Is the sales tax simplification effort still
making progress? What is happening with
sourcing and digital property? Have new

receive an update on the status of SST as the
September meeting
of the Streamlined Sales Tax Governing Board
(SSTGB) approaches.
The year 2006 represented
a number of milestones for the streamlined
effort. It marked the first anniversary of
the SSTGB, which administers the
Agreement, and included the first
certifications of third party providers as
Certified Service Providers (CSP's) and as
providers of Certified Automated Systems
(CAS) for sales and use tax compliance.
The year 2007 is shaping up as another busy
and significant year in the simplification
effort as the SSTGB deals with numerous issues
including how to define digital property
and how to treat direct mail and floral
orders wired between florists and has work
groups reviewing these
issues developing position papers and
possible amendments to the Agreement. SSTGB
also continues to review the
handling of sourcing of in-state sales for
local taxes where the purchase is shipped and
has established a task force to review this
matter. This task force is also looking at
the application of the Associate Member
concept. SSTGB appointed an Audit Committee
to establish procedures for the audit of
sellers using a CSP and to establish any
necessary procedures for sellers using a
CAS.
Included in this
program will be the current status of digital
property, direct mail, wire sales by florists,
and sourcing. We will also review the audit
process on a CSP processing transactions for
a seller and the status of new states joining
the effort during 2007.

Charles Collins
Vice President, Government

Charles manages ADP Taxware's relationships
with taxing authorities and legislative
bodies. He is a frequent speaker on state and
local tax issues and on compliance and tax
technology initiatives. Prior to joining ADP
Taxware in 2002, he was employed for over
thirtytwo years by the North Carolina
Department of Revenue. He served the last ten
years as Director of the Sales and Use Tax
Division and held numerous other positions,
including Assistant Director of the
Department's Audit and Collections Division.
He has worked on efforts to simplify the
administration of sales and use tax and on
various compliance initiatives. He was
Co-Chair of the Streamlined Sales Tax Project
(SSTP) for two and a half years and
coordinated the SSTP Pilot Project. He was
also a delegate to the SST Implementing
States. He holds a bachelor's degree in
economics from North Carolina State
University and a master's degree in business
administration from the University of North
Carolina at Greensboro. He also graduated
from the North Carolina Public Manager
Program.
Charles Maniace
Senior Tax Counsel
ADP Taxware
Chuck is a lawyer and a member of the
Massachusetts Bar. Prior to joining
Taxware, he worked as an arbitration attorney
for John Hancock Financial Services,
specializing in insurance regulation and
sales practices. At Taxware, Maniace has been
involved in monitoring the progress of the
Streamlined Sales Tax Initiative and has
given talks and presentations on a variety of
tax topics including Sarbanes-Oxley, drop
shipment transactions, and the growth of
sales tax holidays. Maniace holds a BS in
Business Economics from Bentley College and a
JD from Boston University School of Law,
where he is currently a candidate for an LL.M
in Taxation.
