.
Sec. 10-2-70. Parking of detached trailers and recreational vehicles
(c) Recreational vehicles. It is unlawful to continuously park any recreational vehicle for more than five (5) days on any public street, alley or right-of-way. The same standard applies to all detached trailers parked or stored on any public street, alley or right-of-way.

CML ANNUAL "If I Were Mayor..." ESSAY CONTEST NOW OPEN!

It is time again to reach out to the seventh and eighth graders in your city or town and encourage them to participate in CML's annual "If I Were Mayor ... " essay contest. Now in its fifth year, this contest provides an opportunity for students to think about and tell others why citizens should care about local government.
Entries are due to CML by April 3, so be sure to contact the middle school principals and teachers in your community now, so they have time to have their students participate. Winners will present their essays at the Elected Officials Luncheon at the 90th CML Annual Conference, June 19-22, in Breckenridge. VANPOOL Informational Meeting

Attention Superior residents! If you currently travel more than 15 miles to work, you may want to consider vanpooling. 36 Commuting Solutions is hosting a vanpool informational meeting to learn more about this commute option. Please RSVP by Friday, February 17 to Tim@36commutingsolutions.org and provide us with your trip destination if you are interested in attending. Vanpool riders share the commute to work in a minivan seating up to seven, or a full-size van seating up to twelve passengers. Passengers pay a low monthly fare and, in exchange, the vanpool service provides the van and covers the cost of fuel, insurance and vehicle maintenance. The typical monthly fare for vanpool varies from $60 - $180, depending upon the length of the trip.

Did you know that pollutants from everyday activities can be washed into storm drains, which lead directly to the nearest waterway? There are several ways that you can protect your local creeks, lakes and ponds. Litter: Even the tiniest pieces of litter from cigarette buts, plastic bags, bottles and paper can end up in our waterways if they are not properly disposed of or recycled. You can help: - Pick up litter and properly dispose of it in the trash or recycle bin.
Auto Care: Washing your car and degreasing auto parts at home can send detergents and other contaminants into streams and lakes through the storm drain system. You can help: - Use a commercial car wash that treats or recycles its wastewater, or wash your car in your yard so the water soaks into the ground.
- Recycle vehicle maintenance products. For more information on materials accepted, call the Household Hazardous Waste Hotline at 303-441-4800.
Pet Care: Pet waste can contain bacteria that are carried in rainwater and snowmelt - ending up untreated in Colorado's lakes, rivers, streams, and wetlands. You can help: - Keep a bag on your dog's leash at all times and scoop the poop.

SLOW THE FLOW INDOORS

The Slow the Flow Indoors program is a FREE indoor water use inspection program available primarily to residents of participating Colorado water providers. In some jurisdictions HOA's and commercial properties are also eligible. The indoor audits are conducted by trained water auditors.

MONARCH LITTLE LEAGUE
REGISTRATION IS NOW OPEN

Monarch Little League is a non-profit baseball and softball organization for boys and girls ages 5-16 who live in the Louisville and Superior area. The league consists of about 460 players across 12 different divisions, where players are placed and play according to age and ability. Registration is open for the Spring 2012 Season.
