Highlights from the October Meeting Board Meeting of the DCCOA
A quorum of the DCCOA Board of Directors convened October 27 for its regularly scheduled meeting. The Board was called to order and two motions were immediately heard and passed unanimously; one for this meeting's agenda, the other for the minutes from the September 22nd meeting. May Management presented the Property Managers Report. Six properties were recommended for hearing by Covenant Enforcement. A motion was made to accept the report and recommendations and quickly seconded. Committee reports started with Finance. The October financials were discussed as well as whether or not to increase the assessments. A discussion ensued with no material action resulting in either case. There was a prolonged discussion regarding a water leak at one of the meters. JEA was contacted, the water was turned off, a repair was made and JEA is assessing a possible credit for the cost of water lost due to the break. A recommendation was made that the legal liaison position on the board also be a member of the finance committee. This will provide the liaison with support and assistance from the finance committee in budgeting legal costs and provide the board with back-up support on legal when the liaison is unavailable during the year or the board position is open. The motion passed unanimously. Access Control, Covenant Enforcement, and the Architectural Review Board each had a light month. A new computer was purchased for the Guard House. The Architectural Review Board (ARB) approved 25 submissions, denied two, and opened a discussion on the fees the ARB changed for the administrative processing and approval of changes to homes. The discussion revolved around our cost in relationship to other like communities. No motion was presented and the ARB resolved to get comparison cost from other communities. The Covenant Enforcement Committee representative tabled two discussions. One was on actions taken to resolve removal of a dead tree from an owner's property and the other on the condition of an owner's front door, even after repairs. The Board determined the best course of action on the door was to have our attorney send a letter notifying the owner of this offense as the owner is a repeat offender. Cost incurred for dead trees and tree limb removal as well as dead sod was the topics for the Common Property Committee. Specifically, the committee wants to trim three trees and remove three dead ones including the dead palm at the entrance; and, remove dead sod along Vineyard Lake and replace with 12 pallets of Bahia sod. Also, they want to install a French drain near the lake at Heather Lake to allow boat access for algae treatment. There was also discussion about replacement of the fence around the playground. Most of the cost proposals for these projects were put on hold and the Board asked for more bids. The Board heard motions to correct these problems. The motions unanimously passed with an amendment that competitive bids be obtained. Communications briefed the electronic sign was finally out of Customs and on its way here.The club will pressure wash the roof and clubhouse in January and the tennis courts will follow as well.An incident occurred on the 6th green with kids using a power scooter.A bank took possession of one of the homes and there are three more homes that will be foreclosed on. With regard to Old Business the 2011 Road Project came in under budget at $92,000. There is a 10% balance due to North Florida Emulsions which will not be released until a walk through has been done and touch up needed is done. As for the 2012 Budget the income and expense line items were discussed and reviewed and the fees for speeding, running stop signs etc will be reviewed to determine if there is a need for an increase. New Business discussion was about the upcoming annual meeting on January 5th where the budget will be covered in detail and elections for Board members will be held.

Deercreek Board Candidates
These candidates are running to fill seats on the DCCOA Board. Three-year positions will become vacant in December.
The annual meeting will be on January 5 at the Club house. You have received a ballot from May Management and a statement from each candidate.
It is very important that a quorum is established for the meeting. If you do not plan to attend the meeting, please return your ballot and proxy PRIOR TO JANUARY 4.
If you are planning to attend the meeting, simply return the proxy in the return envelope and bring the ballot with you to the meeting.
The return of your proxy simply insures that we have a quorum, so that business may be conducted at the meeting.

