More than 170 turn out for 3rd Annual Year-In-Review Banquet
The Hutto Economic Development Corporation hosted more than 170 people on October 27, 2011 for its 2011 Year-In-Review Banquet. At this event, he Hutto Economic Development Corporation presented the 2011 Annual Report to the community and reviewed the organization's accomplishments of the last year. The presentation of the report was followed by remarks from college coaching legend Jackie Sherrill. Sherrill spoke on teamwork, leadership, and gave an overview of college football conference realignment.

New Hutto EDC Board Member Appointed
Cary Rabb newest member of the Hutto EDC Board
At the October 20, 2011 Hutto City Council Meeting, Cary Rabb was appointed to the Hutto Economic Development Corporation Board of Directors. Rabb is President of the WAG*A*BAG™ Convenience Stores. Currently there are 18 WAG*A*BAG™ stores in Round Rock, Hutto, Pflugerville, Georgetown, Liberty Hill and Austin. "The Hutto Economic Development Corporation is pleased to welcome someone with such deep Williamson County business roots to the Hutto Economic Development Corporation Board of Directors. I'm confident Mr. Rabb with his experience and strong business leadership will be an asset to our organization," stated Executive Director, Scott Martinez.
The Hutto Economic Development Corporation is governed by a seven member Board of Directors that is appointed by Hutto City Council. Directors serve three year staggered terms with no term limits.

| Retail Consultant to Present at November Power Breakfast
Retail Consultant to present findings at November Power Breakfast
The Hutto community will hear from Independent Retail and Economic Development Consultant Joey Grisham on the recently completed 2011 Retail Study on November 10, 2011. Grisham will discuss the study methodology, retail trade area assessment, retail leakage, and make suggestions on expanding retail in Hutto.
This event will be held at 7:30am at the Holiday Inn Express in Hutto, and like all Hutto EDC Power Breakfasts, this is a free event open to the public.
About Joey Grisham
During his ten years in local Economic Development positions and retail consulting, Joey has been involved with retail from many different angles. He successfully led local Economic Development agencies in Texas, Alabama, and Mississippi, and is one of less than 300 individuals in the U.S. to possess a Master's Degree in Economic Development. Joey began his retail consulting career with a retail firm called The Retail Coach where he worked on a number of retail market studies across the U.S. including Texas, Wisconsin, Tennessee, Arizona, and Indiana. Over the years he has developed a large network of developers, retailers, and retail industry professionals. He holds degrees from the University of Mississippi, University of Memphis, and University of Southern Mississippi. Originally from North Mississippi, Joey is married with 2 children and lives in Granbury, Texas.

| At the October 6 meeting, the Mayor and members of the Hutto City Council heard an update on the status of the Farley Streetscape Project. The following includes a brief summary:
Main Street to West Street Sub-grade prep complete Base, curb and gutter, initial paving by the end of October End of dust issues for the most part
Sidewalk Elements Light poles, benches, tree grates, sidewalks, etc. Done by mid-December
Substantial Completion by December 23 Heavy Equipment will be off the project
Final Completion by January 22 Landscaping, trees, final paving, striping and painting parking spots

