Two top Oregon stallions were honored for their 2010 accomplishments. Bar C Racing Stables' Harbor the Gold repeated as leading Oregon sire by money earned. Last year his progeny, which included six stakes winners and six stakes-placed horses, earned $651,327. His son Noosa Beach, who won five stakes races at Emerald Downs including the Longacres Mile Handicap (G3), was named Washington horse of the year and champion older male and his two-year-old Couldabenthewhisky was awarded Washington champion two-year-old honors.

The new winner is a three-year-old Kentucky-bred daughter of Vindication-Fiscal Year, by Half a Year. Updated W-9s Needed from Owners and Breeders of Washington-bred Horses

A letter was recently sent to all 2010 recipients of Washington-bred owners' bonuses and breeders' awards informing them of an Internal Revenue Service (IRS) change which will go into effect on January 1, 2012.

The IRS will expand the types of services eligible for 1099 reporting and will require governments, including the Washington Horse Racing Commission (WHRC),  to withhold three percent from any daily payments of $10,000 or higher. This includes the checks the WHRC sends to both owners of Washington-bred horses finishing in the top four positions at Emerald Downs and breeders of Washington-bred horses finishing in the top three positions at the Auburn track.

To meet these requirements, the State of Washington's office of financial management will need to assign each owner and breeder a unique 'vendor number.' To aid in establishing these vendor numbers, the WHRC is requesting the principal owner or breeder to re-verify their current W-9 tax information.  It will be especially critical that a new W-9 be completed for each partnership. For this reason, some owners and breeders may have received several letters from the WHRC.

As was pointed out in the letter, this will not affect payments of Washington-bred owners' bonuses or breeders' awards for 2011, but it will impact monies earned in 2012.

Beginning in 2012, any future owner or breeder payments cannot occur without the assignment of this unique vendor number. Owner/breeder payments will go to the principal owner/breeder, who will need to distribute proceeds and 1099 information to their partners.

In order to not delay any payments in 2012, the WHRC is asking the principal owner or breeder to complete an updated W-9 and return it to one of our offices (either at Emerald Downs or mailed to: WHRC, 6326 Martin Way, Ste. 209, Olympia, WA 98516) before April 30, 2011.

If you have any questions, do not hesitate to contact the WHRC at (360) 459-6462 or e-mail Patty.Sorby@whrc.state.wa.us.

In Memoriam

James Paul Seabeck

Longtime horseman, noted cattleman and cowboy-entrepreneur Jim "J.P." Seabeck, who had turned 98 in January, passed away on March 9, 2011, in Spokane. His health had been in decline since he broke his ankle last August. Born in Rockville, Nebraska, on January 21, 1913, J.P. was one of seven children raised by John and Mary Seabeck on their Polish-German homestead.

In addition to the family farm, his father owned a small butcher shop and as a youngster J.P. helped him around the shop. This background sparked what would be his lifelong devotion to the livestock business.

Always an avid sportsman, J.P. was the captain of his high school football and basketball teams and in his senior year was named all-state running back.

After his graduation from high school, J.P. attended Grand Island Nebraska Business College for six months before going to work for Harris Grain and Livestock, a Grand Island feedlot. At 18, he took an opportunity to work as a range cowboy on the W.C. Harris Ranch in Colorado and later went to work in Harris's feed lot in Twin Falls, Idaho. It was there that he met Novia George Church on a blind date. They were married on June 8, 1935, and their honeymoon was spent traveling to Jim's new job as junior back gate cattle buyer with Carstens Meat Packing Company in Tacoma. A year later he was promoted to head buyer for all Carstens Packing Company's livestock division, a position he held for 21 years. He also served as the company's general manager for three years. After the company was sold in 1957, J.P. established his own meat supply business, Riverside Meat Company, in Tacoma.

Two years later he, along with Tom and Phil Carstens and Lee Benton, purchased the Twin Falls Livestock Commission Company, and after returning with his family to Idaho, J.P. guided the company to again become the largest livestock auction in Idaho. J.P., along with Peter Gillman, also founded the Twin Falls Feeding Company.

In 1964 J.P. sold the livestock auction business in Twin Falls and moved to Spokane where he purchased and ran the Stockland Union Stockyard for many years.

J.P. became one of the initial backers and co-owner of Cattlemens in 1968, which has grown to be a successful California restaurant chain. He also helped bring the Sizzler chain of restaurants to Washington. In another successful venture, he built a feed yard in Lebanon.

It was during a cattle buying trip in California in 1940, where J.P. was lured to Santa Anita to see the great Seabiscuit run, that his passion for horse racing sparked. Upon his return to Tacoma he purchased his first horse, a palomino named Golden Avalanche from Montana, who he rode in the Carstens feedlots. In 1946 J.P. purchased his first Thoroughbred, a weanling son of *Olimpio. Olimpio Jr. won 24 races and earned $22,710. Later, J. P. and Jim Carstens established C & S Stable, under which they raced 1953 Longacres Mile winner Ocean Mist. Among the top horses they bred and raced was Washington champion juvenile colt Better Not Bet. J.P. also bred the Spokane Futurity winning half-brothers Charity Line and Hope Line and stakes winner and stakes producer Miss Manito, whose dam Pretty as Picture won 19 races in J.P.'s  colors. Many years later, J.P. and partner Gene Barber won the 2006 Portland Meadows Mile with Charlie's Pride. Throughout his 60 years in racing, J.P.'s runners amassed over 600 win photos while competing in 13 states and British Columbia. In 2010, J.P. was at Emerald Downs when he was inducted into Washington's Racing Hall of Fame.

J.P. first joined the WHBA (WTBOA)  in 1947 and prior to his death was its longest member. He was first elected to the board of directors in 1950, a position he held through 1965. He served three stints as the association's secretary, was vice president in 1953 and was voted president in 1954.

He also served on the Washington Horse Racing Commission from January 1993 to January 1999.

An avid supporter of the Junior Livestock Show of Spokane, who named an award in his honor, J.P. judged livestock shows throughout the west for many years. And for many Mondays during the 1970s and 1980s, his voice was heard on Spokane radio station KHQ/KAQQ AM delivering the weekly livestock report.

J.P. served on the board  of the LMA-American Livestock Association for 38 years and was the association's president in 1993-1994. He was also president of the Western Meat Packers Association for five years.

Among his many awards was the US Department of Agriculture's "Best Livestock Operation in the West." In 1974, J.P. was inducted into the Southern Idaho Livestock Hall of Fame, which he had helped found in 1960.

He was a lifetime member of the Tacoma Elks Lodge; Twin Falls Kiwanis Club; founding member and past president of the Spokane East Rotary; founding board member of the Spokane-based American Commercial Bank; and former board of regent and regent emeritus at Gonzaga University.

Among his hobbies were salmon fishing in British Columbia and traveling. He and Novia had  visited 46 countries. One of his favorite spots was Cabo San Lucas where he took advantage of its deep sea fishing. He also took up golf at 85.

He was preceded in death by his wife of 72 years, Novia, who died in 2007. He leaves four daughters, Marlene Tenzler, of Tacoma; Kathleen Obschlager, of Zurich, Switzerland; Connie Gable, of Hayden, Idaho; and Kristi Koivula, of Vista, California; 10 grandchildren; 17 great-grandchildren; one great-great grandson; his wife of 11 months, Mary Leewright Seabeck, and her family.
