Recent Town Board Actions

|
During the past month, the Superior Board of Trustees has:
Approved the purchase of a 10-acre parcel within the Town Center; to be used for the retention and ultimate expansion of the Boulder Valley Hockey Foundation ice rink
Approved an interim lease agreement with the Boulder Valley Hockey Foundation for the continued use of their existing ice rink
Approved final development plans for Guardian Storage - a 5-acre, 106,000 square foot mini-storage facility being constructed at 1555 76th St.
Approved a contract with Southwest Water Co. for the operation of the Town's water and wastewater treatment plants
Reviewed a report on the Board's 2010 strategic planning session; and 2010 Town Board Goals Reviewed conceptual plans for Community Park-East, a new 36-acre park proposed on the east side of Rock Creek Pkwy., between the Horizon and Saddlebrooke Subdivisions

Arbor Day Poster Contest
Poster entry forms will be available Friday, March 5th for this year's poster contest (for children grades K-8) based on the National Arbor Day theme: "Trees are Terrific...and Energy Wise!" Entry forms may be picked up from Superior Town Hall or the Parks and Recreation office and are due back by Wednesday, March 31st.

April 2010 Regular Town Election

| The Town will hold its regular election on April 6, 2010 to elect a Mayor and three (3) Trustees. To qualify, a candidate must be a citizen of the United States of America, be eighteen (18) years of age or older on the date of the election, be registered to vote, and have resided within the Town of Superior for at least the twelve months immediately prior to the date of the election. Access to Water Meter Lids

|
Please keep in mind that water meter lids, usually located
in front yards near the sidewalk, must be kept easily accessible and
unobstructed by snow, plants or other landscape material throughout the year. This helps our Utilities staff in taking
timely & accurate meter readings.
Inaccurate or incomplete readings may result in estimates of your
monthly water usage. It is also vital
that Utilities staff have access to the meter for any maintenance or repairs
that may be necessary.
When shoveling your sidewalk, please take a moment to remove
snow from the meter lid. And, be sure
to clear all plantings & tall grasses within 1 ft. of the meter lid, and remove
any overhanging shrubs or branches with 2 ft. of the meter lid.
Our meter readers appreciate your cooperation. Please contact the Utility Billing office at 720-304-6797 with any
questions about your water bill.

To Report Burned-Out Street Lights

|
Public street lights in the Town of Superior are maintained by Xcel Energy,
not including lighting in private parking lots or commercial areas. If you notice a burned-out street light in
your neighborhood, it can be reported directly to Xcel by clicking HERE. You will be asked to complete an online form
with information about the location of the light pole, the nature of the
problem & your contact information for any follow-up.
Outages can also be reported by phone to Xcel's customer service line at 1-800-895-4999.

SUPERIOR VOTERS TO DECIDE FATE OF FUTURE LIBRARY SERVICES

"Shall Town of Superior taxes be increased by $240,000 annually, commencing in 2011, by the levy of an additional 1.5 mills upon all taxable property in the Town, the revenues therefrom to be used for the maintenance of contractual library services with the City of Louisville; which levy equates to an annual cost of approximately $48 for a residence with an actual value of $400,000 ...."
Since 2007, the Town of Superior and City of Louisville have entered into an intergovernmental agreement (IGA) whereby the facilities and services offered by the Louisville Public Library are made available to Superior residents. Since that time, the Town has been contributing ever-increasing sums annually to Louisville for offering library services to the residents of Superior. The most recent agreement with Louisville, approved in April of 2009, calls for the following: the Town to hold an election allowing voters to decide whether to establish a property tax levy of 1.5 mills dedicated to funding library services; or to create and operate a municipal library in Superior
if the selected ballot issue fails, the existing IGA terminates on December 31, 2010
Throughout the past year, the Town Board has studied its options regarding future library services, including pursuing contractual library services with other entities, creating a regional library district, establishing a municipal library in Superior or not providing library services for residents. As a result, the Board learned that: residents place great importance on having access to library services
the cost of establishing a municipal library in Superior is a more expensive option than partnering with another entity to provide these services
there is little support throughout Boulder County to create a regional library district
other potential partnerships for providing contractual library services are more expensive or offer less service than currently provided by Louisville
Additional information about this issue - including the current IGA between Superior and Louisville; the analysis of library options considered by the Town Board; and cost estimates for operating a municipal library in Superior - is available on the Town's website at www.townofsuperior.com.

NOTE FROM THE MAYOR

The
Town of Superior
will hold its regular election on Tuesday, April
6, 2010 to elect a Mayor and three Trustees. There will also be ballot issues regarding
library services and the timing of elections.
The three Trustee candidates receiving the highest number of votes will
be elected to serve four year terms, and the mayoral candidate with the most
votes will be elected Mayor for a four year term.
The
Board of Trustees is the policy making board responsible for all general
government issues in Superior,
such as ordinance development, land use, budget, economic development, and
coordination with other governmental agencies.
The Board meets on the 2nd and 4th Mondays of each
month at 6:00 p.m. for
Board Meetings and Work sessions.
Currently
there are numerous residents who have already picked up their nomination
petitions packet. Candidates must
circulate the petition and have at least ten registered electors residing in
the Town sign the petition. The
petitions are due to the Town Clerks Office by Friday, March 5, 2010 at Town Hall, 124 E. Coal Creek Drive.

register to vote, the cutoff date is Monday, March
8, 2010. Voter

& Recorder's offices located at 1750

The
League of Women's Voters will be holding a Candidates Forum on March 11th from 6:30 to 8:00 at Town Hall.
This will provide an opportunity for all the candidates to answer
questions on important issues in our Town and allow candidates to make their
statements why they should serve on the Town Board. I urge residents to either
attend the Candidates Forum, watch it on Cable 8, or webstreaming on the Town's
website at townofsuperior.com. The forum
will be replayed on both Cable 8 and webstreaming until the election.