Nicholas T. Simonic, C.P.A., MACC
Nicholas T. Simonic, C.P.A., MACC is the founding partner and Chief Executive Officer of Simonic, Simonic, Ratnecht & Associates, Inc. He has more than 30 years of experience in accounting. Nick began by obtaining two Bachelor degrees, one in economics and the other in accounting. He also received a Masters Degree in accounting from the University of North Florida and is licensed as a Certified Public Accountant. He is a member of the AICPA and of the FICPA. Nick is also a Vietnam War veteran and a recipient of the Purple Heart.
He has experience that spans through all phases of corporate and personal tax and accounting. His expertise in auditing has given him the opportunity to work with charter schools, health care agencies, network marketers, churches and other not-for-profit organizations, as well as other business corporations.
His client base includes individuals, attorneys, doctors, Realtors, business owners, ministers and churches throughout the world. His business development plans and financial counseling are assets to business owners large and small. He also conducts financial, retirement and estate planning for individuals.
George C. Partin, MBA
George C. Partin is a former Benefit Integrity Director of Tricenturion, and retired from Blue Cross of Florida after serving in various management positions. He received his Masters of Business Administration from the University of North Florida in 1985. He also has BS degrees from FSU and Florida Southern.
George has served the community the last ten years with seven years on the finance committee and three years on the Board. During 2011 George has served as Board President. His experience in the budgeting process has helped the Deercreek Homeowners Association reduce contract costs by over $25,000.
Dough Klippel
My name is Doug Klippel, and I am running for re-election to the Deercreek Board. As a Deercreek resident for 15 years, I have been actively involved in Homeowner's Association-related activities during this entire time period. Specifically, I spent 12 years being associated with the Access Control Committee (including several years as Chair) and I have spent the past 3 years as a member of the Deercreek Board of Directors (where I was asked to be the liaison to the Covenants Enforcement Committee). Currently, I am also serving as your Board's Vice-President. My years of experience in administering the affairs of our community position me to be an effective Board Member. In addition, my personal style allows me to work well with a wide variety of individuals, and form productive working relationships with same. Professionally, I am the President of People Development Partners LLC, a human resource management consulting firm located in Jacksonville. Previously, I have worked as the Director of Consulting Services for Hogan Assessment Systems, and originally moved to Jacksonville in 1991 to assume a Director-level role with CSX Transportation. My doctoral training is in the field of industrial and organizational psychology. If re-elected, I will work to ensure that Deercreek retains its status as one of Jacksonville's most desirable addresses, and that the safety and security of our community remains a top priority. We also have issues of infrastructure maintenance that need to be addressed, as well as ongoing budgetary concerns. Finally, as a Board Member, I will strive to be responsive to resident requests, comments, issues, and complaints.

Access Control
TIS THE SEASON!
Please note these tips to ensure a safe holiday in our community:
Many residents will be hosting holiday parties. That means we will have increased traffic within our community, and many drivers will be guests who are unsure of where they are driving. Please use extra caution on our roads this month.
Don't store any valuables - such as holiday gifts - in vehicles. Ensure that all vehicle doors are locked, and windows are rolled up. If valuables do need to be stored in a vehicle short term, keep them hidden from view.
If you are going to be out of town, have a neighbor pick up any newspapers or packages that are delivered during your absence. Put lights on a timer to give your home that lived-in look.
You can request that our Security Officers perform a house check on your property while you are away - simply fill out a House Check form at the front gate.
Watch for children during the holidays. Children will be out of school and will be trying out new bicycles, or outside playing with other new toys during the Holidays. Please use extra caution when driving.
HAVING A HOLIDAY PARTY? PROVIDE A LIST OF GUESTS TO THE SECURITY GATE TO EASE CONGESTION.
If you are having parties of four or more, you must submit a written guest list prior to your event. The preferred method is to use the EZ Gate system, located at www.deercreekcc.com. Otherwise you can provide a written list to the gate, or e-mail your guest list to the gate at 24_7deercreek@comcast.net. For fewer than four guests, you may call the gate, but keep in mind that your phone call will delay the admissions of other visitors waiting at the gate. Written approvals are much more efficient, and should be used whenever possible.
Please help avoid long lines of guests waiting to get into our community, and have a safe, happy holiday season.

Remember, quarterly assessments are due on January 1, and a $25 late fee will be charged if your payment isn't received by the 30th. Residents may pay electronically, by check with the coupon, or may make online payments at www.mayresort.com. You can call May Management at 584-1127 to set up a direct bank debit.

Did you know...
CITY OF JACKSONVILLE RULES AND REGS FOR GARBAGE DISPOSAL
Residential Garbage, Yard Waste and Recycling
Separately place your garbage, recycling or yard waste curbside no later than 6:00 a.m. on your scheduled collection day. Wastes should not be placed curbside earlier than 6:00 p.m. on the day before collection day. All inappropriate waste and empty containers should be removed from the curb no later than 6:00 a.m. the day after scheduled collection.
All residential waste must be placed at curb or roadway within 5 feet of the edge of the traveled portion of the street. Residential garbage and yard waste must be in standard 20-32 gallon cans or sealed plastic bags with each container weighing no more than 40 pounds.
Collection of building material is limited to 1 cubic yard weekly, not to exceed 5 feet in length (filling approximately 2 construction wheelbarrows) and only if the work is performed by the homeowner. Building material is collected on the same day as household garbage, but should be separated from the garbage.
Place furniture and other bulky items (excluding Used Appliances) curbside separately from your household garbage. Furniture items are collected on the same day as household garbage.
Propane gas tanks must be empty and have valves removed.
Yard waste is collected separately from garbage, and includes only vegetative matter such as grass clippings, leaves, shrub trimmings, palm fronds and tree limbs.
Any limbs must be cut 5 feet or shorter, no larger than 6 inches in diameter, and stacked in piles parallel to the curb. Please do not include lawn furniture, fencing, garden hoses or treated landscape timber or rocks. Collection of yard waste is limited to 5 cubic yards weekly-- approximately a standard pickup truck load or 30 bags

