I continue to be so thankful to you for all of their hard work to serve students. In spite of the many worries that burden us there are so many amazing accomplishments happening everywhere in our District.
I've been thinking a great deal lately about what it means to be a leader. I have identified six key areas that show leadership in my opinion. I promise to "walk the talk" and strive to embody these character traits. I am sure there are many others. If you can think of any, please let me know.
EMBRACE CHANGE - Change is happening every day, all around us. We must resolve to see change as something positive and something that means growth and new opportunity.
HAVE A POSITIVE ATTITUDE - Yes, sometimes we all feel down, frustrated, sad, and many other emotions that rub off on those around us in a good way or a not so good way. A leader must have be able to maintain a positive attitude and face all challenges, both good and bad, with courage and high spirits.
COMMUNICATION - Communication is critical to any team, family, or group of people. When we all know what's going on we can all share in the planning, knowledge, and activities that keep us moving forward together.
LISTEN - A leader needs to listen to everyone in order to understand and to learn. Our co-workers, friends, colleagues, etc. all have something to share and something to teach. We don't know everything and the only way we can learn something is by listening.
TRUST - A leader trusts his colleagues, gives them the benefit of the doubt and allows them to do their work in a safe environment that is free of fear and doubt.
BE COMMITTED - You must want to be doing what you are doing. If you are not committed to your organization, your staff, your community, it will be evident in your attitude and the quality of your work. Commitment is the greatest tribute you can pay to those around you.
SBCCD will be the best community college district in the state. I believe that working together, we can achieve anything.
Notes from September 21, 2011 Chancellor's Cabinet
Chancellor's Cabinet meets every two weeks to discuss issues of a District-Wide nature with the Chancellor, the Vice Chancellor Fiscal Services, the presidents of CHC, SBVC and KVCR, and the Human Resources consultant. We want to keep you informed of the topics we are discussing in Cabinet that are not of a confidential nature. Here is a summary of discussion from the September 21, 2011 meeting.
Dr. Glen Kuck was our guest and presented a plan for growing our International Students which would increase revenues and add diversity to the District. The plan included an online component as well as a plan that increases our foreign student population on campus. Dr. Kuck will meet with staff to further pursue the concepts.
An additional position was approved for Technology and Educational Support Services (formerly DETS) as the highest Program Review priority for 2011-2012. This position will work with faculty on Blackboard training and assistance.
A discussion was held on the importance of completing staff evaluations in a timely manner. Jack Miyamoto will provide a matrix of management and classified staff and their evaluation due dates.
Discussion on a revised building naming policy was discussed and was approved by the Foundations. This will make it's way through the policy approval process.
Chancellor open forums to be held on each campus
The Chancellor, along with the Vice Chancellor for Fiscal Services and the Human Resources consultant, Jack Miyamoto, will be on each campus for an open forum. We look forward to meeting faculty, staff and students. We will give a brief District and state update and answer your questions.
Crafton Hill College Chancellor's Open Forum will be held on Wednesday, October 12, 2011 from noon to 1pm, in the Theater.
SBVC Chancellor's Open Forum will be held on Wednesday, November 16, 2011, from noon to 1:00 p.m. in the Library Viewing Room.
Budget Update
The next milestone event in the state budget for community colleges is the amount of revenue collected by December 15, 2011.
July revenues were $539 million below forecast. The Community College League of California is advising community college districts to prepare for mid-year cuts totalling $127 million, which is a deficit to the general apportionment of about 2.3%.
This accounts for the Tier 1 cuts ($30m), the Tier 2 cuts ($72m) and the anticipated structural apportionment shortfall of ($25m). While the former two are specified in the budget trailer bill, the latter could vary up or down, although is highly likely to be at least $25 million.
This would mean Summer 2012 fee hike to $46 per unit. And, our planning for the "worst case scenario" would hopefully mean no further budget reductions but we were working with an earlier version of the state budget so additional mid-year cuts are a possibility.
Charlie Ng is the new Vice Chancellor for Fiscal Services
Charlie Ng has served as the Interim Vice Chancellor of Fiscal Services for the San Bernardino Community College District since July, 2010. He serves as chair on the District's Strategic Planning Committee, District Budget Committee, and District-wide Safety Committee where he assists in coordinating the District's strategic planning, budgeting, and safety activities.
Charlie served as the Vice President of Administrative Services at Crafton Hills College 2005-2010. He also served as an adjunct instructor for Crafton Hills College in 2007 and 2008. From 1992-2005, he has served in various other administrator positions including Director of Facilities for Los Angeles Pierce College of the Los Angeles Community College District, Chief Engineer and Director of Distribution Center Operations for the Associated Students, University of California Los Angeles, and Plant Engineering Supervisor for United Parcel Service. He holds a M.S. in Advanced Management from Claremont Graduate University, an MBA from the University of Redlands, and a B.S. in Electrical Engineering from San Diego State University.
I am very please to have Charlie as our permanent Vice Chancellor.
KVCR introduces the First Nation's Experience television station
Last Sunday evening, at exactly 7:00 p.m., the new television station, First Nation's Experience (FNX) began broadcasting over the KVCR airways. The new station, funded by a six million grant from the San Manuel Band of Mission Indians, is the first television station of its kind in the country.
Initially serving the second largest market in the United States of potentially 18 million viewers, FNX broadcasts from the KVCR Studios located on the SBVC campus. Within one year, FNX plans to expand and lead the way as a U.S. producer and national and global exhibitor (via the Internet and over-the air, satellite and cable broadcast systems) of authentic First Nations storytelling. Programming will comprise varying genres including documentaries, sports, feature film, drama series, news and comedy.
Let's wish our colleagues at KVCR and San Manuel Bank of Mission Indians good luck with their ambitious project.
