Highlights from the April
Board Meeting of the DCCOA

On April 28, 2011 at 7:02 PM the DCCOA Board of Directors (BOD) met for their cyclical meeting.  The forum reviewed and approved the March 24 minutes and moved on to recognition of guests who were attending.  The guests were a couple owning a home in Deercreek and a representative from Comcast.  

 

The home owners were concerned with the landscaping maintenance of the Deercreek Country Club's property and some areas of Deercreek's common property.  This issue was referred to the Common Property and Club Liaison Committees.  NOTE: The Deercreek Country Club is working this as an ongoing issue as funding becomes available.

 

The Comcast representative was in attendance to discuss the new contract with Comcast.  The new contract recognizes the changes in revenue reimbursement policy for Comcast's such that Comcast will pay on only the basic cable service.  Until recently DCCOA had been receiving revenue on premium channels and pay per view as well.   The new contract submitted is asking for revenue sharing for two digital packages only.  This will have an impact on revenue generated by the Comcast agreement.  The extent of impact is yet to be determined, but expected to not be major in its affect.   

 

The forum received the Property Manager's report.  The report included a violation report on two homes in Deercreek and one in Edgewater.  This report caused a motion to send the three property owners to the April hearing.  The motion was seconded and passed unanimously.  The report also included that the turning arrows exiting onto Southside Blvd have been painted, the guardhouse carpet had been replaced and the common area of Heather Lake Ct planted with Rye Grass was dying due to heat stress and the irrigation pump was not working.  Replacing/repairing the irrigation pump notwithstanding, the Property Manager is pursuing replanting of Bahia Grass through the Common Property Committee.

 

Committee reports where heard. Finance shows $4,800 surplus year to date.    The Committee will reevaluate the bad debt account in June to see if it is where it should be.  The Finance Chairman commented that the delinquent amount of $83,887.00, of that $35,000 is actually for the assessments.   The draft of the reserve study update should be available for the next meeting.   

 

Further discussion was had on the gate software system.  The product the committee is looking at currently is from Miami and they have multiple communities in Florida.  The Committee will be asking for $750 from reserves for the drivers' license scanner, which will make it easier to maintain records.  There are two different costs involved, either to own or rent the equipment.  This information will be presented to the Finance Committee for approval as well as BOD approval.  The garage sale in Watson's parking lot was successful and it was suggested to have a community garage sale inside Deercreek for a few hours.  It was the sense of the BOD that homeowners would be open to this idea.  It could be controlled by the owners having all items put away by a certain time and people will not be allowed to enter after a predetermined time.

 

The Architectural Review Board (ARB) had approximately 20 proposals applications submitted for approval.  There was much discussion regarding the policies and guidelines of the ARB. The forum noted the BOD approves any changes to policy and or guidelines and they are to be posted on the website and in the newsletter.  

 

Common Property Committee is requesting to proceed with Grants maintenance on the Deercreek sign on Southside Blvd.  This request is for replacing marble versus tile on the sign and to refurbish the fence for $17,849.  Funding for this initiative is to come out of the reserve account.  The Property Manager mentioned that the information for the sign was to be included in the Reserve Study update.

 

Discussion on Old Business Items brought about motions for changes in long term parking rules/Regulations/Covenants.  The issue revolves around long term parking in the street as well as driveways.  A motion was made to change the wording to read, "No vehicle shall be parked on the street overnight, but shall be stored in the garage or driveway."  The motion was seconded, but did not pass. 

 

There was further discussion on DCCOA Rules and Regulations covering renters and their obligation to pay fines such as those received for speeding.  There was a motion to have this change incorporated, "Deercreek residents who rent from Deercreek homeowners shall obey all rules and covenants of the Deercreek Homeowners Association. If tenants (renters) receive speeding tickets they shall receive the citation directly and be required to pay the specified fine. The homeowner should be copied on the letter sent to the tenant. May Management will notify the homeowner by e-mail when the fine is paid. If the tenant fails to pay the fine in 30 days then he should be notified that he could lose his barcode privileges if not paid in 15 days. If this fails then the homeowner shall be responsible for paying the fine and collecting from the tenant."  The motion was voted down.   

