Highlights from the August Meeting Board Meeting of the DCCOA
The DCCOA Board of Directors assembled at Deercreek Country Club on August 25 for a regularly scheduled meeting. A quorum was established and two unanimously approved motions were made; one to approve the meeting agenda and the other to waive the reading of the July 28th meeting minutes. The Board received a guest, from Saliba Engineering who discussed the road resurfacing project. Salient questions from the Board members were answered with the most attention being paid to previously resurfaced areas that have not worn well. Several areas were mentioned where visual defects seem to have occurred in recent years. Understanding that micro-surfacing is not the solution for everything, these areas will be looked at during an inspection in the weeks to come. The May Management Property Manager's Report was heard. A motion was made and passed to send nine properties to the Covenants Enforcement Board in September. The electric service has been installed between the guardhouse and the location for the new electronic sign. The new electronic sign should be installed within the next few weeks. Work was completed on the Southside Boulevard entrance sign and the part for the gate arm should be received next week. Finance reported that the July financials showed a $6,100 surplus for the month. There was a positive variance on the collection fees and late fees and also $2,200 income from advertisements. The office and legal expenses are on the high side. The Board Finance Chairman asked for a history for both office supplies/copies and legal. The DCCOA President spoke about the bad debt extending over 90 days. At that time discussions took place as to possible options, as well as an update to the current legal status of our delinquent accounts. The Access Control report covered the presentation at the committee meeting in June by Gateworks Group. The committee recommended a motion to contract with Gateworks Group for replacement of the barcode reader system to provide easy access for residents. The motion was passed at this meeting to enter into contract to replace the current barcode reader. Several onetime setup changes would be incurred amounting to $2,300 with a monthly service fee of $625. The new reader will not go into effect until January; however, the committee would like to pay the $2300 out of this year's budget. The same barcodes will be used with the new system. It was questioned whether this would come out of reserves or not, which it will. Three bids for the security contract for Deercreek had been received with Allegiance Security coming in the lowest. A motion was made and approved for the three year Allegiance Security Group contract to be accepted. The motion was unanimously passed. Architectural Review Board reported no significant events and Covenant Enforcement reported the waving of two stop sign violations and the disapproval of appeal for speeding tickets. While Common Property's report included a motion to accept the three year contract bid from Connors Landscaping to perform the specified duties of ground maintenance, fertilization, replacement of mulch and other specified duties as set forth in the contract. This is a contract for a three year term with no annual price increases. The motion was passed unanimously. Another motion was made regarding the contract bid from Future Horizons, Inc. to perform the monthly aquatic plant management program at Deercreek Country Club as specified in the contract for $2,700 per month or $32,400 per year. Jim Kagiliery seconded the motion and it unanimously passed. Finally, the Common Properties Chairman sought approval for removal of 4 dead trees along our entrance road by All About Tree Care the motion passed after discussion. The Communications Report covered the first publication for the Deercreek Living magazine to go out in October. There was discussion about moving the one-deep Legal Committee under the Finance Committee as most of the legal issues involve money. No decision was made. In July Board members identified 8,271 sq. yards of road needing crack sealing and double micro-surfacing. Four more areas were identified as needing additional work, with one being in a cul-de-sac. An email blast was sent to all owners and also flyers have been made to be placed by the mailboxes. The crack sealing started on September 6 and the chip sealing will start September 26. Motions were made and passed to accept the bids from North Florida Emulsions, Inc. to chip seal 8,271 and for Duval Asphalt to mill and overlay eight cul-de-sacs.

