HACU award
Interim Chancellor Baron accepts the HACU Outstanding Member award on behalf of the San Bernardino Community College District.  The award was presented by HACU president, Dr. Antonio Flores and Sandra Serrano, HACU Governing Board Chair.

I hope you are having a great week!.  We've been busy here analyzing the new state budget and preparing for tomorrow night's Board of Trustees meeting. We've also been thinking through some very "heavy" issues about the role of the District Office for the next phase of the District's strategic planning process. 

I've been busy balancing time between the District and getting out in the community to spread news about the good work that you are doing on behalf of our students.

Budget Update
Charlie Ng, our Interim Vice Chancellor for Fiscal Services, has been keeping you informed about the state budget situation.  As you know, the legislature finally passed a budget last week.

Here are the highlights:
  • 2.21% enrollment growth
  • $35 million to back fill categorical cuts imposed in 2010-2011 (replacing the ARRA federal backfill).
  • $25 million for the Economic and Workforce Development Program to "meet emerging workforce needs".
  • $20 million for Career Technology programs.
  • No cost-of-living adjustment (negative or positive).
While this may seems like a good budget, the big problem is that the amount of deferrals is increasing and many of the funds that are built into this new budget will not be funded with cash until next year.

Additionally, it is already being reported that the state budget is still in deficit by about $10 billion and the new governor is very likely to reopen budget discussions and mid-year cuts may occur.

When the Board adopts the final budget tomorrow, it will be based on the earlier tentative budget figures.  We will continue to monitor the state economic situation, have discussions in our collegial consultation committees and Chancellor's Cabinet, and determine next steps over the coming months.

Enrollment Update
The current enrollment at both campuses is strong for the fall semester. 

Valley College is currently at 5,106 FTES up 138 from last fall.  This is with the reduction of 194 class sections to stay within the budget target. 

Crafton Hills College is currently at 2,264 FTES down 78 from last fall.  This is with the elimination of 37 class sections.

Based on summer and a projection for spring that is the same as last spring, we would end the year with a projected FTES of 15,282, down about 632 from last year but still 1,500 above our budgeted base from the state.

At spring class schedules are now being prepared each campus will make a determination about the best mix of classes to meet the needs of the community and stay within available resources.  This is always a delicate balance.
Alisa MooreNew Public Information Officer Works at Both District Office and Crafton Hills College.

Alisa Sparkia Moore, Esq., is the new Public Relations and Marketing Director for both Crafton Hills College and the SBCCD. She previously served in a similar position at Ventura College and at Cal Poly SLO and was with Georgetown University Law Center. An attorney, Alisa is married to John Moore, the Managing Editor of the Ventura County Star. They have one son, Jeremy, 22, who lives in Las Vegas.

SB 1440 - Transfer Bill
On Monday, October 4, 2010, the Governor held a ceremonial signing of SB 1440, the historic bill to improve community college transfer to the CalState University system and AB 2302, which will help with the implementation of the transfer pathway established by SB 1440.  Senator Alex Padilla, Assembly Member Paul Fong, along with CCC Chancellor Jack Scott and CSU Chancellor Charlie Reed, also spoke at the signing event. On Thursday October 7, the CSU and CCC announced the formation and composition of a 14-member joint task force charged with the implementation of SB 1440.

The initiative will simplify the transfer process between the California Community Colleges and California State University systems, increasing efficiency and generating approximately $160 million annually in cost savings. The savings will be used to provide access to roughly 40,000 additional community college students and nearly 14,000 California State University students

Local Job Market Still Hurting
This month, economist John Husing published his economic profile of the Inland Empire. Jobs continue to be lost due to the poor economy but at a much lesser rate than last year where jobs lost reached over 92,000.  In 2010 so far the Inland empire has lost 28,444 jobs.  The largest job losses were in the categories of Construction (-12.6%), Education (-5.3%), Management and Professionals (-3.9%), Financial Activities (-2.6%) and Social Assistance (-2.1%).  There were a few professions with gains in new job openings.  Among the highest were Mining (+9.1%), Amusement (+6.4%), Employment Agency (+2.2%).  The Inland Empire unemployment rate is at about 14.2%.

I am sure that we all have friends or neighbors who have felt the sting of this terrible economic downturn.  I am so pleased that our District has stayed financially strong and we have been able to preserve our full-time contract employee positions.  That will continue to be our high priority.

Smoking Survey Coming
I have been asked by the student trustees from both campuses to conduct a district-wide study of current attitudes towards smoking on campus.  Based on the results of the surveys there may be further discussion about changes to our current smoking policy or administrative procedure in the District Assembly.  We anticipate sending out the brief survey next week.
