Microsoft and PVBS Continue to Invest in Government Contractor Financial Management Software

My partners and I recently attended Directions 2008, the annual partner-led Microsoft Dynamics NAV conference. We believe the next major release of Microsoft Dynamics NAV, which was showcased at the conference, will change how growing and mid-sized government contractors utilize financial management and ERP software.  I'll speak more about this release in future newsletters.
 
As you can imagine, the state of the economy was discussed continuously. There are two things I have to say about that.
 
First, Microsoft continues to invest research and development dollars (R&D) into Microsoft Dynamics NAV.  The features in the new release will help growing businesses understand the state of their business more clearly as well as where they are going, which is critical in these turbulent times.
 
Second, PVBS will continue to invest in our own R&D to help the government contractors and solutions providers we support make better decisions in this challenging economy.

Washington Technology published an interesting article this month focusing on Microsoft Dynamics' remarkable growth in the government contractor space.  The article - Financial software tug of war: Microsoft designs product suite in quest to grab market share from Deltek - talks about how Microsoft Dynamics NAV has been extremely well received by government contractors looking for an alternative.
 
Christine Zmuda (pictured), Microsoft's Strategic Engagement Manager for Dynamics, said, "The Microsoft Dynamics solution can handle both commercial accounting as well as government contracting. That's really important for a lot of even our certified partners [and] for our technology companies who need one solution that can handle both ends of their business."

$10B to Be Spent on Norfolk BRAC Projects; $1.6B to Small Businesses

The Army Corps of Engineers Norfolk District anticipates making more than $10 billion in construction awards for Base Realignment and Closing (BRAC) projects. Jack Beecher, Director of Small Business Programs for the district, described the status of the Corps' BRAC projects at Set-Aside Alert's Executive Breakfast on Oct. 6.

Beecher expects $1.6 billion will be awarded to small businesses, $710 million to HUBZone companies, $592 million to SDB and 8(a) companies, and $300 million to Service-Disabled Veteran-Owned firms.

For the BRAC efforts, three A/E contracts of $3 million to $9 million are designated for small businesses and 61 IDIQ construction contracts, valued at $20 million to $50 million each, are designated small business, 8(a), and HUBZone or SDV set-asides. In addition to military BRAC projects in the North Atlantic region, Beecher's office has recently been assigned to handle a variety of army base dining-hall contracts, as well as three key Veterans Administration projects in Virginia. The VA projects are designated 100% SDV set-asides, valued at around $60 million. The 14 dining-hall contracts are divided between five-year term IDIQs and small direct contracts.
 
The 80 prime contracts total $2.4 billion, to be awarded over five years from FY2007-2011. Another $3.5 billion in subcontracts should flow to small businesses from the major primes handling the largest projects.  Each of the primes has small business goals to reach.
