It's not so much about a new look as much as it is about providing organized content that helps you make informed decisions.  

 

On the home page, you'll read the latest news about the Dodd-Frank Wall Street Reform and Consumer Protection Act.

There are three timely articles we are highlighting in this issue of The Advisor have a direct impact on you.

  

First, the 2011 Omnibus Tax Bill included major changes in Minnesota's property tax system.  The bill eliminates the Market Value Homestead Credit and replaces it with a change in the calculation of tax capacity.  As the article explains, this "Homestead Credit Shift of 2011" will lead to widespread increases in property taxes, and the impact will vary widely across the state. 

 

Also, we recently introduced the Ehlers Budget Projection Model, which will help you to manage your next year's budget and develop reliable projections for future years.

 

Finally, we'dlike to introduce our newly redesigned website to you. We continueously are looking for ways to help you make sound decisions and to provide you with the tools you need to help you run your school district. How it Will Affect School District  

Property Taxes

The 2011 Omnibus Tax Bill includes a series of provisions that received very little public discussion - and seemingly little debate - yet will have far-reaching effects on property taxes across the State.  We are calling this change the "Homestead Credit Shift of 2011."  The first explanations we heard of this change sounded pretty innocuous.  For example, the Bill Summary provided by the House Research Department describes the change as follows:

 

"Converts the market value homestead credit from a state-paid credit to a homestead market value exclusion that provides substantially the same benefit to homestead property as the credit."

 

Yet as we have learned more about exactly what this change entails, we are beginning to understand that:

  • it will lead to widespread increases in property tax bills for many property owners; and
  • the impact of the shift will vary widely across the state.

In this article, we will provide some initial perspective on how the change will be made and how it will affect school district property taxes.
