Highlights of the April Meeting of the Deercreek Board of Directors

A quorum of the DCCOA Board of Directors convened April 26th for its regularly scheduled meeting. The Board was called to order and two motions were immediately heard and unanimously passed; one for this meeting's agenda, the other for the minutes from the March 22nd   meeting.

 

May Management presented the Property Manager's Report. The sidewalk bid comparison was presented to the common property committee. Owners have been putting down new sod and making repairs to sidewalks and driveways. The loose roof at the playground has been repaired. A bid was received to replace the fountain motor and a call will be made to find out why the motor needs to be replaced. The property inspections are done on Monday and Thursday throughout the community. Specific attention is on trash cans and yard debris placed at the curb too early.

 

Committee reports started with Finance. A report with a reserve summary for the year was reviewed. The year to date revenue is $196,000 based on a budget with $191,000, which is better than anticipated. The late fees are up $800.   Covenant fines are up $3,900 and ARB income is up $1,500. Bar code income is down about $600 and cable income is down about $700-$800 and miscellaneous income is down $2,500. Advertisement sales are at $1,700. Expenses for the year are $185,000 on a budget of $190,000. The repairs and maintenance are over budget by $1,600 and the water/utility is slightly up as well. The year to date net income is at $10,116. The Finance Committee discussed increasing the bar code fees, but isn't ready to make a recommendation to the board yet. The 2011 audit has been prepared and approved by the finance committee. The bad debt account was reduced and agreed to by the accounting department. The estimated taxes were $2,173, the association had to pay $1,763, and the $410 difference was credited. This resulted in a net income of $11,617. A transfer was made to the reserve account for $11,617 with a 2011 surplus carry over $4,294. The reserve fund balance is $218,586. Finally a motion was made to approve the 2011 adjustments presented by the CPA. The motion was passed.

   

Access Control suggested giving the termination notice to EZ Gate once the Gateworks system is installed and running properly, which should be the end of May. The committee also suggested the guards be able to ask for identification of any guests coming into Deercreek. Signage would also be needed to notify drivers that licenses will be checked. The Common Property Committee will look at the signage issue. The committee heard of a lost dog incident and that the guards are not willing to help. Another owner, who has been given multiple verbal warnings about speeding did receive a citation and accused the patrol of harassing her. She may attend the hearing meeting to appeal.

 

Covenant Enforcement reported there were a lot of owners at the meeting this month. The general policy of the committee is to stand behind the guards and their judgments. There was concern with the amount of citations issued by a certain guard. The committee chairperson will do an audit of these citations. Capt. JP has been advised of this as well, which he thinks it is coincidental as the guard is doing a good job. There were questions regarding the radar and how it's used. Owners have requested to see the speed they were clocked at but the guard refused. This will be discussed with Capt JP. The appeals for some of the speeding citations were reduced instead of being waived.

 

The Architectural Review Board (ARB) addressed applications for spa/screen enclosure, pavers and some landscape changes, and all have been approved.   There was also a request for a gate, but it was denied. A window replacement was approved, but with stipulations regarding the materials used.   A few more paver requests were also approved. There was a request to return a review fee, which was denied although the deposit was returned. There were also nine other requests for the return of deposits, which were approved.

 

Common Property addressed taking care of the landscaping at abandoned homes has already been approved for Connors landscape to start cutting these lawns at $35 per home per visit. Letters will be sent to 28 owners with damaged areas of their sidewalk to be repaired and Braughton's information will be sent to them to allow them the opportunity to piggy back with the association if they so desire. There were motions for approval of Conner's Landscaping to lay sod and Braughton to repair sidewalks. Both were approved.

 

CPAC reported that Phil Fred Lee, the School Board representative, spoke at last month's meeting. There will be a piece in the newsletter regarding the school system and board of education issues with the upcoming FCAT. There has been a request to take up the issue regarding the funding of the Mayport Ferry. Elaine Brown, a former City Council Member who is heading up a group called "Save the Ferry" will speak at the meeting this month.  There is a bill before City Council to establish a special committee to look into the ferry issue, which is slated to stop operating in September. An alternate representative is needed for CPAC. A motion was made to accept an alternate. The motion was approved.

 

Carol D'Onofrio has volunteered to fill the vacancy that resulted when Jim Kagiliery moved out of Deercreek in April. Carol was previously on the Board for six years, and will fill the remaining eight months of Mr. Kagiliery's position. The Board approved this appointment by a vote of 5-2.

 

No New Business was discussed.

 

After determining there were no more issues, the meeting was adjourned at 9:06 p.m.

