This year is bound to be an interesting one for our French Quarter community. Just recently we had our first Luncheon Forum, hosted at Antoine's, with one of the largest attendance to date. Keynote speaker Councilmember Gisleson-Palmer took her time to bring the audience up to date on issues key to businesses as well as residents.  She covered her position on the highly scrutinized 1031 Canal Street Development, the solar panels in French Quarter homes, the noise ordinance, infrastructure issues such as lighting, and her support of an issue that FQBA is also addressing strongly - NOSCAM, the aggressive and manipulative sector of solicitors, often referred to as the "hat people".  As the year progresses we will keep you informed on updates from her office and gain your input to place before her as well. 
  
With Mardi Gras around the corner we were glad to also welcome those that come through our sector to make things safer for visitors, locals, our employees, homes and businesses.  State Fire, Police and ATF told us what they will be looking for as they do their safety sweep and send us additional personnel for crowd control. 

Please consider taking time to join one of the FQBA committees.  All of us are busy but for a short amount of time you can help your organizations achieve so much on your behalf.  Read the year's commitment by each of the committees in this newsletter and find the perfect place to contribute.

FQBA Committee Updates

 

Marketing Committee
Chair: Monique Sullivan

The committee would like to hear from you.  We haveget away several projects in store for 2011, including an in-depth focus group, our annual "Getaway In The Vieux Carre" summer campaign and holiday promotions.  We welcome member input at all times and would love to hear what's important to you.  If you would like to take part in the focus group, would like to participate in the "Getaway In The Vieux Carre" campaign, or have any ideas you would like us to consider, please take a minute to let us know.

 

Events & Public Relations Committee

A new committee this year, we are looking forward to the opportunity of working with all the other committees is making sure the voice of FQBA is heard in our community at all levels, not limited to our membership.  In addition to being a publicity arm, we will also take on event assistance such as the Annual Installation Dinner and the Lunch Forums.  Our third facet is the establishment of better relations between the organizations in the French Quarter, including business, residents, and city agencies. We are in need of committee members from the board and the general membership to help us in all these sectors.  Please contact Annie at the FQBA office if you are interested.

 

Vieux Carre - Graffiti Abatement Program Committee

The FQBA Anti-Graffiti Committee meets Thursday, March 3 at Café Envie to schedule the 3rd Vieux Carre Graffiti Abatement Program (VC-GAP) clean up date.

We will also finalize the Collaborative Letter which will be mailed/delivered to the FQ residents and property owners. This letter states that the VC-GAP program is underway, who is participating in VC-GAP and it will also remind the readers of the Graffiti Ordinance currently on the books.

This collective effort between the numerous residents' associations of the Vieux Carre and the FQBA has gained widespread support and momentum, even beyond the Quarter.

Membership Committee

This year's membership committee is all new faces and excited to get more French Quarter Businesses connected and involved in all of the good things the association has to offer.  We are working to solidify the value of membership and hope to get the message out clearly to all of our neighboring French Quarter businesses and associates.  If you are not a member, please let us know what's holding you back.  If you are a member and have seen the benefits please refer a fellow business that might also.  We look forward to seeing you at the next FQBA event!

 

Governmental Affairs Committee

Chair: Jeremy DeBlieux

 In February the inaugural meeting of our newest committee, the Governmental Affairs Committee was held.  In attendance were Chairman Jeremy DeBlieux, ED Annie Flettrich, Charley Daroca, Janice Guido and Carly Brown.  Items discussed were purpose of the committee, how the committee will communicate to FQBA members as well as elected and appointed officials and we began discussing how best to communicate the FQBA "position" on important issues.  We will be meeting monthly and during the next few meetings we plan to identify key issues, establish the FQBA position on the issues and begin the process of communicating these positions to the right folks.

FRENCH QUARTER STREET CLOSURES 

Beginning March 4th to March 8th, from 6pm to 6am, the boundaries of the French Quarter will be closed to vehicular traffic: Canal Street, to North Rampart Street to Dumaine Street to Decatur Street.

 

Officers will allow French Quarter residents, taxis and hotel guests inside of that perimeter, however, there may be no on street parking. Vehicular traffic will not be allowed to cross Bourbon Street from Canal Street to St. Ann Street.  
 
OTHER NOTES & REMINDERS FROM NOPD:

Police officers will be visible along parade routes before, during and after the parades.  Uniformed officers will engage in crowd control and plainclothes officers will be among the spectators for detection of crimes such as pickpocketing, etc. 

 

Spectators are reminded also it is illegal to drink from an open metal or glass container on or near parade routes.
 

There will also be an increased police presence in the Downtown, French Quarter, CBD and DDD areas. Officers will be patrolling on foot, on scooters, on segways, on motorcycles and the Mounted Unit will also be on patrol.

