During the past month, the Superior Board of Trustees has:
 
Approved an intergovernmental agreement with Boulder County for the construction and maintenance of a new trailhead at the intersection of Coalton and McCaslin
Approved a request from Ethan Allen allowing an 18-month extension for their plans to construct a 19,000 SF showroom in Superior Marketplace
Approved a two-lot subdivision to allow for the expansion of the Boulder Valley Hockey Foundation's ice rink

Spring Community Garage Sale

May 7th and 8th, 2010

The seventh annual Spring Community Garage Sale will be held this year on May 7 and 8.  The event will run from 8:00 a.m. until 2:00 p.m. on both Friday and Saturday, rain or shine!  On Saturday only, residents of Sagamore, Original Town and Horizons may use the Town Hall parking lot to sell items in a "flea market"-type venue.  Parking spaces are limited to one per family and are available on a first-come, first-serve basis.  Bring your own table, chair, tent, etc.  To register for the Garage Sale (for Superior residents only), please logon to www.superiorgaragesale.com. Sidewalks - Got Water?

At this time of year, water running across Town sidewalks is often a sign of mis-directed discharge from residential sump pumps or of landscape overwatering.  This excess water causes discoloration of the pavement & heaving of public sidewalks & streets, and can promote the growth of algae, posing a safety hazard for pedestrians.  Section 11-1-40 of the Municipal Code makes it "...unlawful for any person or property owner to allow or cause any drainage that creates a health or safety risk to the public on or over a sidewalk or parkway." 
 
Some strategies for correcting the flow of water across sidewalks:
 
Sump pump discharge should be directed away from sidewalks or neighboring properties.  The Municipal Code allows for sump pump discharge to be diverted to the sanitary sewer system through minor plumbing modifications inside the home.  Or, a sidewalk "chase" can be installed to allow water to pass through the sidewalk and into the gutter.  These solutions require a permit & are the responsibility of the resident.  They can be initiated with the Building Dept. at 303-381-2028.
 
Sprinkler systems should be adjusted & monitored to ensure that sprinkler heads are properly aimed, eliminating overspray onto concrete & asphalt surfaces.  And, sprinkler timing should be reduced, to apply only as much water as the lawn can absorb.  For assistance with fine-tuning your sprinkler system, contact SlowTheFlowColorado to register for a free irrigation audit.


To Report Burned-Out Street Lights

Public street lights in the Town of Superior are maintained by Xcel Energy, not including lighting in private parking lots or commercial areas.  If you notice a burned-out street light in your neighborhood, it can be reported directly to Xcel by clicking HERE.  You will be asked to complete an online form with information about the location of the light pole, the nature of the problem & your contact information for any follow-up.  Outages can also be reported by phone to Xcel's customer service line at 1-800-895-4999.

SUPERIOR MORGUL CLASSIC

Did you Know?  

The Sunday race, the Morgul-Bismarck Loop, is a popular cycling route that was featured in the Red Zinger Bicycle Classic and subsequent Coors International Bicycle Classic from the late Seventies to 1988.  The loop was also featured in the 1985 cycling movie, American Flyers, starring Kevin Costner.

American Flyers (PG-13) will be shown at Community Park on Saturday, May 29 at dusk.

Over 12 bands will perform over the weekend.

An anticipated 50-60 pieces of bike and wellness themed art from the community will be on display at Community Park during the event.

The Superior Morgul Classic is an Omnium, which means that racers can enter three events and their scores are combined at the end of the weekend.

Over 200 volunteers are needed to cover various shifts throughout the weekend.

This race is likely to draw world-class racers from around the region, and the country.

Two of the three cycling events are very spectator-friendly, and, the locations for the races were chosen because they are very near Community Park, making walking between the festival and races very easy.

There is a Family Cruiser Lap sponsored by the Rock Creek HOA on Saturday where the kids can experience the same criterium course as the pro racers.

NOTE FROM THE MAYOR

Newly Elected Board Members

As I am sure you are aware, the Town of Superior recently held its municipal election.  This was the first Town election that had mail-in ballots and I am pleased to say that we had the highest turnout of voters ever for a local election.  
 
All 3 of the ballot initiatives passed including measures to provide access to the Louisville Library as well as a cost savings measure regarding the publication of Town ordinances.  I am especially pleased that the measure to move our municipal elections to November passed.  There will be several benefits from this, the greatest of which will be increased voter turnout and public participation in Town issues.
 