Raccoon Alert
Over the last few months there has been an outbreak of raccoons having distemper and dying in Deercreek. On two occasions the raccoons were observed by the security staff. The company identified the raccoons with distemper, captured them and removed them from Deercreek.
Another five have died while located on the property of a resident of Deercreek.
Veterinarians have indicated that distemper and rabies can be easily transmitted to cats and dogs, so be sure your pets are up to date on their vaccinations.
Secondly the raccoons do not run away when they have distemper or rabies.
All residents including children should not approach these animals when observed and should contact security at 363-2147 for removal of the diseased animals.

BUNCO!
The Deercreek Bunco ladies took a break in November and December, but will resume in January. Play days are usually the fourth Thursday from 9:45 am to noon at the club. Contribute $5 to the pot and you're in for two hours of dice-rolling fun, and you could be a winner!
You don't have to be a club member to participate.

The Deercreek Women's Alliance held its fashion show on November 17. This is a major fundraiser for the Alliance's charities. Donna Bernard handled the ticket sales, and Ally Kessel was responsible for the decorations. Clothes and accessories from A'Propos, in the Sawgrass Village Shopping Center, were modeled by members themselves. It was a wonderful evening, with good food and a variety of outfits, all selected by Denise Smith. Foiled Rotten Salon styled the models' hair. The Alliance will be donating another $500 to Touchstone Village. This will be used for holiday gifts for the youngsters living there. There will also be a Christmas dinner for them. Alliance members continue to donate items requested by Hubbard House on their "wish list". This is a center for those escaping abusive situations; families under stress. We have received letters of appreciation from Hubbard House, and also from the SeniorRitas for our gift basket donations. The SeniorRitas raise money for breast cancer research. With December upon us, the Deercreek Women's Alliance makes time to reach out to others in need. This is the true meaning of the holiday season. We wish the residents of Deercreek joy and peace at this time.  | |

Garden Club's Gifts to Deercreek

Since its beginning in 1994, Deercreek Home and Garden Club members have been giving their time, energy and creativity to make Deercreek the best it can be. Do you take new plantings of flowers or trees for granted, assuming that our quarterly assessments have paid for them?
In some cases, needed work has not been budgeted by the DCCOA, and Garden Club comes to the rescue with funds generated by the annual Fashion Show or other events.
Garden Club members benefit not only by these improvements to their community, but by the friendships we forge as we work together. The informative monthly programs, luncheons and field trips also bring us opportunities enjoy each other's company.
This month we will celebrate together at a Holiday Brunch hosted by Elizabeth Curtin, with food contributed by members, coordinated by the Program Committee. Last year's event was a great success, and we look forward to sharing Elizabeth's English decorations and traditions. Thank you, Elizabeth, for your gracious invitation.
The Holiday Brunch is scheduled for 10:00 A.M. December 15, and all members will receive a detailed invitation. If you have been thinking about joining Garden Club, it is not too late to get in on the fun and friendship. In January, we will be spotlighting another of our projects which has greatly impacted our neighborhood. On Florida Arbor Day, January 20, we will identify trees that have been purchased through our Tree Program. You will be amazed at the number of trees enhancing our streets through the vision and organization of those who spearheaded the effort. Look for more details in next month's newsletter.

The View
December 2011 Our beautiful autumn season is here. Elly Crain at 7881 Heather Lake Ct. E. has done a beautiful job displaying the fall colors. Standing in the front yard is a scarecrow surrounded by a garden of lantana, a firecracker plant and chrysanthemums. Accenting the front of the home are very attractive custom made window boxes with ornamental gourds, dusty miller, ferns and marigolds. The bordering garden contains lorapetalum, lantana, boxwood, moss rose, Aztec grass, purple queen and a crepe myrtle. As you follow the path past the weeping holly, to the main entrance you will find a fall pumpkin displayed on a block of hay sitting next to a pretty antique sitting bench. The front garden has a bottlebrush, nandina plants, a canna lilly and Mexican heather with ornamental rocks interspersed. |
