Highlights from the March Board Meeting of the DCCOA
PROPERTY MANAGER'S REPORT- There are five homes that need to be sent to hearing for their yards. These homes have no sod just dirt. It was noted in the March newsletter that letters regarding lawn violations would be sent in April. A motion was unanimously approved to send the five properties to the Covenants Enforcement Hearing for the April 2011 hearing.
- An insurance refund check was received for $928.72 for the change in the directors and officers policy.
- Rogers paving is to be stripping the arrows at the front of Deercreek and they will be giving a sign as well but it will need a post to display it on.
- A letter from Comcast indicated a new law states they are not required to pay revenue to the association for premium channels like HBO, Showtime etc. Comcast would like to meet with a board member or more to discuss this issue. Comcast will still pay for basic cable and Internet but not the premium channels. The contract renews in June.
- A new law for homeowners associations requires the board be informed of a Fidelity Bond to insure bank accounts for theft, which can be accepted or declined by the board of directors. A motion to deny purchasing the Fidelity Bond to insure bank accounts was passed unanimously.
COMMITTEE REPORTSFinance - The financials are on track with the budget.
- There was additional income from advertising of $2,200.00.
- The tax return was distributed to the board members. Mr. Hutchins, the CPA, mentioned that surplus money does not have to be placed into the reserve account. He will provide a corrected copy of the tax return.
- There was a discussion as to what to do with surplus money at the finance meeting. It could be used for accounts that go over budget, or used for emergency purposes that do not need to come from the reserve account. There is also an updated reserve study in progress.
- The bad debt account was adjusted to $66,000.00.
- There was a discussion regarding combining the reserve account's CD's into one account in order to earn a better interest rate and return. After discussion, a motion to direct the finance committee to consolidate the reserve fund account was passed.
Architectural Review Board - Eight of the 12 applications submitted in March were approved. They were for pavers, painting, screen enclosures and landscaping.
- The chairperson would like to expand on some of the guidelines and will propose them to the board for approval.
- There was continued discussion about whether a liaison has voting position in a committee.
- A motion was passed to accept Ray Saliba as a new member of the ARB committee.
Covenant Enforcement - There was one homeowner in attendance at the meeting. They received an overnight parking citation at 2:15 a.m., and the visitor left at 2:30 a.m.
- There was one written appeal from a new owner regarding the sod, which the committee agreed to extend.
- A homeowner called the attorney to negotiate reducing the $3,000 fine that was placed on their account for various landscape violations. This resident was referred to the CE committee as this committee is the one that hears and rules on appeals.
Common Property - There were two proposals; one is for sod on Deercreek Club Dr. and a proposal to remove 14 dead trees. A motion passed to accept Connors Landscaping bid of $846 to place sod where trees have been removed. Another motion was approved to accept the bid from All About Tree Care for $1475 for the removal of 14 trees.
- The committee is getting competitive bids to refurbish the Deercreek sign and fencing at the entrance. The committee will choose a color for the tile, and present to the board in April for approval. This will come out of the reserve account.
- It was mentioned that the irrigation heads on Vineyard and Deercreek need to be adjusted.
- A motion passed to accept a bid from Wilson Carpet of $545 to install vinyl and carpet at the guardhouse, to be paid from the reserve account.
Communications - When funds become available for the electric sign, the committee will train three members on how to add/change the messages for the sign. Formatting was also discussed, along with the possibility of selling advertising on the sign.
- The times Union newsletter was discussed with the general manager at the club. This is a printed newsletter that would be published and distributed monthly to residents at no charge. The Association would be responsible for supplying local articles. A motion was passed to proceed with the Times Union newsletter publication with board liaisons contributing articles.
- The procedure/process for approving the board minutes was discussed. Pete Gentry receives it first then it is sent to Doug Klippel and George Partin and the rest of the board for comments and/or corrections.
Legal / Club - Carol D'Onofrio (Liaison) - A contract has been received from T-Mobile to be reviewed and returned for signatures.
OLD BUSINESS Policy Changes - Further review of all rules is being made by the Board. Residents will be notified of any changes.
Contract Sub-Committees - There are four major contracts: landscaping, security, management and the lakes that need to go out for bids with specifications.

