A new HUD REAC Inspection Notice was issued on Friday, May 29th  detailing UPCS protocol changes.  Notice 2009-02 establishes new requirements regarding the inspection of ranges/stoves and ovens in units and common areas.
 
Be sure to read the notice, as it clearly states deficiency level detail as well as appeal rights.
 
The REAC Compilation Bulletin will be updated and this change will go into effect on July 20, 2009. 
 
Additional changes are being considered regarding elevator machine rooms.  Watch APPS & REAC News and Notes for the latest information.

Did you know?
 
Applications for the Green Retrofit Program for Multifamily Housing "must provide evidence there are no flags raised in the Active Partner Performance System (APPS), also known as 2530 clearance."
 
The Green Retrofit Program makes funding available to multifamily owners for adopting measures that will meet requirements for green project operations. For links to the GRP program overview, the HUD Notice, and other information, see our Helpful Links section below.
 
If you are set up to file an electronic HUD 2530 in APPS, you already have access to Flag reports.  If you are not set up to file electronically, what are you waiting for?
 
Helping organizations set up initial access to APPS, create a baseline and file electronic 2530's is Murphy Consulting's specialty.

EIV Applications

Did you know?
 
HUD Multifamily rejects 50% of all EIV Coordinator applications it receives.  We asked why and here is what they said:
  • Applicants forget to write in their WASS ID. (This is the first item reviewers check.)
  • Individuals send User applications instead of Coordinator applications. (User applications should not be sent to MF EIV.) 
  • The Contract Administrator Role is checked by people who are not Contract Administrators. (Hint - If you do not have a Contract Administrator number, you are not a Contract Administrator.)
  • The project information supplied is insufficient or incorrect.  (You will not be approved as an EIV Coordinator unless you have a qualifying property.)
  • Quite a few applications are sent without the signature page. (Applicants need to check their work before submitting.) 
HUD prefers to receive Coordinator Access Authorization Forms as a pdf via e-mail to mf_eiv@hud.gov  If you do choose the fax method, they ask that you please notify them via e-mail that you have faxed your application.
 
Working with MF EIV and paying attention to details, will provide for a smoother application approval process.
