FQBA has changed the format of the monthly email
blasts. Each month the newsletter will keep you
informed with FQBA's current projects that may effect your business or the community at large.  There will also be monthly calendar listings and monthly specials offered by members.  More information may be accessed via the association website www.fqba.org

As you will see in this newsletter, FQBA is working closely with a variety of organizations and civic leaders to keep you all informed, find solutions and help stimulate business growth in the French Quarter. 

September brings more opportunities for our community to embrace. Of course, we are all tremendously excited that Saints football is FINALLY here! This brings more tailgaters, locals, shoppers, and tourists to the Quarter. Let's put our best foot forward to make sure that these visitors feel welcome and want to come back again and again! I encourage everyone to take time to evaluate your storefront. With appropriate approvals, make some visual adjustments, have flagstones repaired if needed or put on a new coat of paint. Most importantly, let all of these visitors know that we appreciate them!

I can't express enough gratitude to the volunteers who showed up in the rain to participate in the 2nd graffiti cleanup on August 28. The determination and sincere desire to make a difference in our community reiterates the fact that we New Orleanians love our city.

FQBA continues to work for the Quarter and represent our members. We have a productive and positive relationship with Councilmember Kristin Gisleson Palmer and her dedicated and efficient staff and the new Mayoral administration.  As an FQBA member, you can be reassured that you will be represented professionally and rationally. The NFL Kickoff in the French Quarter  
NFL Kickoff
 
 
For the first time in NFL Kickoff history and in the spirit of New Orleans, the NFL will host a parade to ring in its 91st season and celebrate the New Orleans Saints Super Bowl XLIV championship.
 
The Krewe of NFL Kickoff Parade travels through the heart of the French Quarter, stepping off at 5 p.m. on Esplanade Ave. and North Peters, heading downtown on Decatur and North Peters crossing Canal St. to Tchoupitoulas and ending at Julia Street. Fans are invited to line up along the parade route to be a part of the celebration!
 
"NFL Opening Kickoff 2010 Presented by EA Sports" -- 6:30 p.m. Thursday, Sept. 9. Dave Matthews Band and Taylor Swift are scheduled to perform at Jackson Square.
There will be simulcast coverage of the 60-minute pregame show which will air from 7:30-8:30 p.m. ET on NBC and NFL Network. Click here for more information from the NFL.  
 
The NFL Sponsored Fan Fest will be Tuesday, September 7th through Thursday Septeber 9th in the Jax Parking Lot between Hard Rock Cafe and the Jax Brewery Millhouse. There will be activities for all fans. This is open to the public daily from 10 am to 6 pm. 
 
WHAT YOU NEED TO KNOW:
We have been working with the city all week in hopes to send out a clear interpretation of the plans for the big NFL Kickoff. 
It will be business as usual in the French Quarter while we watch a mega-production being built at and around Jackson Square.
As the event approaches, traffic and parking difficulties will increase.  Please inform all guests and employees of the following.  It is best to utilize public transport or park in the periphery of the Quarter to enjoy all of the festivities the NFL is bringing in. 
Please come celebrate this tremendous occasion, just be prudent of the changes taking place in order to accommodate such a great event!
 
ALL WEEK 9/5 - 9/9:

Wilkinson Street will be CLOSED.
- Jackson Square artists and carriages will be moved
- There will be no parking on Decatur from Toulouse to Dumaine
- No Parking Elysian Fields from N. Peters to Royal, Front Street from Iberville to Bienville
Sunday 9/5:

Decatur Street will be CLOSED from Wilkinson to Madison from 7 a.m. - 7 p.m. 
- Half of Jackson Square will be closed
- French Market parking lot closed from St. Peter Street to Dumaine Street
Monday 9/6 and Tuesday 9/7:

Decatur Street will have 1 lane of traffic each direction  
- Jackson Square interior CLOSED
- French Market parking lot closed
Wednesday 9/8:

Decatur Street CLOSED from St. Louis to Dumaine from noon - 8 p.m.
- FULL CLOSURE of Jackson Square (Parts of the St. Ann, St. Peter and Chartres Street pedestrian malls will be barricaded, access to shopping & Pontalba buildings will remain open)
- French Market parking lot closed
Thursday 9/9, The Kickoff Day:

Parade Barricades will be set by 2 pm
- Expect extreme traffic in all parts of the French Quarter and plan accordingly.

Friday 9/10:

Jackson Square and pedestrian malls still CLOSED

The New Orleans Police Department will monitor all necessary street closures and manage all traffic controls and detours.

Vieux Carre - Graffiti Abatement Program

continued the volunteer effort with a cleanup in the rain this past Saturday, August 28th.  It truly has been a "Vieux Carre" effort with coordination and support from French Quarter Citizens and Vieux Carre Property Owners & Associates (VCPORA).
 