I welcome newly elected Trustees Chris Hanson and Sandy Pennington to the Town Board, and congratulate Lisa Skumatz on her re-election.  I look forward to working with them and the rest of the Board for the next 4 years.
 
With the change in members of the Board I must say a fond farewell to other individuals, including Dana D'Souza and George Kupfner.  It has been my distinct honor and privilege to have worked with them over the years. 
 
On a personal note, I wanted to thank all the friends and neighbors that supported me during the election.  It is obvious to say that without you I would not have the honor to serve the Town of Superior for the next 4 years.  I especially want to say thank you to my family for their support over the past twelve years.

THE FISCAL STATE OF SUPERIOR
The Glass Isn't Half-Empty - It's More Than Half Full


Despite recent cries that the sky is falling, or that the Town is experiencing a large-scale exodus of its businesses .......nothing, let me repeat, nothing could be further from the truth!!
 
Clearly, 2009 was a tough year for most everyone in our nation, state and community - with a combination of rising unemployment, significant declines in investment portfolios, tight credit markets and reduced incomes.  Like many of our residents, and neighboring communities, the Town of Superior faced and withstood many of these experiences.
 
For the first time in more than a decade, the Town saw a slight decline in our largest revenue source, sales taxes - which fell by .37 percent from the prior year.  In comparison, there were only two cities within the metro region that saw a growth in their sales tax receipts last year. Another key barometer of economic activity was the decline in new construction - with building permit valuations falling by more than 53 percent; while interest income also declined by more than 60 percent.  Collectively, Superior saw a decline in its General Fund revenues of almost $400,000. However, by acting quickly with a series of budget cuts, which cumulatively exceeded $600,000, the Town ended 2009 with a budget surplus of more than $355,000.
 
The number of vacancies in Superior Marketplace more than doubled during the past year - from 9 to a peak of 22 storefronts, representing more than four percent of total occupancy. However, the number of vacancies is declining - at most recent count, 19 storefronts, the largest of which is only 2,600 square feet.  And despite this increase in vacancies, total sales tax generation in Superior Marketplace grew by almost three percent last year.
 
While it is still early in the year, the fiscal environment appears to be improving in 2010.  To date, the Town has experienced a 10.5 percent increase in its sales tax receipts; and building permit valuations have increased by 12.4 percent over the prior year.  The Town has also developed another "contingency budget" on the off-chance that the Town was to experience a significant decline in revenue.
 
All in all - the Town's fiscal house is in good order!!

LAWN WATERING GUIDELINES

Lawn Watering

As the 2010 irrigation season begins, here are some recommended practices for conserving water while maintaining a healthy lawn:
Check your sprinkler timers to avoid excessive application at this time of year. Lawns need less water in the spring and cooler temperatures mean less evaporation is occurring. Also check sprinkler settings to avoid water run-off onto sidewalks and streets.
Avoid watering between the hours of 10:00 a.m. and 6:00 p.m. when evaporation rates are highest.
Some zones may require less water than others, depending on soil condition, sun exposure and type of sprinkler head (stationary or rotating), so adjust watering as needed.
Try "cycle & soak watering": due to the large amount of clay in local soils, water is not easily absorbed. The cycle & soak method can be an efficient irrigation strategy. Water 3 times for 4 minutes each time, with an hour between waterings; more moisture will be absorbed than if you watered for 12 continuous minutes.  For a complete Watering Guideline click HERE.


WHAT'S AVAILABLE AT THE LOUISVILLE / SUPERIOR LIBRARY IN MAY??

Now that the voters have passed the ballot to pay for on-going services at the library located in Louisville, here is a schedule and list of some of the services available there - for kids, teens, and adults. A lot of this is a repeating schedule, so consider working it into your family outings (paste on your fridge)!  Also, in the future, get in the habit of pulling the monthly library calendar down from the website (Louisville's and Superior's) so you're up on the special programs (great for adults and kids).  The phone number for the library is 303-335-4849 (address 951 Spruce St).  Besides books, don't forget that the library has books on CD, DVDs, computers, search/order capabilities, and many other services.  If you go to the library's website (louisville-library.org) and click on 'Library Calendar' near the bottom you can get more details about the events listed below. FAMILIAR FACE IN TOWN

Jim Bongard

Jim Bongard returns for his second season as the Facility Attendant for the Town's Yard Waste Facility.  He graduated from Fort Morgan High School and worked for Pepsi Cola Co. of Denver for over 39 years as an Inventory Controller.  Jim also served in the U.S. Military as a Marine.


