What is ARRA Reporting? |
The American Recovery and Reinvestment Act of 2009 includes requirements for accountability and transparency. Section 1512 of the American Recovery and Accountability Act of 2009 requires recipients of Recovery contracts, grants, and loans to submit reports on funds received no later than 10 days after the end of each calendar quarter.
The first reporting period ended on Oct. 10, 2009, at midnight Pacific Standard Time (PST). Since this was the first time that recipients were submitting data reports and some states encountered technical challenges in filing bulk reports for their recipients, FederalReporting.gov remained open for an extended 10-day grace period.

Did you know?
Anyone who received Recovery Act funding must report. You may be required to provide this reporting even if you did not receive notification. Check here for a list of programs subject to ARRA reporting.

ARRA Reporting Tip - First Things First |
Did you know?
First, you need a DUNS #. Then, you need a CCR #. Then, you can proceed to register with FederalReporting.gov.
This misunderstanding of process caused the largest frustration for industry folks attempting to comply with the ARRA requirements.

What if I missed the deadline? |
Many were surprised to receive notification from HUD that they were required to report job creation and other data related to Recovery Act funding on the www.FederalReporting.gov web site. Many struggled to gain a DUNS #, CCR # and an FPIN. Many missed the deadline. Many were surprised when the reporting fields denied them access.
Here is what was sent last week to PBRA Recipients:
"Dear PBRA recipient: FederalReporting.gov is now closed to reporting. If you made a "good faith" effort at reporting but were ultimately unsuccessful in submitting a report, due to technical or other difficulties, please keep the documentation of your attempts (emails, error messages, etc.). If you are still in the process of registering for DUNS, CCR or FederalReporting.gov, please continue to register. Registration is open on an ongoing basis. You may then enter your report when FederalReporting.gov re-opens for new submissions on January 1st, 2010. If you were able to report but entered information erroneously, you may receive a "comment" from HUD through the FederalReporting.gov system. You will receive an e-mail from FederalReporting.gov if any comments are entered on your report. You will then have an opportunity to correct the entry or enter a reply comment to the HUD reviewer. Again, thank you very much for your patience and your diligence. HUD appreciates your commitment to meeting the Recovery Act goals of transparency and accountability. Please contact HUD program staff with any further questions." |