Congratulations to fellow residents!
Congratulations to longtime Deercreek residents Mr. Jim Selzer
and Rev. Davette Turk on their recent awards from Hands on Jacksonville.
Each year Hands on Jacksonville selects recipients who make a difference and want to see change in their respective fields. The nonprofit volunteer organization Hands on Jacksonville presented the Faith in Action award to Mr. Selzer and the "Edward R. Hayes Unity in Action" to Rev Turk.
Both are truly deserving of the work they do in the Jacksonville community and we are proud to call them residents of the Deercreek community. Congratulations again.

Call the Guard Gate to Reserve the Pavilion

Are you planning a birthday party for your child or a picnic for a family reunion? If so, perhaps you might consider reserving the Pavilion at the Deercreek Playground for that special event. The three covered picnic tables provide ample space for a large gathering, and there is plenty of parking available in the lot between the playground and the Tennis Pro Shop. The kids can enjoy the well-equipped and safe play equipment while the older ones might play a game of basketball or volleyball nearby.
If you would like to reserve the Pavilion, please call the Guard Gate at 363-2147 after 10:00 AM
(avoiding the morning rush at the gate...). The security guard will be pleased to record your reservation. There is no charge for use of the area. All that is asked is that you return the area to the same condition you found it and dispose of any trash you generate before you leave.

"AN AFFAIR TO REMEMBER" was a great success with over 100 ladies attending the Luncheon. Jones of New York inspired us with a Fashion Show. A $150 Visa Card was raffled and 90 items went to our silent auction. Our thanks to Charlotte Johnson, Sharon McMains, Carol Siegrist, Mary Stelbrink, and Sandy Turner for organizing this event, Eileen Katibah provided the models and Marie Smith managed Tickets Sales. We also thank Mac of the Avenues for Makeup and Barbara Herzig for Hair Styling for our models.
On Friday, May 6th Dottie Patterson will host the annual Appreciation Luncheon for Connors Landscaping staff and our Lake Maintenance crew. Contact Dottie if you wish to attend.
Our year concludes with the Installation Luncheon on May 26th when the new board will be installed. Kindly call Deercreek Country Club for reservations at 363-1604. We thank our outgoing board of Rita Allen, Pam Kinevan, Sandy Montgomery, Sandy Turner and Pat Register and all the Committee heads for their time and service this year. Dues for the coming 2011-12 year will be $20 and can be mailed to Mary Lou Roberts. We hope you have a great summer.

Women's Alliance Let the games begin! At our May 12 dinner meeting we are playing "Family Feud" and it should get wild and noisy. Come and join us! Our new Board is ready for some fun. We will gather for a social time at 6:15 pm and hear from our newest charity, Senior Life Foundation, while we eat dinner. Then we'll choose teams for the Family Feud. Call Sandy DeArmas at 363-1604 to RSVP or use sandy.dearmas@ourclub.com. Our Spring Cleaning Yard Sale on April 9 was a big success, with sunny, dry weather and 45 spaces rented. We brought in $1110.50 after expenses and were pleased with the results. A HUGE Thank You goes to Carol DOnofrio for her time, effort and amazing organizational skills. We have scheduled our annual Food Drive for Hubbard House from May 12 - 22 this year to help keep their pantry stocked while families in crisis move in and out. There will be bins at the Guard Gate and we hope that the Deercreek neighbors will help us show them that someone cares about them. Touchstone Village (and the Youth Crisis Center of Jax) is hosting "A Fashion Presentation' fundraiser on June 6 and we are helping them put it on. This will be a full runway Fashion Show. Professional models will be wearing clothing from Bergdorf Goodman, New York City designers and several Jacksonville boutiques. It is being held at the Alhambra Dinner Theatre on June 6 at 7pm. There will be 4 levels of seating and they are hoping to fill all 375 seats. Tickets are $35 for regular admission and $65 for VIP seating. The media, the mayor and Mrs. Obama are invited! The evening's attire is cocktail dress and gift bags are being assembled for the guests, just like the Hollywood awards shows. Get a table of friends together to enjoy a bit of NYC Fashion without the airfare. The silent auction room promises to be amazing, with original jewelry and wonderful raffle prizes that have been donated. A $10,000 one-of-a-kind dress by a NYC designer will be auctioned off that night, while the designer's film crew takes video. Our Deercreek ladies will be hostesses in the silent auction room and sell raffle tickets. If you would like to be a sponsor or donate something for either the Silent Auction or the Gift Bags please contact Mary Cutler at marycutler1@bellsouth.net. These need to be in by May 15. If you would like to buy tickets or be put on the invitation list please contact Pam Morgan at pam@ycc.org There is an 'addressing session' on May 3 at 10 am to address and mail all 500 invitations.
