Welcome to the November 2007 issue of the High-Growth Government Contractor newsletter from PVBS.
One of the most exciting days for PVBS was back in December 2005 when Microsoft CEO Steve Ballmer came to DC and spoke to a crowd of over 500 government contractor executives about Microsoft's commitment to them. That set the stage for the creation of the Government Contractor Solution Circle, an association of six Microsoft solutions providers, including PVBS that brought a complete and complementary set of Microsoft financial, sales, and project management technologies to the market.
Today, I am really excited about how Microsoft is committed to servicing government contractors. As you see in the interview with Microsoft's Christine Zmuda on the right, Microsoft is spending money and devoting resources to creating a government contractor community of Dynamics users. The program includes executive summits, specialized web sites, and ramped up participation on Federal news web sites, such as www.washingtontechnology.com and www.fcw.com. More and more government contractors have moved to Dynamics applications, so the timing could not be better.
On a related topic, we've issued press releases this month about how MANCON and Oberon Associates, two of the fastest growing government contractors around, have implemented Dynamics NAV as their project accounting and financial management solutions. See the press releases on the right. We are proud to have them as customers.

Developing Proposal Strategies for Large Procurements |
Things are always changing in the world of federal contracting. For the federal government, it is the era of contract consolidation and best value procurements. While the amount of contracting has increased in dollar amount, the risks for contractors, including incumbents have also increased. Many incumbent contractors have been caught up in the move to consolidate multiple awards into one. Thus, for many procurements, neither incumbents nor challengers have any significant advantage over its competition. And even highly rated incumbent contractors lose in subsequent competitions.

Microsoft and PVBS Announce Major Government Contractor MANCON Standardizes on Dynamics NAV from PVBS
Microsoft Corporation and Pleasant Valley Business Solutions both announced that large systems integrator MANCON (Virginia Beach, VA) has become a customer of Microsoft's Dynamics NAV for Government Contractors from PVBS. MANCON is one of the largest companies to date that sells products and services to the Federal Government that has standardized its business processes on the Microsoft Dynamics platform. Priming the Cash Flow Pump
Understanding the details of the cash flow process and proactively managing the process with clients and vendors bodes well for all parties and supports project success. To satisfy our vendors with speedy payments as well as satisfy our financial officers and senior managers with low days sales outstanding (DSO) figures and positive project cash flow, successful contract managers and project managers keep a close eye on their project cash flow.
Managing cash flow, however, involves more than the pre-award financial screening of clients or negotiating pay terms, prompt pay incentives, and invoicing requirements during contract award. It takes understanding the entire cash flow process, from our company's billing practices to final payment receipt, and then tweaking the process to allow the cash to flow more efficiently. Eagle Eye for Microsoft Dynamics CRM Optimizes Contract Pipeline Management
Microsoft Dynamics CRM is a customer relationship management (CRM) solution that provides the tools and capabilities needed to create and easily maintain a clear picture of customers for government contractors, from first contact through to purchase and post-sales. Government contractors are looking at a specialized application, Eagle Eye for Microsoft Dynamics CRM, to manage their contract pipeline. Microsoft Launches Major Effort to Support Government Contractors |
Microsoft has aggressively marketed Dynamics solutions to government contractors over the past decade. Microsoft CEO Steve Ballmer spotlighted this commitment in a seminal speech to over 500 government contractor executives in December 2005. This was supported by the creation of the Government Contractor Solutions Circle, a partnership of six companies that offer complementary solutions for government contractors.
Now, Microsoft is ready to engage the market with its strongest effort to date as it unveils a powerful outreach campaign this month. The support effort, which features online communications, an executive summit, demos, and a new advisory council, was designed to let government contractors know that the Dynamics product lines, particularly Dynamics NAV, perfectly meet their needs and DCAA requirements.
We interviewed Christine Zmuda, Strategic Engagement Manager at Microsoft for Government Contractors, to learn more about Microsoft's focus on the government contractor space for its Dynamics product line.
