Inspections for HOME Rental Draws
 
Effective Date: July 1, 2011

HUD has recommended that Iowa Finance Authority perform construction inspections prior to the processing of all draw requests for HOME rental funds. Iowa Finance Authority has implemented a new policy, per HUD's recommendation, for the processing of rental HOME draws. The rental HOME draws will need an inspection performed by an Iowa Finance Authority Construction Analyst, Safe Building Compliance and Technology (formerly the Building Inspectors) inspector, or your Project Manager prior to draw approval. The Construction Analyst will coordinate these inspections.

  • If the rental project is a jointly funded project with tax credits there are four scheduled inspections that take place. If the draw request is outside of the scheduled inspection, the recipient needs to contact the Construction Analyst to arrange for an inspection of the project site. The Construction Analyst will forward the inspection report to the appropriate Project Manager. The Project Manager will add the inspection report to the support documentation with the draw. 
  • If the rental project is funded with HOME only, the administrator should contact the Construction Analyst, so that a project site inspection can be arranged.

NOTE: To reduce the time to process a draw request, please contact the Construction Analyst within 15 days prior to submitting your draw request, and an inspection can be scheduled.

First Time Home Buyer
· Mandatory Subrecipient Training Workshop: August 2, 2011 

For those organizations administering a first time home buyer program that received an allocation of HOME funds on June 2, a mandatory subrecipient training session will be held on August 2 at the Iowa Finance Authority's offices. Topics include the roles and responsibility of a subrecipient organization; the updated HOME written contract with Iowa Finance Authority; cross cutting federal requirements; ongoing compliance issues; and more.

HOME/Tax Credits
· Mandatory HOME/Tax Credit Training: August 10 & 11, 2011           

For those LIHTC project sponsors who received HOME funds on June 2, there will be a one-day mandatory training on August 10.  If your project is required to comply with and report on Davis Bacon labor standards, the project sponsor is also required to attend the August 11 Davis Bacon training.  Project sponsors are encouraged to bring their primary contractor and subcontractor representatives to the August 11 training to receive training on a new Iowa Finance Authority web-based Davis Bacon reporting system.

· Iowa Finance Authority will have a training for all recipients on the new on-line (web-based) 2011 HOME Application in mid-October.

Session:  Uniform Physical Standards

Time:  8:45 - 12:15

Speaker:  Mark Alper, National Center for Housing Management

Description:  This session will provide participants with a thorough understanding of the inspection items mandated by HUD to determine whether dwelling units and common areas are in compliance with the Department's requirements. Through the use of case studies and participant interaction, this session identifies potential pitfalls that come from rushed assessments, subjective methods or misunderstanding of the guidelines.

Description:  There have been many recent changes to the LIHTC program: HERA in 2008, Change 3 to the HUD Handbook and the revised versions of the 8823 Audit Guide issued in 2009 and 201 and the new method for determining income limits in 2010, many of the rules for the LIHTC program differ from what they were just a few years ago.

Description:  More than one-half of the LIHTC projects nationwide have HOME funding. Owners and managers must know how to plan and operate these projects so they comply with the requirements of the HOME program while also meeting their investors' goals and produce the maximum possible tax credit.

Session:  Enterprise Income Verification System 

Time:  8:00 - 11:30

Speaker:  Gwen Fuszner-Smith, National Center for Housing Management

Description: This session was designed to address the

confusion that has greeted the introduction of the Enterprise Income Verification system. Participants will explore all aspects of the system's implementation.  The EIV Workshop centers around HUD Notice H2010-10 and includes a sample EIV policy developed by NCHM, case studies, and a close look at various EIV reports and how they are to be used. Special attention is paid to EIV in the context of a Management and Occupancy Review (MOR).   
        

Session:  Fair Housing 

Time:  8:00 - 11:30

Description:  This session will provide participants with a working background in the requirements of the Fair Housing Act and other important civil rights statutes that pertain to Fair Housing compliance. The Fair Housing Act covers rental housing properties with more than four units. It makes no distinction between federally assisted housing and market rate housing. If you are involved with a federal housing program, Section 504 of the Rehabilitation Act applies as well. This session can be the difference between compliance and non-compliance; between expensive lawsuits and reduced liability.