 

Article IV of the Mardi Gras Ordinance, entitled, "Throws and Throwing," prohibit riders and maskers from tossing throws or favors to the rear and/or front of their floats or trucks.  It also prohibits them from throwing in the parade formation and disbanding areas.  This will be ENFORCED to provide for the safety of our citizens, especially children.  It is quite hazardous for trinket seekers to be in either the front or rear of floats and trucks, as well as in the formation and disbanding areas, which are heavily congested. 


Owners of property along parade routes are reminded that this Mardi Gras ordinance also prohibits the erecting of stands or platforms on the sidewalk, street and/or medians. The CHAINING OF LADDERS to public property, light standards, utility poles, and/or to each other, IS PROHIBITED.  ALL LADDERS used by parade spectators should be structurally sound.  No ladders, chairs, ice chests, chaise lounges, etc. should be placed in intersections, on medians or between curbs of public streets.  The rule governing ladders is: LADDERS SHOULD BE PLACED AS MANY FEET BACK FROM THE STREET CURB AS THE LADDER IS HIGH.
 

MARDI GRAS PARKING ENFORCEMENT:

The City has announced its parking enforcement policy for Mardi Gras in the upcoming weeks. Parking enforcement policies remain the same as in previous years. 

- Two hours prior to the scheduled start of each Mardi Gras parade, any unauthorized vehicle on any part of the published parade route will be ticketed and towed. This will ensure public safety and facilitate the flow of the Carnival Krewes ($75 fine and seizure);

- Two hours after a Mardi Gras parade ends, any unauthorized vehicle on any part of the published parade route will be ticketed and towed. This is done to clear the route for the City's Department of Sanitation ($25 fine and seizure);

- Beginning the Friday before Mardi Gras, at 12:01 a.m., until the Wednesday after Mardi Gras, at 6:00 p.m., no vehicles, except those issued permits, are allowed into the French Quarter between Iberville, N. Rampart, Dumaine, and Decatur ($50 fine and seizure);

- Parking of vehicles equipped with living accommodations is prohibited during certain hours. It is strictly enforced during the Mardi Gras season, particularly in the Central Business District, Warehouse and Garden District;

- Before, during and after the parades, the City will extend enforcement efforts into the neighborhoods adjacent to the published parade routes. This will minimize non-residential intrusion.  Parking Officers will primarily enforce the following:

- Valid Residential Parking Permits ($40 fine),

Safety violations which include:

-  Blocking hydrants,

-  Parking within 20 feet of a crosswalk, intersection, or stop sign,

-  Parking in the wrong direction (vehicles must park in the direction of travel on one way streets, and with the right wheel to the curb on two way streets),

-  Vehicles blocking sidewalks,

-  Vehicles blocking driveways,

-  Parking in Handicap zone ($500 fine),

-  Scofflaw vehicles that have unpaid parking tickets shall be immobilized.

Vehicles parked on the neutral ground are subject to a parking violation and seizure ($75 fine).

FQBA would like to thank Officer Orlando Matthews for taking the time to inform the audience at the February Lunch Forum about the program.  He also showed the specially designed uniforms for the bicycle units. His presentation was so impressive, members pledged a couple of bikes on the spot. 

 

Please consider donating to the NOPD Bikes Fund by contacting the New Orleans Police & Justice Foundation (www.nopjf.org).  Donations made to this fund are tax deductible.  When making a donation please denote your police district and specifically mention "NOPD Bikes".  Any amount will be accepted and directed to the appropriate district and fund.

The French Quarter

Formosan Termite Project

Operation Full Stop is a federally funded program established in 1998 by the US Congress to conduct research for new technologies to control Formosan termites.  As part of Operation Full Stop, a project was begun in the French Quarter to apply area-wide management of Formosan termites in a historically significant, urban area. The LSU Agricultural Center, the New Orleans Mosquito and Termite Control Board and the Audubon Nature Institute are cooperating partners with USDA-ARS in New Orleans for planning and operation of this project.

 

 To encourage owner participation federal funding is provided for the cost of termite treatment. The primary objective of the French Quarter project is to eliminate termite colonies so as to significantly lower potential damages caused by Formosan termites

Literary Festival

Only one month left to view exhibition commemorating Tennessee Williams' centennial at the Historic New Orleans Collection's Williams Research Center:
This March marks the centennial of Tennessee Williams's birth and the last month of The Collection's exhibition "Drawn to Life: Al Hirschfeld and the Theater of Tennessee Williams." Celebrating two of the most renowned creative minds in American theater, the display brings together highlights from The Collection's permanent holdings of Williams materials and dozens of drawings by Hirschfeld, who chronicled Williams's productions for more than six decades.

The Festival:

 

Celebrate Tennessee Williams' 100th birthday and the 25th anniversary of the Tennessee Williams/New Orleans Literary Festival in the French Quarter, March 23-27, 2011.  Celebrated actors, authors, and other artistic luminaries will join forces for over 100 events in five days, including master classes, panels, theater, food events, walking tours, special events and the Stanley and Stella Shouting Contest. Some notable personalities including Zoe Caldwell, John Waters, Grace Zabriskie, John Mariani and our own Bryan Batt, to name a few, will be participating in the festival.