VC-GAP sincerely thanks all of the volunteers that worked hard in the rain and made the effort worthwhile and successful. 
 
A special thanks to the 8th District Police Department for fully supporting the effort by offering space for the "home base." Everyone was excited to see Superintendent Serpas & Major Hosli onsite in support of the community effort also. 
 
Dedicated volunteers we're treated to an early morning coffee from PJ's Coffee Cafe at the Royal Sonesta New Orleans.

Understanding the changes to the French Quarter/DDD Solid Waste Contract
The City of New Orleans renegotiated its contract with SDT resulting in changes to service providers as noted below:
SDT is responsible for the following services under its contract with the City of New Orleans:

(1) Removing curbside debris from a list of approximately 4062 eligible addresses in the French Quarter and the Downtown Development District. 
 
Residences are eligible if the structure contains up to four units or if the small business generates no more than 30 gallons of solid waste at each regular collection.  All other units must arrange for private services for solid waste removal.

(2) Litter can debris removal in the French Quarter to coincide with curbside collection:
Commercial area- Twice daily between 4:00 a.m. and 9:00 a.m. and from 4:00 p.m. and 8:00 p.m.
Residential area - Once daily between 4:00 a.m. and 9:00 a.m.

SDT will clean litter cans and liners at every collection and replace damaged liners as needed.
Litter Can Patrol - Between  7:00 a.m. and 11:00 p.m. with the following responsibilities: Proper placement/positioning of litter cans; cleaning and sanitizing litter cans (3 times per week at a minimum); replacement of plastic liners; removal of waste from litter cans

(3) Mechanical Sidewalk Sweeping in Commercial Areas of the French Quarter (Minimum of 4 mechanical sweepers between 5:00 a.m. and 1:00 p.m.)
      Bourbon Street (from Canal to St. Ann) - 3 times per week
      Royal Street (from Canal to St. Ann) - 1 time per week     
      Chartres Street (from Canal to St. Ann) - 1 time per week
      Decatur Street and N. Peters Street (from Canal to Esplanade) - 3 times per week
      Cross Streets of the area above  - 1 time per week

(4) Daily Manual Street/Sidewalk (including gutters) sweeping in Commercial Areas of the French Quarter (1 Supervisor + 8 laborers)

(5) Pressure Washing of Streets and Sidewalks in Commercial Areas of the French Quarter with lemon fragrance added - 3 times per week between 4:00 a.m. and 8:00 a.m.

(6) Daily Mechanical Street Sweeping in Commercial Areas bounded by Canal, Bourbon, St. Ann and N. Peters Streets as well as Decatur Street and N. Peters Street from Canal Street to Esplanade Avenue. Minimum of 4 street sweepers in service between 12:01 a.m. and 8:00 a.m.

(7) Street Flushing in Commercial Areas of the French Quarter that do not receive Pressure Washing immediately following Mechanical Street Sweeping - 7 days per week with lemon fragrance added
(8) Once per week bulky waste removal (on Wednesdays - by appointment  only) between 4:00 a.m. and 9:00 a.m. for residential customers only

The City of New Orleans' Department of Sanitation is responsible for the following services:
(1) Daily Mechanical Street Sweeping in Fire Lanes of the Residential areas of the FQ bounded by Canal, Esplanade and Rampart up to Bourbon and St. Ann to Esplanade Avenue and Rampart up to Decatur Street.  Parking lanes are swept on Tuesdays and Thursdays.  The DDD and Frenchman Street are handled daily. 

(2) Daily Street Flushing in Fire Lanes of the Residential areas of the FQ bounded by Canal, Esplanade and Rampart up to Bourbon and St. Ann to Esplanade Avenue and Rampart and up to Decatur Streets.  Parking lanes are flushed on Tuesdays and Thursdays.  The DDD and Frenchman Street are handled daily.  Lemon fragrance is added for all areas of the City.

(3) At least daily debris removal from Litter Cans in the Downtown Development District in conjunction with the DDD which currently pressure washes and sanitizes litter cans and replaces missing or damaged liners

(4) Removal of debris illegally placed at ineligible addresses

(5) Daily Manual Street/Sidewalk (including gutters) litter removal in Residential areas of the French Quarter. Litter crews are directed to Frenchmen Street as needed based on daily inspections.

(6) Daily Manual Street/Sidewalk (including gutters) litter removal in the DDD in conjunction with the DDD and Parks and Parkways

(7) Enforcement of City Code, Chapter 138 as amended by Ordinance 26,450, dated 4/5/07 which details requirements for containment of solid waste removal by the City's contractors or private haulers. (Vieux Carre'/DDD businesses and residents must use carts with tightly fitting lids or place waste in fastened, 3.0 mil thick black bags.  Cardboard boxes must be flattened and placed in black bags for pick up.)
(8) Arranging for Special Event and Emergency clean up, if additional services are needed
