The Council dispensed with the second reading of the ordinance for both items.

City Council Approves Budget and Tax Rate
The City Council approved the budget and tax rate during their City Council meeting on September 15.

The total budget, including capital projects, totals $21,046,695 which is a decrease from the current year amended budget of $24,142,775. The decrease is due to capital projects.

Planned capital projects include construction of Mager Lane, design and construction of the FM 1660 South Sidewalk, improvements to the Jim Cage/Front St. intersection, design of the YMCA recreation center, and fencing along portions of Front Street and Carl Stern.

The operating budget will increase 4.8% due to the first payment of $125,000 for the interlocal agreement to the East Williamson County Higher Education Center (EWCHEC), an increase in the water supply contract with Heart of Texas, and the replacement of three patrol vehicles. The City will also raise General Fund reserves from 19% to 20% in line with meeting the City Council's Fiscal and Budgetary Policy goal of 25%. Unreserved fund balance and savings from prior years will be used to offset the difference between revenues and expenses.

The City Council adopted a tax rate of $0.516545 which, for the average appraised home of $126,149, will equal $652 in City taxes. The average home in Hutto paid approximately $652 last year. The adopted rate falls below the Effective Tax Rate (the rate required to collect the same amount of revenue on property taxes on existing properties as the prior year) of $0.526754.

No utility rate increases are proposed at this time. The City will update the utility rate model in 2012 and bring recommendations to the Council at a future date.

For more information on the proposed budget, please contact Micah Grau, Director of Finance at 759-4046.