NEW FACE IN TOWN

Anthony Lanyon

Anthony Lanyon is the newest member of the Public Works and Utilities Field Crew who will be assisting the department on a temporary basis for the next 6 months.  Anthony has experience as a Maintenance Technician in property and grounds maintenance as well as a Bachelor's Degree from the University of Northern Colorado.


AT THE FIREHOUSE

You hear sirens; you look around and don't see anything, but then look in your rear view mirror and see a fire engine coming up behind your vehicle.  What do you do next?  The best answer is to safely signal and pull over to the right calmly.  If there is traffic in the lane next to you, safely merge into that lane as possible.  If you are at a red light and see an emergency vehicle coming behind you, try if possible to move to the right out of their way, but don't pull out into oncoming traffic.  Even more important don't try to race the emergency vehicle through the intersection or down the road. Yielding to emergency vehicles is a State law, and can be found in HOUSE BILL 05-1187, SECTION 1.  42-4-705

What happens if you turn a corner and there is a large fire hose blocking the road?  Running over fire hoses, especially those that are connected to a fire hydrant can cause significant damage to your vehicle and injure firefighters.  Calmly back up and/or turn around and go another route, most likely there will be emergency personnel directing your travels.

The above situations are not frequent occurrences in your daily commute, but your response to them can make the difference in the outcome of someone else's emergencies.  When you are calling in an emergency with your cell phone remember to look where you are at, what direction you are going, what the problem is, what color are the vehicles involved, give the dispatcher your phone number to call you back, what mile marker you are at, and never hang up until the dispatcher says goodbye.


CODE ENFORCEMENT CORNER

Each month, the Town includes information about issues and trends in the area of code enforcement.  During the month of March, 71 code violations were identified, primarily right-of-way obstructions such as basketball hoops, RV's, trailers. Sixty-six of these were promptly corrected, resulting in a 92% compliance rate.

This month, we want to remind residents of the standards concerning the parking of unlicensed or inoperable vehicles within the Town of Superior.
 
Sec. 10-2-60 Parking of unlicensed or inoperable vehicles
(a)  It unlawful to park any inoperable vehicle on any public street, alley or right-of-way within the Town.
(b)  For purposes of this Section, a vehicle shall be deemed inoperable if any of the following circumstances exit:
(1)  The vehicle is not properly licensed and registered
(2)  The vehicle does not display current and valid license plates;
(3)  The vehicle lacks any part necessary for legal operation on a public street;or
(4)  The vehicle lacks glazing, lights, indicators or body sheet metal.

ARBOR DAY EVENT A BIG SUCCESS!

The Town would like to thank all of the participants, generous sponsors, Board Members and Mustang Football players for coming out to this year's Town Arbor Day event and making it such a BIG success!

Thanks also  to all of students who submitted artwork for this year's Arbor Day Poster Contest. We had a total of 113 entries making it very difficult to select just 10 finalists. This included  the Grand Prize Winner's design (pictured left), submitted by Emily Locker which was printed on the event t-shirts.  All 10 finalists have their artwork displayed in the lobby at Town Hall so come by and check it out!


WILDLIFE IN SUPERIOR

The grass is green and the flowers are blooming and after a long, hard winter, spring has finally sprung! All of us are getting back outdoors to enjoy this beautiful area where we live.  Superior offers a variety of trails to walk and bike.

The other thing that spring brings out is the wildlife. Superior has an abundant population of rabbits, raccoons, skunks, prairie dogs and a whole host of other critters. Animal Control receives multiple calls about animals that fall in or have their babies in window wells. The biggest deterrent to this is to purchase window well covers!  A couple good resources for help with nuisance wildlife issues are Urban Wildlife Rescue at urbanwildliferescue.org, the Colorado Division of Wildlife at wildlife.state.co.us, and Greenwood Wildlife at 303-823-8455 for advice on sick or injured wildlife.

We also get lots of calls about snakes. Superior has a high population of gopher snakes, which resemble rattlesnakes but are harmless. However, in the southern part of Rock Creek there is a possibility of encountering a rattlesnake, but this has only happened in a very small percentage of our calls. Most of the time it is a gopher snake.  For help in learning to tell the difference, we have come up with a brochure which is available through the Town website. Or of course, you can contact Boulder County Animal Control and we will come to the rescue! 

We are lucky to live in such a beautiful community that is surrounded by open space and wild areas.  If we all take care to follow a few simple rules, and take basic precautions, our community can become healthier and more in touch with nature.