2010 CENSUS

It's time again for the Census. A census questionnaire will be mailed or delivered to households in March. If the form is filled out and mail back, no census taker need come to your residence. Most people mail back their form. The Census Bureau would rather get your form back in the mail, and you can help your country save money by sending it back. April 1, 2010 is National Census Day so use this day as a point of reference for sending your completed forms back in the mail. From April to July 2010 Census takers will visit households that did not return a form by mail. The 2010 Census will actually be one of the shortest and simplest in U.S. history. It will ask just 10 basic questions including: Name, Sex, Age and date of birth, Hispanic origin, Race, Household relationship, If you own or rent your home

Second Citizen's
Academy

One element of the Town's recently approved "Enhanced Communications
and Outreach Plan" was the creation of a "Superior Citizen's Academy". The first Academy, conducted over a six week
period in October and November, was deemed an unqualified success by those Superior residents that participated. As a result, another Citizen's Academy is
being scheduled to begin on Wednesday, April 7th.
The Academy will consist of six Wednesday evening sessions,
held once each week over a six week period, providing participants with an
in-depth exposure to the inner workings of Town government. Specific sessions will address:

7 -- Orientation and Municipal Finance
April
14 -- Public Works and Utilities
April
21 -- Parks, Recreation and Open Space
April
28 -- Public Safety
May 5
-- Ancillary Operations and Governmental Partnerships
May 12
-- Class Presentations, Course Evaluation and Graduation
The Academy's class size will again be limited to 15
participants and will be open to Superior
residents only.
Applications for the Superior Citizen's Academy are
available at Town Hall or on the Town's website at www.townofsuperior.com. Applications must be submitted by Friday,
March 19th - with selected participants being advised of their
status by March 29th.

BOULDER COUNTY YOUTH CORPS Opportunities for Superior Youth

|
The Youth Corps provides opportunities for Boulder County teens to develop a sense of
community involvement through personal accomplishment, teamwork and service to
the county. Since 1996, participants, aged 14-17, have been completing various projects
chosen by Boulder County's Parks & Open Space Department as well as other entities. Last year's Team Superior consisted of two Team
Leaders Kathy Olivas and Don Stechmanas well as ten Corpsmembers from Superior and Louisville.
Projects included resurfacing over two miles
of trail, removing noxious weeds town-wide, painting 1,300 feet of railing and

Rock Creek Restoration - Volunteers Needed! No experience

join Wildlands Restoration Volunteers ( www.wlrv.org)
to restore a section of Rock Creek, our first project as stewardship partners
with Boulder County on the South County Grasslands, west of McCaslin Blvd. Early spring is a wonderful time to
experience the awakening of the grasslands ecosystems, and witness the
beginning of the spring bird migration.
No restoration experience is necessary to volunteer on this streamside
wildlife habitat project. Volunteers will
be fed, tools will be provided, and volunteer crew leaders will guide you in

AT THE FIREHOUSE

On March 8, 2010 Rocky Mountain Fire will present the
proposed plans for the 2701 Indiana Street fire station remodel to the Town
Board for their review.
The District's website (CLICK BELOW) has
renderings of the proposed remodel. More
detailed plans will be added, as will up to date photos of construction, as it

The remodel will increase the number of bedrooms and
bathrooms, increase kitchen space, parking lot spaces and allow for the
ambulance to be parked out of the weather. Other elements included in the
proposed design include a 40'x20' training/community room that can seat up to
50 people and a children's educational area which will include learning tools
such as a 911 phone call trainer.
The remodel also includes a training tower for use by RMF
firefighters. The tower incorporates
elements for technical rescue, laddering of 35' balconies, patient transport,
and fire hose advancement but will not be functional for "live" fire
training. By having training elements on
site and available for firefighters on shift, the tower increases training
opportunities and saves money by
reducing overtime costs from traveling to Longmont or Arvada for training. Great care is being taken to incorporate the
tower into the exterior design so as to not be intrusive on the surrounding
neighborhood.

CODE ENFORCEMENT CORNER

Each month, the Town includes information about issues and
trends in the area of code enforcement.
During the month of January, 83 code violations were identified,
primarily right-of-way obstructions such as basketball hoops, RV's, trailers.
Seventy-seven of these were promptly corrected, resulting in a 93% compliance
rate.
This month, we want to remind residents about the
requirements of the Removal of snow and ice on sidewalks. This requirement, as
described in the following excerpt from the Municipal Code, applies to all
cul-de-sacs as well as thru streets in Town:
Sec. 11-1-20 Removal
of snow and ice. (a) It unlawful
for an owner to allow snow, sleet, ice, dirt, debris or any other
obstruction to remain on the sidewalk
adjoining such land within the Town longer than twenty-four (24) hours from the
time of the last accretion of such snow, ice, dirt, debris, or other
obstruction. (b) No
person shall deposit snow or ice on or against a fire hydrant or traffic
control device or upon or adjacent to a sidewalk, parkway, street, roadway or
loading area of a public transportation system or ant designated emergency
access lane, so as to interfere with the flow of pedestrian or vehicular
traffic, obstruct the view of such traffic or obstruct or impeded street or
roadway drainage.
