On September 21 we sent a notice to you about the Waiver revisions in process with FSSA. We were concerned about the direction the revisions were taking.
We had been unable to read the proposed revisions, so it was difficult to formulate a response to those concerns.
We asked you to contact public officials about this. Several of you did.
We were a little late.
The revisions were approved on September 25. We received notice on September 29, and the new regulations went into effect on October 1.
It's important to note that individual consumers will not notice any changes in their plans until their annual review date. If their plan was approved on September 30, for example, it will be September 30 of 2010 before changes are noted for that individual.
We believe the face of services provided by this and other provider agencies will change tremendously in the next 12 to 18 months.
We believe the ultimate losers in this process will be persons with intellectual and developmental disabilities.
At this point we have more questions than answers. Once we have a more clear picture of the future of services, we will be getting back to you.
