Arbor Day Celebration Saturday, April 17
This wonderful event is held at Town 9 Park and has plenty of fun for the whole family. Superior Elementary, Monarch and Eldorado students, as well as any other youth in the community, can enter the poster contest that uses this year's theme "Trees are Terrific...and Energy Wise!" Poster entry forms will be available Friday, March 5, 2010. The contest winner will be awarded a prize, along with having their artwork featured on the 2010 t-shirt.
July 4th Parade Theme Ideas
This year, we would love to have your help coming up with a theme for this event. The theme is woven through the activities, and most importantly, the parade entries are created around it. Past themes include: Beach Blast; Let the Stars Come Out; From Covered Wagons to Station Wagons...our American Journey; Red, White and Blue goes Green and Live Superior-Caring-Connection-Community. Please do some brainstorming and contact us with your ideas. The winner will receive event t-shirts for their entire family! The Town of Superior's Board of Trustees appoints citizens to serve on several advisory committees and commissions. Currently there is one position open on the Town's Parks, Recreation, Open Space and Trails Advisory Committee (PROSTAC). This committee meets the third Wednesday monthly at 7:00 p.m. at Town Hall. April 2010 Regular Town Election

The Town will hold its regular election on April 6, 2010 to elect a Mayor and three (3) Trustees. To qualify, a candidate must be a citizen of the United States of America, be eighteen (18) years of age or older on the date of the election, be registered to vote, and have resided within the Town of Superior for at least the twelve months immediately prior to the date of the election. The first day candidates will be able to obtain nomination petitions from the Town Clerk is on February 15, 2010. Many youth are not aware of the valuable services that their municipalities (cities and towns) provide: bike paths, recreation centers, police officers, street lights and crosswalks are all provided by municipal government. If you were mayor, how would you explain the importance of municipal government to kids in your community? Four winners will be awarded a certificate of achievement, a $500 savings bond and the opportunity to attend the 88th CML Annual Conference June 22-25, in Breckenridge.

SUPERIOR MORGUL CLASSIC

The Town's 2010 event calendar has an amazing new addition!
The Town and Superior Chamber of Commerce are teaming up to bring back the historic Morgul Bismarck bike race to Superior! Join us Memorial Day weekend for The Superior Morgul Classic - three days of bike racing events, a food showcase, live entertainment, a bike-in movie screening of "American Flyers" (the 1985 movie starring Kevin Costner that features the race and the Town of Superior!), a community art show, and much more. After working over the past year to develop this regional event, we are very excited to bring the plan to reality, and we're moving at the speed of light to make this happen! A huge event like this will require tons of support from the community, so please contact us to volunteer, for more information about the races, to suggest entertainment options, or just to touch base! RECENT TOWN BOARD ACTIONS

During the past month, the Superior Board of Trustees has:
Approved the annexation and zoning of the Madson property, a 1.4 acre parcel recently purchased by the Town for open space
Amended the schedule of system development fees charged to new utility system users
Approved annual work programs for the Town's five advisory committees
Approved a six month moratorium on the establishment of medical marijuana dispensaries in the Town
Approved ballot language for three referenda to be held in April - dealing with establishing a library tax levy to support continued contractual library services with the City of Louisville; moving municipal elections to November; and publication requirements for Town ordinances
Approved a contract to manage the Superior Morgul Classic, a three-day community event scheduled for May 28-30
Received a progress report on the Board's 2009 Goals Statement
Discussed the status of its two large-scale, ground-mounted solar installations

NOTE FROM THE MAYOR

Dear fellow residents, I would like to address the medical marijuana issue that currently has become a significant issue within the State and the Town's current position regarding marijuana dispensaries. In the November 2000 general election, the voters of the State of Colorado adopted Amendment 20 to the Colorado Constitution which authorizes and limits the sale of medical marijuana for use in the treatment of certain debilitating medical conditions. Since the passage of the measure there has been an explosion in the number of dispensaries both locally and throughout the State. The Colorado State Legislature has recently proposed several bills that would clarify how these dispensaries would be regulated. In addition, there are several court cases that will additionally clarify the limits of the regulatory authority of municipalities regarding these dispensaries shops. The Town Board has recently approved an emergency ordinance imposing a six-month moratorium for a permit or license related to the operation of a business that sells medical marijuana. The reason for the moratorium is to allow enough time to for the courts to render a final opinion as well as time to await any legislation that may be signed into law. Currently the Town has no land use or business regulations permitting the operation medical marijuana dispensaries, though there have been inquiries to start such a business. During the moratorium the Town's Planning Commission will work on regulations regarding the permitting of these potential businesses. I would encourage residents that have an opinion regarding possible regulations of medical marijuana to share them with Town Board members as well as with the Planning Commission. 2010 CENSUS

