 The Streamlined Sales Tax Initiative began as the Streamlined Sales Tax Project in 2000. This month (March 2008) marks the eighth year of the streamlined initiative, during which time numerous milestones have occurred. These milestones included:
- the adoption of the Streamlined Sales and Use Tax Agreement;
- the establishment of the Streamlined Sales Tax Governing Board; and
- the adoption of the agreement provisions in over 20 states.
In 2007, there were significant changes made to the agreement as the Governing Board continues to influence tax administration and attract new states. The 2007 changes included a sourcing change affecting local sales tax on intrastate shipments, the adoption of a provision for the handling of digital products, the addition of a new state to the Governing Board, and the movement of associate states to full membership in 2008.
Join subject matter experts Charles Collins, Scott Peterson, and Charles Maniace as they review the changes in 2007 and how they affect tax administration. They will also explore the prospects of legislation in additional states and review the work expected in 2008 including the request by the business community to expand simplification to more areas and more taxpayers. |

Charles Collins VP of Government Affairs, ADP Taxware
Charles manages ADP Taxware's relationships with taxing authorities and legislative bodies, and is a frequent speaker on state and local tax issues as well as compliance and tax technology initiatives. Prior to joining ADP, he spent 32 years with the North Carolina Department of Revenue. He was Co-Chair of the Streamlined Sales Tax Projects (SSTP) for two and a half years, coordinated the SSTP pilot project, and was also a delegate to the SST Implementing States.

Scott Peterson Exec. Director, Streamlined Sales Tax Governing Board
Scott has been involved in the Streamlined Sales Tax Project since its inception. He was co-chair of the project and was the interim executive director of the SST Conforming States Committee. Previously, he was the Director of the Business Tax Division for the South Dakota Department of Revenue and Regulation. He also spent 12 1/2 years working for the South Dakota Legislature specializing in tax policy.

Charles Maniace Senior Tax Counsel, ADP Taxware
A lawyer and member of the Massachusetts Bar, Charles is involved in monitoring the progress of the Streamlined Sales Tax Initiative for ADP Taxware. He is an expert on a variety of tax topics including Sarbanes-Oxley, drop shipments, and sales tax holidays. Charles holds a BS in Business Economics from Bentley College, and a JD from Boston University School of law, where he is currently a candidate for an LL.M in Taxation.