CAMPO Awards City of Hutto Funding for FM 685 Project
| The City of Hutto has been awarded approval for funding improvements for FM 685 from the Capitol Area Metropolitan Planning Organization (CAMPO). The FM 685 widening project involves improving 1.82 miles of the FM 685 corridor in Hutto from US 79 to SH 130. This includes creating a divided roadway and improvements to pedestrian and bicycle mobility. The estimated cost of the project is approximately $13.5 million. The project is scheduled to be under construction in 2013. When completed, this improved highway will provide connectivity with a major north/south highway, SH 130, improve access to the City of Hutto, and improve safety.
Project Highlights- Increases safety along the road with the addition of turn lanes, shoulders, and median
- Improves access to businesses and neighborhoods
- Provides pedestrian and bicycle access and helps connect the City's trail system
- Replaces Brushy Creek Bridge with new structure above the floodplain
Roadway Construction- 2 lanes in each direction with 10' shoulders
- Raised median from US 79 to Hutto High School
- Divided roadway from Hutto High School south to SH 130
- Dedicated turn lanes at Carl Stern Blvd, Knowles Drive, Riverwalk Drive, and Great Western Drive
Bridge Construction- New northbound and southbound bridges at Brushy Creek that are above 100-Year floodplain
- Bridges contain sidewalks and bicycle accommodations
Pedestrian and Bicycle Mobility- New 5-foot sidewalks along both sides of FM 685 from US 79 to SH 130
- Bicycles lanes within shoulder along both sides of FM 685 from US 79 to SH 130
- Connections to existing sidewalks at each cross-street
- Provisions for future Brushy Creek Trail under the new bridges

City Earns Financial Transparency Award from State Comptroller
| Hutto was awarded a Silver level award for fiscal transparency by the State of Texas Comptroller. The Comptroller's transparency check-up program was developed to gauge how governmental agencies including cities measure up, and to gauge how easy it is for citizens to explore where their tax dollars are being utilized. The award is based on the amount of financial data available on the City's website, and the ease of accessing that information.
The Silver level award exemplifies that Hutto is making great strides to becoming more transparent and encouraging the community to participate in the government process. Hutto was first recognized for the award in 2010.

City Council Fills Vacancies on Boards and Commissions
| The Hutto City Council recently appointed individuals to fill unexpired terms on the Planning and Zoning Commission, Historic Preservation Commission, Zoning Board of Adjustments, and Economic Development Corporation. These appointments were made to assure that a quorum is maintained to address items that come before these Boards and Commissions.
Jason Conley and Andre Patterson were appointed to the Planning and Zoning Commission. The terms for Mr. Conley and Mr. Patterson will expire December 31, 2011.
Barbara Kelly-King and Robert Lykins were appointed to the Historic Preservation Commission. The term for Mr. Lykins will expire December 31, 2011 and Ms. Kelly-King's term will expire December 31, 2012.
Shannon Ritchie was appointed to the Zoning Board of Adjustments. Mr. Ritchie's term will expire December 31, 2011.
Cary Rabb was appointed to the Economic Development Corporation. Mr. Rabb's term will expire December 31, 2013.

Council Approves SmartCode Amendments
| During their regular meeting on October 20, 2011, the Hutto City Council approved the first reading of several proposed SmartCode amendments with minor changes. City Council approved the development of a review criteria for the issuance of Warrants, which often function as special use permits in Old Town, within the SmartCode. This will better clarify, particularly for the Historic Preservation Commission, a process for reviewing Warrants. The Council also approved adding "Museums" to be permitted by Warrant in several additional transects in the SmartCode. The Council approved providing more flexibility in transect allocation percentages for SmartCode submittals outside of Old Town, provided that the Planning & Zoning Commission have the authority to approve such changes above 10%. The Council then approved adding several commercial uses to the "Special Services" definition within the SmartCode. This would effectively ban these uses from Old Town Hutto. The uses include tattoo and body piercing businesses, fortune tellers, title loan offices, and head shops.

Council Approves Thoroughfare Plan
| On October 20, 2011, the Hutto City Council approved the proposed Hutto Thoroughfare Plan. The plan identifies new roadways and roadway connections within Hutto's growth area. It also classifies several existing roadways for future improvements. The goal of the Thoroughfare Plan is to create better connectivity between Hutto and the surrounding region, as well as within the City of Hutto. The plan was completed in-house by City staff. Staff met with representatives from TxDOT and Williamson County to ensure consistency with their plans. Staff also closely referred to the CAMPO 2035 Plan as well as the surrounding cities' thoroughfare plans to further ensure consistency in regional transportation planning. Hutto ISD, Hutto Fire Rescue, and the Hutto Police Department also provided input on the Thoroughfare Plan.