Road Paving Continues

On Tuesday, September 27th North Florida Emulsions began the chip sealing application on Chester Lake Road beginning at Vineyard Lake Road North and continuing the entire length of Chester Lake Road. The chip sealing process consists of laying a rock foundation for selected road areas that have been determined to be in poor condition. Other roads receiving this application were Chelsea Lake Road, Margate Hills Road, Wallingford Hills Lane, and Amherst Hills Lane and Court.
Micro-surfacing begins in October. During this process, it is only necessary to close roadways once for approximately 2-3 hours or less. Some intersecting streets will be closed or redirected on and off during the paving process. The micro-surfacing begins on Margate Hills Road on the 3rd and will work toward Chelsea Lake road and other side roads such as Wallingford Hills Lane and Amherst Hills Lane and Court. Chester Lake is scheduled for paving on October 5th (weather permitting), and will have one lane open while the other lane is being paved.
Please do not drive on any roads that are not open or completed. Under "No Circumstances", should cars cross marked areas with cones! Damage to road surfaces as a result will be dealt with as common property damage for which you could be liable.
During the micro-surfacing, all residents should examine their autos to make sure that any unexpected micro-surfacing aggregate does not get on their vehicle. In the event that it does, immediately wash with soap and water as removal will not be difficult or harmful. If left unattended, removal could be more difficult and might require stronger cleaning agents.
In addition, the Association request that you drive slowly for several days after the resurfacing. Please do not make any sharp turns of the wheel exiting your driveway or turning in the street without first moving forward as this will cause scars on the road. Before 8 AM and after 6 PM traffic should return to normal. Traffic cones will be removed when the road is completed.
A notice will be placed on your door on Friday or the afternoon prior to your street being paved. We ask that you do NOT PARK on the street on the day of the paving. Vehicles parked on the street during this time will be towed and placed at the clubhouse parking lot. The Association suggests you consider parking on a street that is not included in this phase of paving, or departing before 7:30 AM, to be sure you will be able to leave when needed. Children, pets and bicycles will not be allowed in the street. Also, asphalt is difficult to remove from clothing, rugs, pets, driveways, etc, and we recommend that you avoid contact. During the resurfacing and 2-3 days afterwards, please DO NOT turn on your sprinklers, which could result in water running on the street damaging the new road surface.

IMPORTANT REMINDERS
- Do not drive on newly surfaced roadways if they are marked off. Doing so could result in the resident having to pay for damages.
- Drive slowly and use extra caution when entering and/or exiting all paving areas.
- Do not make sharp turns on pavement without moving forward. Doing so will create scars or ruts in the newly paved road.
- Do not park on the street on the day of paving.
- Turn off your sprinklers at the street for 2-3 days after work is completed - extremely important
- Do not walk pets, ride bicycles and/or walk on resurfaced pavement, until road areas are dried and open for traffic.
- Schedule all deliveries (furniture, contractors lawn service) after work is completed. Landscape contractors will not be allowed to park on the street during this time.
- Roadways being paved will be out of use for approximately 2-3 hours or less.

Elections for three new Board members to serve a three year term on the Deercreek Homeowners Board will be held at our annual meeting.
The Board is comprised of nine members, with four designated as President, Vice President, Secretary and Treasurer.
Want to make a difference? Consider giving your time. Your commitment involves attending a monthly Board meeting and acting as a liaison to a committee. Liaisons ensure that all information is communicated between the Board of Directors and the DCCOA committees.
This is your community, you can choose to be part of it and have input on how the DCCOA operates and makes decisions within Deercreek. Would you like to see changes? Do you have ideas for improvement? Your participation will guarantee that your voice will be heard!

If we do not have any volunteers, there would be an additional burden on the current board members, as well as having May Management take further responsibility for the community. This costs you, as homeowners, to pay for additional services that May Management would have to provide.

