Article by: Mary Drennon, Texas State Technical College

Texas State Technical College is No. 1 in the entire nation among both two-year and four-year colleges when it comes to conferring the most associate degrees in the critical category of Engineering Technologies and Engineering-Related Fields.

TSTC LogoCommunity College Week magazine has released its latest analysis of the country's Top 100 Associate Degree Producers, arguably one of the most important indicators of success for community and technical education institutions. The move to the top slot represents a 40 percent increase in engineering related degree conferrals for TSTC.

"We are pleased TSTC is No. 1 in producing engineering technology graduates," said Dr. Elton E. Stuckly Jr., TSTC Waco president. "Industry leaders have consistently said skilled technicians are in high demand in today's increasingly complex workforce. TSTC works hard to ensure our graduates meet this demand, so it's nice to be recognized for fulfilling that need."

In addition to ranking top in the nation in Engineering Technologies, TSTC also was top in Texas -and second in the nation - in the Computer and Information Science and Support Services category, and top in the state in the Precision Production category.

The annual report lists associate degree and certificate conferrals for the 2009-2010 academic year, the latest year for which data is available. It includes an analysis of 1,200 two- and four-year public, private and proprietary schools to produce the top 100 list. Data is collected and analyzed from the National Center for Education Statistics through the Integrated Postsecondary Education Data Set completion survey.

Since the survey's inception, TSTC has ranked top in the state numerous times and has stayed consistently on the top 50 list in nearly every category for which it is eligible.

Community College Week has a readership of more than 30,000 and is distributed to college employees, students, professional associations, business and industry executives, federal, state and local government officials and others. The rankings are one way the magazine recognizes the efforts of hundreds of thousands of faculty, staff and administrators who dedicate themselves to educating students.

Council Approves Final Boundary Agreement
On June 2, 2011, at the regular meeting of the Hutto City Council, the Council approved two agreements via resolution in regards to the proposed extraterritorial jurisdiction (ETJ) boundary line with the City of Taylor. The first agreement approved by the Council clearly identified the line that the two cities have agreed to in principle in prior weeks. This line uses county roads, the San Gabriel River, and property boundary lines as the boundary line for the two cities ETJ's. The second agreement approved by the Council deals with the release and acceptance of the two cities ETJ areas that are impacted by the ETJ boundary line. For Hutto, the city released all ETJ to the east of the ETJ boundary line and agreed to accept all of Taylor's ETJ west of the ETJ boundary line. For Taylor, the city will release all ETJ west of the ETJ boundary line and will agree to accept all of Hutto's ETJ east of the ETJ boundary line. The agreements, now signed by Hutto, go to the City of Taylor for their approval. The City of Taylor has tentatively schedule these items for their June 23 regular meeting.

The agreements between the cities signify a willingness of the two cities' leadership to work together to find common ground, even when dealing with a potentially divisive issue. Both cities look forward to working closely together to advance the areas that the two cities serve.

Ed Broussard, City Manager of Hutto, was awarded the 2011 City Administrator of the Year award at the annual Texas City Managers Association (TCMA) conference on Friday, June 10, 2011. This award recognizes the city management professional who has made significant contributions to the field of local government management in the past 18 months. Mr. Broussard was selected from a field of candidates that included city managers from the entire State of Texas. Some of the City of Hutto's achievements under Mr. Broussard's leadership include: development and implementation of an Organizational Development Plan, development and implementation of the Total Reward System, hiring and development of a professional leadership team, creation and passage of the Unified Development Code, Old Town Master Plan, and Smart Code.

Hutto's Mayor, Debbie Holland, read a proclamation recognizing Mr. Broussard's numerous accomplishments and his receipt of the City Administrator of the Year award at the Council's meeting on June 16, 2011. Mayor Holland had this to say about Mr. Broussard's success in Hutto, "What an honor to receive the Administrator of the Year award from your peers across the state. Ed Broussard has met the challenges that have faced Hutto over the last 5 ½ years with vision, thoughtfulness, integrity, and professionalism. I look forward to Hutto's future with Ed as our City Manager". Mayor Holland's comments track well with the feelings of City staff. This award recognizes the great strides we have made in Hutto under Ed's leadership."
