Utility Billing Account Numbers

Town of Superior residents who are paying their utility bills by check or money order - to ensure that your payment is properly credited to the correct utility account, please put your account number on your method of payment. With some customers sending in payments from out of state (or even out of the country), other customers who are paying for more than one utility account, and customers who just send in a check (with no bill attached), it would be helpful if Utility Billing had an account number to reference. Thank you for your help with this matter.

New Face in Town 
|  Dmitry Tepo was recently hired as the Town's Public Works and Utilities Coordinator with the Public Works and Utilities Department. He is an experienced civil engineer who is knowledgeable in numerous facets of municipal water and wastewater system design, operation and management. Dmitry received his Bachelor of Science in Civil Engineering from the University of Colorado at Denver and recently graduated with a Master of Science in Civil Engineering also from the University of Colorado at Denver. Dmitry previously worked for RG Consulting Engineers, Inc. as a Design Engineer and as an Engineering Intern. He is also fluent in Russian.

FIRST AID TIPS FOR SNOW-DAMAGED TREES

The Colorado State Forest Service offers the following tips for dealing with snow-damaged trees; the tips were adapted from International Society of Arboriculture (ISA) recommendations:
1. Check for hazards. Before approaching a tree, examine your surroundings to avoid making contact with downed utility lines or standing under hanging branches that are broken and ready to fall.
2. Contact city officials if necessary. Trees between a street and sidewalk may be the Town's responsibility.
3. Assess the damage. If a tree is healthy overall and still possesses its leader (the main upward branch), most of its major limbs and 50 percent or more of its crown, the chance is good for a complete recovery.
4. Be careful knocking snow off branches. This may cause the branches to break. If you must remove snow, gently push up on branches from below to prevent adding additional stress.
5. Remove broken branches. This minimizes the risk of decay and insects or diseases entering the wound. Prune at the branch collar - the point where a branch joins a larger one - and be mindful of potential pent-up energy if the branch is twisted or bent.
6. Don't over-prune. With the loss of some branches, a tree may look unbalanced, but most trees quickly grow new foliage that hides bare areas.
7. Don't try to do it all yourself. If the job requires running a chainsaw overhead, sawing from a ladder or removing large branches or entire trees, contact an insured, certified arborist. Professionals often are listed in the phone book under "tree services."
"Preventive maintenance and regularly scheduled pruning can help you avoid major damage when the next storm strikes," said Wood. "Contact a local certified arborist for more tips on how to make your trees as storm-proof as possible."

ADVISORY COMMITTEE VACANCIES | |
The Town of Superior's Board of Trustees appoints citizens to serve on several advisory committees and commissions. Currently the Parks, Recreation, Open Space and Trails Advisory Committee (PROSTAC) has two vacancies and the Recycling and Conservation Advisory Committee (RCAC) has two vacancies.

MESSAGE FROM THE MAYOR

Dear Residents,
The Town of Superior has numerous projects, services, and programs going on throughout the year. The Town Board adopts a budget each year allocating funds to conduct these services and each year Town Staff and Town Board review how well services were met. Below are some performance measurements that show the Town's progress in the services we perform. Parks and Recreation - Recreation and activity program participation in 2011 increased more than 10% over last year.
- 91% of citizens who participated in a program this year would enroll in another.
- The computer-controlled irrigation controllers helped reduce irrigation water consumption by more than 20% this year.
Public Works - We completed 100% of the concrete work scheduled Town wide, 79% of the streets scheduled for overlay were completed, 21% of the streets scheduled for overlay were determined unfit for overlay and delayed for total reconstruction, 90% of the street improvements contract costs were expended.
- Snow removal for main streets in the Town of Superior has been addressed within 24 hours of a storm 100% of the time in 2011.
Administration - 2011 General Fund revenues (monies that pay for police, streets, and recreation services) are slightly below budget. Fortunately, General Fund expenditures are also below budget. As such, the Town does not anticipate any budget issues.
- 19% of the Town's utility customers are "Green", or have elected to receive their monthly bills paperless through e-mail.
- 60% of court fines paid online or by phone.
Police The Boulder County Sheriff's Office has a priority response time for each category. Priority 1 response is an emergency and a Priority 3 response is a no-emergency. Below are the anticipated response times: Priority 1 = 06m 18s
Priority 2 = 08m 08s Priority 3 = 11m 06s The Sheriff's Office also issues traffic citations for the Town, and these include speeding in school zones to accidents. In 2010 the number of traffic citations issued was 1,423. The Sheriff's Office also handles all the Town's criminal cases and in 2010 they were assign 926 cases. NAME THE PARK CONTEST! 
| Don't miss out on your opportunity to come up with a creative name for the Town's newest park area and facilities!
This summer the Town marked the completion of three new recreational amenities as part of a project referred to as the "3 Parks Project." This is the area near the intersection of Honey Creek Lane and Rock Creek Parkway between the Saddlebrooke and Horizons neighborhoods. This complex includes the Superior Bike Park, Superior Dog Park and Superior Disc Golf Course Park, and also includes Rock Creek Regional Trail, Rock Creek waterway and more than 30 acres of natural space. Now that the facility is open, it is time to come up with a fitting name for the area. If you haven't had a chance to visit the site yet, grab your bike or walking shoes and head over to check it out. The construction phase of this project has ended and it's time give it a name that captures just what this park area is - dozens of acres of largely undeveloped space traversed by the Rock Creek waterway that now has three separate amenities blended into the area offering recreational opportunities for a diverse range of ages and interests. Please note that the current construction work along the creek is to stabilize and improve the bank along this section of the waterway, and will include the installation of a pedestrian bridge. This work should be completed by November. The contest is open to all Superior residents and is based on the following parameters: - Participants are invited to submit via surveymonkey.com (CLICK HERE) a name idea with a brief explanation as to why it is the best name for this park facility.
- Entry ideas will be reviewed by the Town's Parks, Recreation, Open Space and Trail Advisory Committee (PROSTAC), who will choose the top 5 ideas and present these to the Board of Trustees for final selection.
- Finalists will receive gift cards to local businesses in the amounts of $50 (4 runner-ups) and $75 for the Winner.