Look for Deercreek Living News in October
During the week of October 12, all residents will be receiving a printed newsletter (Deercreek Living) delivered in a plastic bag in your driveway, similar to the Florida Times Union newspaper home delivery. Deercreek Living is printed and distributed by the Florida Times Union with input from the Deercreek Homeowners Association and the Country Club. This will be in addition to the newsletter that you will receive via e mail. This newsletter will provide additional articles, pictures and calendars that cannot be circulated through the email. We hope you enjoy this new printed material. In addition if any resident is interested in advertising there will be a point of contact included in the newsletter. COMMITTEE UPDATES
Common Property Committee: The Common Property Committee has had a couple of very busy months. We are in the process of getting bids for projects that will need to be done next year. One of those projects will be sidewalk repair, which we just checked for bump ups and cracks. As homeowners you can sure help us out by trimming up any low hanging limbs and cutting back bushes and plants that have grown over the sidewalks. Let's work together to keep Deercreek beautiful and safe. CHINCH BUGS  You should be on the lookout for chinch bugs in your lawn, especially in St Augustine grass. These pests cause extensive damage very quickly, including killing St Augustine turf, during the hot days of July, August and well into October. Chinch bugs like hot, dry, sunny lawns; hence, shady lawns are not usually infested. Lawns suffering from chinch bug infestation show large patches of irregular, yellowish, stunted, wilted grass. Chinch bugs suck the sap from grass blades, at the same time injuring the grass, causing it to wither and die, leaving brown areas of turf. Unlike turf killed by grub worms, grass killed by chinch bugs remains attached to its roots. To check for chinch bugs, push a bottomless can into the ground near the edge of a dead patch of lawn and fill it with water. If chinch bugs are present, they will float to the surface within a few minutes. Look for fast moving bugs approximately 3/16 to 1/8 inch in length with black bodies and white wings. Younger, smaller nymphs may be orange-pink in color with a white band across their back. Water the lawn thoroughly to bring the bugs to the surface before applying insecticide according to the product directions.
Financial Committee:
Reminder: Your Fourth Quarter Assessment was due October 1. To avoid a late fee and penalty, your check must be received by May Management by October 31.
Architectural Review Board:
There are some architectural and landscape designs that have been pre-approved by the ARB. If you follow the published guidelines exactly, you do not need to seek ARB approval. However, you must notify May Management if you plan to proceed with a pre-approved project. Any deviation from the published designs must be submitted for ARB approval:
Pre-Approval for Basketball Hoops - Location, with Landscaping Guidelines:
1. Poles must be black or bronze. Backboards must be white or clear and not exceed a maximum width of 48 inches (rectangular shape) or 65 inches (semi-circle shape).
2. Poles are to be placed on the outside edge of the driveway, with the backboard perpendicular to the street (see the diagrams).
3. All backboards must be positioned behind the front corner of the house except at front facing garages.
4. For corner lots or other locations, ARB review and approval is required.

The View

This month's View can be found in our neighbor's backyard. Eric and Loly's beautiful paradise can be partially seen from the golf course. A Koi pond surrounded by river rocks and slate is adjacent to a pergola covered with confederate jasmine. Water lilies can be found in the pond with amaryllis, sweet flag and umbrella grass growing around it. Viburnum and ligustrum add some privacy to this garden. A beautiful large Boston Fern and two green gazing balls add to an inviting view. |
Women's Alliance By Patty Tomka
Just look at all the wonderful baskets the Alliance ladies put together for the SenioRITA auction! We had a good time putting the baskets together and chatting as we worked. The Deercreek Home and Garden Club donated enough things for 3 baskets and the Alliance put together another 12 so we feel that we're helping. These will be auctioned or raffled at the Tennis Tournament being held on October 4 at Sawgrass. This money will be used to fund breast cancer research at local hospitals - an effort dear to our hearts since several of our members have dealt with breast cancer. Thank you so much for all the books you have so generously donated to our Books-a-Go-Go drive in September. Over 800 books and videos were collected and they were in wonderful condition. Besides some Scholastic Readers, there were Hardy Boys books and Goose Bumps books and Disney videos. Teachers and children all over the world will benefit from this. This group started small with the goal of helping a few classrooms in underprivileged schools but has now grown into an international effort with donations from parents, corporations and celebrities! So whether you are cleaning out your child's overflowing bookcase or would like to donate 1000 copies of a favorite book let us know. Arlene McDermott is our Books-a-Go-Go chair and you can call her at 538-9185.
In September we also gave a $500 check to Touchstone Village /YCC to help with their back to school needs. We received an exciting letter from their CEO telling us that they have finally established the Touchstone Village Duval County School onsite. This will make the kids' days so much easier without having to go off-campus to different schools. The timing of our check was perfect as they were setting up classrooms and needing books and materials. Check outwww.touchstonevillage.org if you want to see what they are doing and how you can help.
We don't have a meeting in October but will be getting ready for our Fashion Show on November 10. Keep the date open and invite your friends. We plan to have tickets available by October 15 and you can contact Donna Bernard to get on the list. 464-0910 or dmbernard@yahoo.com She will handle all the reservations so don't call the Club. The price is $30, which will cover the cost of the meal and a contribution to the Alliance so we can support our various charities. Denise Smith and Buffy Joyce are making plans and it sounds like it will be a really good show.