It's time again for the Census. A census questionnaire will be mailed or delivered to households in March. If the form is filled out and mail back, no census taker need come to your residence. Most people mail back their form. The Census Bureau would rather get your form back in the mail, and you can help your country save money by sending it back. April 1, 2010 is National Census Day so use this day as a point of reference for sending your completed forms back in the mail. From April to July 2010 Census takers will visit households that did not return a form by mail. The Census does NOT ask about bank account information, salary or income, citizenship or immigration status, and they never ask you for your Social Security number. AT THE FIREHOUSE

As Valentine's Day approaches, thoughts of candlelit dinners may be popping into your head. When they do, it is wise to envision that romantic dinner with an air of safety in mind. Candles burn the gas vapors of melted wax. When wax vapors burn they create heat, light, and sometimes visible smoke and odors. The heat from a burning candle radiates out in all directions and should be evaluated when determining candle placement. Most people are careful not to place candles below curtains or near paper and cloth. Unfortunately many don't think about the cupboard or shelf above their favorite candle location. Over time the heat from the candle can build up on the bottom of the shelf or cupboard above and begin to heat the wood. As the wood is heated it releases moisture and over long periods of time can also begin to change structure making it more susceptible to fire. A good preventative measure is to see if you can feel heat from the flame near the shelf or cupboard. If so move it to an alternate location. Do you have pets and kids running through your house? Even if you don't, candles should not be placed on tables where they can be accidentally bumped. The melted wax can cause burns and the flame can unintentionally come in contact with carpet, couches, etc and start a fire. Instead think about a kitchen counter or the stove top as a suitable location. Candles can also transfer heat to the surface they are resting on. When you are using candle holders to catch the wax, think about how well the material will transfer heat or resist heat and where the wax may drip to. If the candle holder material is thin it will not provide adequate insulation. Following simple guidelines can reduce but not eliminate the risk candles pose. Always extinguish candles before leaving your home or going to bed for the night. Check on burning candles regularly for dripping wax, and overheating of the surfaces they stand on, if either are present take immediate action, but remember the wax and the surface are hot and can cause burns. Candles can be a nice addition, but fresh air on a nice day and slightly dimmed lights provide a safer alternative to annoying odors and ambiance. |
CODE ENFORCEMENT CORNER

Each month, the Town includes information about issues and trends in the area of code enforcement. During the month of December, 94 code violations were identified, primarily right-of-way obstructions such as basketball hoops, RV's, trailers. Eighty-six of these were promptly corrected, resulting in a 91% compliance rate.
This month, we want to remind residents about the requirements of Animal feces maintenance within the Town of Superior. Sec. 7-2-70 Animal feces.
(a) It unlawful for a property owner to allow excessive animal feces to accumulate on property. The accumulation of animal feces shall be deemed to be excessive if there is sufficient quantity to generate odors off the property. (b) It is unlawful for an animal owner to fail to remove from any public or private property feces deposited by such animal. WINTER PRECAUTIONS FOR WATER PIPES

During periods of cold weather, some added precautions are helpful to keep water lines flowing freely and to prevent damage to plumbing: Be sure that all outdoor irrigation systems are turned off and lines are cleared of any residual water; disconnect outdoor hoses. In the event of extremely cold temperatures, indoor plumbing lines located in basements or along exterior walls are vulnerable to freezing; leave a small, but steady stream of water running overnight from kitchen/bathroom faucets to keep water moving in the system; open cabinet doors where plumbing lines are located along exterior walls to expose pipes to warm, interior air. If you should experience a lack of water during periods of extremely cold temperatures, the most likely cause is a frozen line inside your home, and a plumbing contractor should be contacted immediately. If you feel there may be a problem with water service to the meter, please contact the Department of Public Works at 303-499-3675 for assistance. Reminder - when registering for any Town of Superior Recreation program or class please keep in mind the importance of the registration deadline date. Early registration is recommended since deadlines for registration assist the Town in determining if a program or class meets it's minimum and maximum participation numbers. If the minimum is not met, the class will be cancelled and transfers, refunds or credits will be made. Register early - thank you!

RIBBON CUTTING

After opening their doors in December, Baskin-Robbins has already become a favorite spot for that sweet treat. The Superior Chamber of Commerce hosted a ribbon cutting ceremony for Janice Charles, the owner, in January. If you are looking for catering, fundraising opportunities or what the newest flavor is - stop by 1617 Coalton Road in the Rock Creek Village shopping center near Safeway.

2010 UTILITY RATE INCREASE

As part of the Town's adopted 2010 budget, water service fees will increase 4%. These rate adjustments are necessary to offset increases in the utility's operating and debt service costs, and to maintain close to $100 million in assets for this operation. Average Superior residential customers will see their bills increase by about $18 a year. Please be advised that the new rates will be in effect on the February, 2010 utility bill.