 

Finally, a BOD member presented a motion on the subject of funding a fence along Ashford Crossing on Club House Property to hide the ugly condition of the country club property there. The Country Club manager indicated they would provide the labor if the Association would provide the material.  The estimated cost to the association would be $2,034.  This motion was voted down. 



The EVE Awards

The finalists for the local EVE Awards was announced and our very own Carol Matthews was nominated and is a finalist in the education category. Carol teaches at the Bolles school and  won an award for for her textbook " AP Environmental Science ". A luncheon sponsored by the Florida Times Union will be held on June 4 at the  Hyatt Regency Riverfront.

Nominations for the EVE awards are in  three categories, Education, Volunteereerism and Employment.These women make a difference in their respective areas and community community. We are proud to have  Carol as a resident of our Deercreek community.

Peggy and Gene Golien totally remodeled their garden into a beautiful oasis.  There are many elegant flowering  pots scattered throughout the landscape.  The pots allow for the flowers to grow more easily and are  better displayed.  Along the front entranceway are colorful knock out roses, a rose tree, lantana tree, ginger, hollies, legustrum, petunias, flax lillies, yellow and purple lantana and a coontie palm.

Accenting the corner of the house is a bird of paradise statue surrounded by boxwoods and pom pom juniper. Entering the driveway is drawf oleander, geraniums, allisium and bush daisy. Italian cypress marks the other corner of the house along with bleeding heart in a high basket and verbena. 

Under the oak tree there are bright  fire cracker plants along with dwarf bottlebrush, red and yellow lantana, hanging holly fern, and a tremendous staghorn fern.  Finishing off the other side of the house are dracena, verbena, plumbago, viburnum, bird's nest fern, sago and fountain grass. 

Come see all of these beautiful plants.

A survey was circulated by the Program committee to gain more insight from the membership as to what programs and field trips they would like to see in the upcoming year. We will resume with our first meeting of next season the end of August when we will announce the winner of the Golden Acorn award. Check our newsletter for the date and time of this first meeting.

Women's Alliance  

If you didn't come to the May meeting, you missed a really good time.  The Family Feud game was loud and funny, with the winning team taking home cash prizes!  We also heard about our newest charity, The Senior Life Foundation.  They work to address the emergency needs of our seniors and help them stay in their homes as they age.  They have done a remarkable job of fixing daily crises while working on a shoestring with dedicated volunteers.  If you would like to help them with your time or contribution, you can call Mari Terbrueggen at 268-9128 or look at their website: www.seniorlifejax.com 

 

Even though we had a conflict with the Post Office's food drive, we are very grateful to all of you who made sure our Hubbard House families would have supplies to make meals while they are staying at Hubbard House.  As summer arrives, there will be more children out of school and needing extra meals, so our food drive was targeted for this part of the year.  If you haven't donated yet, you can always call Donna Bernard 464-0910 or Elizabeth Curtin 519-7937 and they will be happy to pick up your food items.  And they are also happy to accept money to buy food in bulk.

 

The Touchstone Village (and the Youth Crisis Center of Jax) Fashion Presentation' fundraiser is coming up quickly and you need to get your ticket if you want to see the NYC fashions and be part of the 'big city scene'.  The show is on Monday, June 6 from 6:45-11pm at the Alhambra Dinner Theatre.  Professional models will be wearing clothing from Bergdorf Goodman, New York City designers and several Jacksonville boutiques. Tickets are $35 for regular admission and $65 for VIP seating.   Click on www.ycc.org/charitybenefit  or www.eventbrite.com  and go to the bottom to see the floor chart to choose your seats.  The silent auction room promises to be amazing, with original jewelry and wonderful raffle prizes that have been donated.  Our Deercreek ladies will be hostesses in the silent auction room and sell raffle tickets.  

 

On July 22 we are trying a new meeting idea.  Instead of our usual Thursday night dinner meeting, we will be hosting a Friday night BBQ around the pool.  Bring your spouses and friends for a relaxing night out with good food and good company.