Deercreek Home and Garden Club Announces Schedule

The Deercreek Home and Garden Club has announced exciting innovations in its schedule for the coming year.
In addition to the usual monthly meetings with speakers at 1:00 P.M. on the fourth Thursday of each month, there will be several field trips and an "Out to Lunch Bunch" opportunity for members to gather informally at interesting restaurants. Members who would like to gather for lunch before the monthly meetings will be offered a salad bar lunch for $12.50 incl. starting at Noon. Spend Friday Nights at the Club
Friday Nights are a blast up at the Club. They've got great food and chef's specials along with tons of good friends and fun. With the weekly Pot-o-Gold Drawings members are winning from $500 - $1000! Our most recent winner was Karen Rutland who won $500...and promptly put $250 on the bar to buy drinks for everyone. Karen made some new friends that night!
Membership Drive
The Club has a fantastic new Membership Drive going. Full Family Golf Memberships are $250 or less! Member sponsors are receiving great rewards for bringing in new members as well. Mr. and Mrs. Danny Edwards sponsored in two people! After the first one their dues dropped $100 a month! After the second one they got half-priced cart fees for the rest of the year! It sure paid for them to bring their friends in! This great deal only lasts till the end of the year. Who's going to take advantage?
Bingo and Trivia Wednesdays
Bingo is great fun on the 4th Wednesday of every month. An average of 50-60 people every month say so! Now we have also added Trivia on the 2nd Wednesday of every month. The first one was September 14th, where we had 4 teams and lots of fun! Put both on your calendar!

Believe it or not, the holidays will be here before we know it! Whether you are planning a family or company gathering, consider the Club to host your special event! Chef Cooper will once again be offering Thanksgiving-to-Go this year! A variety of items will be available to order - from delicious roasted turkeys to creamy mashed potatoes to homemade pumpkin pie! Get your order in early (order forms are available at the receptionist's desk). With the hustle and bustle of the holiday season, who has time to plan and host a holiday party? I can assist you planning a stress-free, memorable event for your family, friends or co-workers! From festive decorations and centerpieces to a delicious menu and spirited beverages - we have you covered! (Don't forget that we can host parties from 5 people to 250 guests!) Back-to-School Carnival
The Back To School Carnival at the club was a huge success! With ponies, face painting, races, pie throwing, clowns, fire trucks, magic, a dunking booth, food, games and prizes...there was fun for all. If you missed it, you need to make sure to get there next year. Your kids will be glad you did!

Fall Charity Golf Tournament
for Children with Autism to be held at Deercreek Country Club
The Jericho School presents the 2011 Fall Charity Golf Tournament for Children with Autism to be held at Deercreek Country Club Monday November 14th, 2011. The Shotgun Start begins at 8:30am. This will be an 18 Hole 4-Person Best Ball Tournament. There will be a change to win great prizes including a Putting Contest, Closest to the Pin Challenge and other raffles.
Lunch and an award ceremony will follow the round of golf. This Charity Event will benefit the students and families of The Jericho School, a non-profit school for children with autism and other developmental disabilities.
