What's New - APPS update causing submission problems nationwide

Problems with the APPS upgrade last weekend are causing 2530 submission headaches nationwide. Seems the Baseline set up wizard is missing the "Next Step" function at a critical juncture, preventing users from finalizing any new baselines. If you can't establish a baseline, you can't do an APPS submission. Big problem for those with new deals to submit.

HUD quickly established a protocol to assist you in getting Baseline's finalized. See our APPS Tip of the Month below. No word yet on the timing of a permanent fix. Stay tuned here for further information.

APPS Tip of the Month - Baseline Help

Did you know?

New Baselines cannot be finalized until the APPS system repair is in place. This may take 2 weeks or it may take 3 months.

In the meantime, users should do all 3 of the following steps:

Create Baselines as usual, but after completing the "Edit Organization Structure" step of your baseline, select "Save and Exit"
Add Previous Participation from the APPS home page using the "Edit Previous Participation" function.
Then, email to stevehoang.pham@hud.govand kristen.e.messina@hud.gov with the Submission ID of your Baseline, requesting they "establish the baseline" on your behalf.

The deadline to send in the submission ID is Tuesday 10:30AM EST to be processed and completed on Thursday the same week. Any submission IDs sent after Tuesday 10:30AM EST will be processed and completed the following Thursday. HUD will lock the baseline you identified, allowing you to create future 2530 submissions for that organization.

PLEASE NOTE:

There are no exceptions to this time line. Please plan ahead accordingly.