Common Property Committee Update

The committee is still in need of a new chair person. We would urge anyone in the community who has an interest in maintaining the beauty and charm of our neighborhood to please step forward. The Board approved several motions made by the Common Property Committee at its last meeting and actions are underway, including the mowing of lawns of several vacant properties, the installation of Bahia sod at Vineyard Lake and Orchard Hills and the repair of several sidewalks that are on common property.

 

At its May meeting, the Common Property Committee approved several motions for submission to the Board of Directors and its next meeting, including the installation of dirt, irrigation and Bahia sod to control erosion next to the sidewalk along Deercreek Club Rd. just east of Blakeford Mill, the cutting and removal of several dead trees and the trimming of two Date Palm trees, a proposal to replace the fencing at the playground and to stain all the wood components of playground equipment. In addition, the Committee approved a bid for the cleaning of 56 street signs throughout the neighborhood and the purchase of 10 new stops signs to replace some weathered ones.

 

The next meeting is scheduled for June 14, 2012 at the clubhouse. All are invited to attend.

Trash Talk

What do underwear and trashcans have in common? Almost everyone has them and almost no one wants to see them.

 

Why do I bring this up? Well, it seems that it is time to remind all of the Deercreek homeowners that trashcans, recycling bins and yard waste need to be kept out of sight until trash day. Specifically, Deercreek Country Club COA Rules and Regulations state:

 

All garbage, trash, and refuse must be kept in clean containers stored in a service court or other enclosure approved by the ARB. Collection of garbage, trash, and refuse will be by authorized agencies in accordance with their schedules and requirements. Blue bins used for recycling are collected at authorized times. All garbage, trash, and refuse containers should be kept out of view from the road and golf course until 6 PM the day before collection, when it may be placed at the curb. Trash and yard waste must be kept off the roadway. Penalty for violation is $25.00.

 

Unfortunately, this means that those of you who do your yard work on the weekend will have to store the waste somewhere out of sight until the night before pick-up. This is important as if you put it out early it can get spread throughout the neighborhood and create a large mess.

This beautiful view is found at the home of Jamal and Nuha Jubran.   Nuha has painstakingly selected these beautiful flowers to enhance the Romanesque water fountain.

There are knock out roses, hydrangeas, chrysanthemums, yellow snapdragons, daisies, begonias, impatiens, carnations and garlic society grass to bring out the color.

The year round shrubs and trees along the exterior of the house are schillings, sagos, hollies, juniper, queen palms, ligustrum topiary, a robellini palm, and a canary island date palm.

Moving along to the side and back is a gorgeous Mediterranean style garden with fig trees, lemon trees, a Valencia orange tree, rosemary and kumquat trees. There are even 2 olive trees with baby olives growing. Come drive by and see this outstanding garden.

Still Making Good Things Happen

Can you believe that the Deercreek Women's Alliance celebrated its 13th birthday in March?  Thirteen years of providing cash donations to many Jacksonville charity organizations such as The Mandarin Food Bank, Books-A-Go-Go, The City Rescue Mission, Hubbard House, Bag Ladies, The Humane Society and WJCT Radio Reading.  Thirteen years of countless volunteer hours helping in thrift shops and food pantries.  Thirteen years of successful food drives, book drives and diaper drives to benefit those in need.  Due to unfilled leadership positions, thirteen was almost an unlucky number for this wonderful DCC community of women who have bonded together to make a difference.  Thanks to some very special ladies who stepped forward to help, our DWA is still alive and thriving!  Our new board members are:

On May 16, the DWA held an exciting 'Back Porch Party' to vote in the new officers, to welcome the new Board Members, to approve updated bylaws and to have fun just being together. The new board announced three major fund raisers:

                       *  The Shamrock Golf Scramble in March
                      *  The DWA Party (TBA)

Welcome to Summer 

Deercreek Home and Garden Club celebrated the close of its year at a luncheon on Thursday, May 24 at Deercreek Club.  The following members who have agreed to serve as Officers for the coming year were installed:

Our next meeting will be the August luncheon at which the winner of the Golden Acorn Award will be honored.  

 

Members and guests who attended the April Fashion Show Luncheon enjoyed the beautiful fashions provided by Dillards and ably modeled by our members.  They also enjoyed scones made by a group of our members, and many asked for the recipe, so we are happy to share it. Literary Circle

The Literary Circle is a vibrant group of Deercreek readers who meet monthly to exchange thoughts and insights about the books they are reading.  

 

In June we are reading My Name is Mary Sutter, by Robin Oliveira.

 

In July we are reading:  11-22-63, by Stephen King.

On November 22, 1963, three shots rang out in Dallas, President Kennedy died, and the world changed.
