It has now been seven months since the
Commonwealth of Puerto Rico began imposing a
sales and use tax on most retail transactions.
However, many key questions remain unanswered.
This webinar will focus on some of the issues
that are
critical to those businesses who engage in
business on the
Island. We will focus our attention on the
municipal
component of the tax, addressing the question of
when municipal tax should be collected, the
proper tax
base, and the manner in which the tax should be
reported and remitted. We will also consider
some of
the more complex points of the Commonwealth law
and how the tax applies to particular
industries.
Finally, we will provide some insight into
upcoming
legislative changes.

Charles
Maniace -
Senior Tax Counsel,
ADP Taxware
Charles is a lawyer
and a member of the Massachusetts Bar. At ADP
Taxware,
he is involved in monitoring the
progress
of the Streamlined Sales Tax Initiative and
is an expert on a variety of tax
topics
including Sarbanes-Oxley, drop shipment
transactions, and the growth of sales tax
holidays.
Charles holds a BS in Business Economics from
Bentley College and a JD from Boston University
School of Law, where he is currently a
candidate for
an LL.M in Taxation. Prior to
joining ADP Taxware, he worked as an arbitration
attorney
for John Hancock Financial Services,
specializing in
insurance regulation and sales practices.
Raquel Quintana - Senior Tax Research
Associate, ADP
Taxware
Raquel has 11 years'
experience in
general, financial and cost accounting (audit
and
internal controls) and in ERP and CRM systems
development and usage. She holds a BA in Cost
Accounting from
Caracas
University College, a BA in Business
Administration
from Jose Maria Vargas University of
Venezuela, a
Master's Degree in Management from the Arthur D.
Little School of Management at Boston
College, and
an International Certificate in Project
Management at
Boston University. Sheis fluent in
Spanish and English.
Ramon Frias -
Tax Counsel, ADP Taxware
Ramon is licensed to practice law in the
Dominican
Republic and is a member of the Dominican Bar
Association. Ramon has
a Certificate Degree from Harvard University
as well
as a JD from the Universidad Autonoma de Santo
Domingo. He also has written many essays
about tax
administration, and one of them won the first
prize in
the international essays contest sponsored by
the
Inter American Center of Tax Administrations
(CIAT).
He also worked for more than 10 years in the
Department of Revenue of the Dominican Republic
where he served as Deputy Director. Frias is
proficient
in French and Spanish.
