The new Deputy Assistant Secretary of REAC, David Vargas, is working to improve relationships with the industry while maintaining REAC's mission: to assess risk.  That can be a tricky balance to achieve.

Last calendar year, REAC processed 2,000 Appeals - a huge drain on time and resources at HUD. Vargas hopes to lower that number by improving the process.  He states, "we should not be arguing over whether or not a deficiency exists."  Perhaps that is why HUD released clarification on Electrical Panel deficiencies earlier this month. (See our REAC Tip of the Month below.)

Vargas asserts, "REAC Inspections must be reliable, replicable and reasonable."  On that, we all agree. Good luck to you Mr. Vargas.  We are watching, waiting and ever hopeful.
APPS Tip of the Month - Signatures
Did you know?

 

HUD Headquarters does not have a specific policy regarding how quickly you must submit the original signature package after transmitting an e-2530 in APPS, but many local Field Offices do.

 

Some are frustrated when HUD cancels their submission after 3 days, due to failure to receive a timely signature package. We recommend a 3-pronged approach:

  1. Plan ahead (like you would for a closing) to have signators available before you transmit.
  2. Circulate, gather signatures and send via overnight mail to HUD (signatures in counterparts are fine as long as HUD receives them all in one package) 
  3. Communicate with your local Field Office so they understand your circumstances (in most cases, they will work with you, if they are assured you are acting expeditiously)

REAC Tip of the Month - Electrical Panels
Did you know?

REAC released new guidance on electrical hazards, but nothing has really changed. What this new document does provide, are specific examples, with photos, of what is and is not acceptable.

We thank HUD for providing the industry with this clarification. Electrical panel deficiencies are high point deductions that you need to stay on top of.  Go to our Helpful Links section below to download this document.  It is a wonderful training tool for on-site staff.
