Greetings!

Happy Fall 2010 Semester:

This summer sure flew by fast!  I cannot believe that we are beginning fall 2010.  Welcome back to those of you who were away.  This is going to be a great semester.  There are so many exciting things happening on the campuses and at the District.
  • Measure M is moving forward at a fast pace.  There are eleven projects either in design or programming with a current value of over $200 million.
  • The District Strategic Plan is complete with Phase II beginning this month to include KVCR, and Economic and Workforce Development.
  • The District has completed its first Program Review process which generated 61 objectives for improvement that have been prioritized and are now being implemented.  Our review and update process will be commencing shortly.
  • We are awaiting word on a final state budget which we hope will be favorable to the Community Colleges.  The budget currently on the table contains $83 million in additional funds for the community college system including a 2.1% enrollment growth increase and a reversal of the cuts originally made in the Governor's January budget.
  • The new, District Safety Committee has been meeting and working on District-wide safety concerns.
There is much more share.  I will continue to keep you informed about the many activities that are happening at the District.  Have a great semester.

Bond Measure Gets New Signage
New bond measure sign for ValleyBoth campuses will be receiving new signage thanking the community for their support of Measure M.  Also, new project-specific signs will be put into place as new construction begins.  This will help to inform the community about the work that is happening on the campuses and communicate the excitement we have about the bond program.  All of the students in the signs are actual students at either Valley or Crafton Hills College.  We appreciate their participation in this project.

Welcome New District Office Staff
I am pleased to introduce several new faces at the District Office.  You may know some of them because they have worked at the campuses.  They are:
Interim Vice Chancellor, Charlie Ng
Charlie Ng has joined the District staff as the Interim Vice Chancellor for Fiscal Services.  He has worked as Vice President for Administrative Services at Crafton Hills College.  Charlie has an MBA and will bring knowledge of fiscal and administrative procedures to the District.

Tanya Rogers, New Internal Auditor
Tanya Rogers has joined the District staff as the Internal Auditor, replacing Steve Sutorus who help that position until his promotion to Business Manager.  Tanya has a CPA and has worked for audit firms on community college audits.  She also holds a fraud investigation certification.

Accounting staff moved to District Office
We are very pleased to have Eloise Sifford, Nancy Green and Lidya Alamsyah at the District Office.  Formerly working at Valley College, these accounting staff members actually work on District-wide accounts such as bookstore, cafeteria and trust, in addition to other duties.  They are a great asset to the District Office and we are very happy they are back where they belong.

Other District Office News
Debit Card Vendor Goes Bankrupt
Springbok, the vendor providing the District with debit card services for financial aid distribution has filed for bankruptcy.  Fortunately, it appears that the majority of our students will not be affected by this and their funds are intact.  We have so far, identified about $25,000 in "lost" financial aid. We will file a claim on with the bankruptcy courts.  Our intention is to make our students whole to the extent that it is financially feasible to do so.  Financial aid will go back to being distributed via checks until a new discussion about debit cards is held.

New Building Dedication at Valley College

Dr. Daniels address the crowd.

On Friday, September 13th at 3:00 p.m., Valley College held a building dedication ceremony for four new Measure P buildings including the New North Hall, Media Communications, M&O and Custodial.  The ceremony was attended by Board members, political dignitaries, Valley faculty, staff and students, and others.  President Daniels gave an excellent overview of the building projects and then provided tours of the new facilities.  We should all feel proud to see how well our building projects are moving forward and revitalizing our campuses.

Rumor Control
We heard that a new building at the District is being planned with Measure M funds coming from the campuses.  Is that true?

No! A new District Building has been discussed at the District and Board level for at least the past year and a half.  We recently purchased 4.2 acres of vacant land just north of the A.T.T.C. and hired an architect to help develop a program for a new building.

The plan is to consolidate all District Office operations at the Del Rosa location, freeing up space on the Valley campus where Central Receiving currently is housed, and getting our staff out of the less than desirable space at 8th street.  There may be other additions to a District building that would be beneficial to the community.

The funding for this project will mostly come from unspent Measure P dollars and interest income.  A small balance may need to come from Measure M.

A bigger concern for Measure M is the inability  of the state to issue bonds for construction.  Our original Measure M plan had over $100 million in proposed state funding.  Without that funding we will not be able to fully implement our master plans.  See above link to Bond update for more specific information.

We established a shared governance work group to help with the program for the new District building.  On the work group are members of faculty, classified and administrative staff.

We will keep you posted about this project.

Let me know how the District Office can help to support you in the important work that you do for our students.

Sincerely,

Bruce Baron
