PlanCheck October Meeting Recap

PlanCheck's meeting this past Saturday featured Michelle Sorkin and Kevin Keller from the City Planning Department where they presented a power point presentation of the new Citywide Urban Design Guidelines process now underway.  It was originally scheduled that the new Guidelines for Commercial, Industrial and Multi-Family Residential projects would be presented to the City Planning Commission this Thursday, Oct. 14 but that has now been postponed.  Instead, they will be presenting the Guidelines at each of the upcoming Area Planning Commission meetings coming up in the next few weeks and the City Planning Commission hearing will be scheduled sometime in November.  Here is the schedule:

Tuesday, October 12 - Central APC
Tuesday, October 19 - Harbor APC
Wednesday, October 20 - West LA APC
Thursday, October 21 - North Valley APC
Wednesday, October 27 - East LA APC
Thursday, October 28 - South Valley APC
Tuesday, November 2 - South LA APC

Now is a good time for neighborhood councils to continue to review the guidelines.  Recommendations for changes are welcome and encouraged, including examples showing the good types of design in character with a neighborhood.  Michelle said to be sure and send in  examples we would like to see so they can be considered to be included in the next draft.  These new Citywide guidelines are only meant for new construction projects.  This means projects being built from the ground up.  If the guidelines are better than current Specific Plans then the new citywide guideline could be used but Specific Plans override the Citywide guidelines.

Community Care Facilities

Alan Bell gave an update on the new ordinance intended to develop a consistent policy.  This ordinance will be at The City Planning Commission on Thursday, October 14,  8:30 a.m.


Neighborhood Council Case Tracking System

Challis MacPherson and Jim Murez will be taking the Neighborhood Council Case Tracking System on the road starting in November for interested NCs.  These workshops are designed to be presented to several NCs at once.  NC's will need to provide a location to hold 20 -30 stakeholders depending upon your expected turnout and WiFi as the case tracking system will be available on line.  The following first and third Saturdays are proposed. Some neighborhood councils have already confirmed.

SB1818 Facts and Data

SB1818 has been of concern since it was enacted.  SB 1818 says that Planning must have in place specific quantifiable standards by which to evaluate whether, or to what extent, each proposed SB 1818 project will adversely impact the public health, welfare, safety, or physical environment.  A review and public vetting of these standards is overdue.  At a minimum the review must be predicated upon whether the ordinance is achieving the goal of increasing affordable housing.  Data is needed on how much affordable housing is being gained or lost by LA's implementation process for approvals.  Information should be required regarding the economic need for the incentive or concession sought to the extent necessary to justify the amount of affordable housing units sought or needed.  Further, a strategy is needed to prevent SB 1818 from being implemented in developing projects to the detriment of communities.  Communities must become educated about the economics of these projects in order to engage in a meaningful dialogue with developers.  At a minimum the city implementation ordinance must be structured so that SB1818 does as intended and increases the amount of affordable housing rather than diminishes it.  This requires that the data be collected on the impacts of current projects and the potential net gain/loss of affordable housing from approved projects not yet implemented.  Communities must become aware and educated about projects that create net losses of affordable housing or degradation of existing community design, public safety or health standards.  There are concerns regarding the potential for impacts from already approved but not yet implemented SB 1818 projects that will activate as the economy rebound.

Important Dates for Citywide Projects

The following are some important upcoming dates on some active citywide initiatives.  PlanCheckNC is working to create a calendar that incorporates all citywide Land Use and Planning projects with their various important dates and stages.  While we are working on moving forward with this project; please take note of the following:

9/27 - Comment period ended for Citywide Design Guidelines

9/30 - Comment period ended for Core Findings Code Streamlining Amendments

10/6 - Negative Declaration comment period ended for Community Care Facilities Amendments

10/7 - Last day for formal written comments to Commission Secretary on Core Findings & Community Care Amendments.  Note that comments are also taken at the City Planning Commission both verbal and in writing.

10/14 - City Planning Commission - Thursday, after 8:30 am, 200 N. Spring St., Room 1010, 10th Floor, Los Angeles, CA 90012 - hearings for Community Care and Core Findings.

10/15 - ND comment period ends for Core Findings