TED ASTI
Honorary Appointment to the Historical Commission

The Town Board during the October 24 meeting, made an honorary appointment of former Mayor and longtime Superior resident, Ted Asti, to the Historical Commission. Ted served the Town as its Mayor for 32 years - one of the longest mayoral tenures in Colorado. Ted was first elected in 1958 and served until 1978; and then again from 1986 to 1998. Ted consistently attends the Commission's monthly meetings where he shares is deep knowledge of living and working in Superior. His reliable presence during Commission meetings and his historical knowledge of our community has added great value to the Commission and is consistent with their purpose of preserving, promoting and educating the community regarding the historical, physical, and cultural heritage of the Town.

SLOW THE FLOW INDOORS

The Slow the Flow Indoors program is a FREE indoor water use inspection program available primarily to residents of participating Colorado water providers. In some jurisdictions HOA's and commercial properties are also eligible. The indoor audits are conducted by trained water auditors.

SUPERIOR ON FACEBOOK

A few months back, the Town of Superior added Facebook to it's growing collection of communication tools. In addition to Facebook, residents have the Town website www.superiorcolorado.gov, Comcast cable channel 8, e-Blast, the Sentinel monthly electronic newsletter, Town Hall electronic message board, and the CAC and Town-Info email Listserves--to obtain up-to-date information regarding Superior.
Examples of Town uses of this version of Social Media include the ability to disseminate emergency information quickly, outreach, promotion of Town-sponsored events, and the ability to refer followers to the Town's website.

CUB SCOUTS RECOGNIZED 
|
Mayor Muckle presented a Proclamation for National Day of Service Community Volunteers to the Cub Scout Pack 278 and Boy Scout Troop 278 at the October 10, 2011 Town Board Meeting. The Mayor and Town Board thanked the scouts for their contribution to the Superior Community.
On Sunday, September 11, members of the Pack and the Troop assisted the Superior Historical Commission by volunteering as part of the National Day of Service in remembrance of the 9/11 attacks. This national initiative invited citizens to participate in community projects in commemoration of the tragic events that took place 10 years ago. Eleven volunteers from the Pack and the Troop helped apply linseed oil to the historic structures and fence at Grasso Park. Applying linseed oil preserves the wood materials, and is essential to the long-term maintenance of these structures.

3 PARKS BRIDGE 
|
The Town and Urban Drainage and Flood Control District have been working together this year on a project to stabilize this portion of Rock Creek, and this includes installing a pedestrian bridge in the area of the "3 Parks Project" that spans the waterway. This work should be done by the end of the month.

CODE ENFORCEMENT CORNER

Each month, the Town includes information about issues and trends in the area of code enforcement. During the month of October, 35 code violations were identified, primarily right-of-way obstructions such as basketball hoops, RV's, and trailers. Thirty-two of these were promptly corrected, resulting in an 91% compliance rate.
This month, we want to remind residents of the regulation regarding obstructing streets and sidewalks within the Town.
Sec. 10-2-20. Obstructing streets and sidewalks
(a) It is unlawful to obstruct, in any manner, any sidewalk, public highway, street or alley in the Town, or to place any object which causes or tends to cause the obstruction of any doorway, driveway or public sidewalk, street or alley or of any part thereof.
(b) All trash receptacles placed on any sidewalk, public highway, street or alley shall be placed out for collection no earlier than the day before collection and removed no later than 8:00 a.m. the day after collection.

HOLIDAY LIGHT EXCHANGE 
|
Starting in November, Superior residents can exchange a string of their old, incandescent holiday lights for a new box of Light Emitting Diode (LED) holiday lights (while supplies last). Unlike incandescent bulbs, LED lights are safer, brighter, have no filament to burn out, last for about 100,000 hours, and use almost 90 percent less electricity. If one bulb goes out (after about 20 years), the rest stay lit. This is an exchange program, so please remember that you must bring and turn in a string of your old holiday lights to receive the new LED holiday lights. Lights can be exchanged at Town Hall and will be available while supplies last, so don't wait. One string per household please!

WHAT IS DAYLIGHT SAVING TIME? 
|
Daylight Saving Time (or summertime as it is called in many countries) is a way of getting more light out of the day by advancing clocks by one hour during the summer. During Daylight Saving Time, the sun appears to rise one hour later in the morning, when people are usually asleep anyway, and sets one hour later in the evening, seeming to stretch the day longer. Don't forget to set your clocks BACK one hour on Sunday, November 6th.
