Highlights from the January Board Meeting of the DCCOA
Property Manager Report A violation list is provided if needed, and recommendations are made for the homeowner to attend a hearing meeting to correct the violation. At the beginning of the year, no lawn violations are sent, which is the majority of all violations. Some violators are sent before the hearing committee. No homeowners are being sent to the hearing committee for February. The process will start again in April/May for lawns. There was an incident regarding the gate arm coming down on a vehicle. It dented the corner of the metal but did not damage the windshield. The owner submitted two estimates, one for $1,124 to take out the windshield and to repair the dented area and the second estimate for $625 to repair the dent area and to reimburse the owner $60 for his time to get estimates. The insurance has a $500 deductible. The property manager did not see reason to submit this through the insurance due to a possible premium increase. After discussion, a motion passed unanimously to authorize payment of $625 + $60 for damages to the car from the gate arm being brought down too soon by the guard on duty, with the provision that Allegiance Security be approach for reimbursement. Another motion was passed unanimously, after discussion, to pay Connors Landscaping $700 to lay down gravel in the area north of the guardhouse where the guards park their vehicles. COMMITTEE REPORTS Finance - Jim Kagiliery (Treasurer) - Bill Vecchiola is the newest finance committee member to the finance committee.
- The committee is concerned about the aged account receivables. The over 90 day delinquent accounts are over $77,000. The allowance was increased for bad debt for the 2011 budget. The committee also would like to be kept informed on the delinquent account and legal proceedings.
- The committee recommended keeping Jim Hutchens for the associations' year-end audit, not to exceed $3,000 and to meet with the committee before and after the report is completed. The property manager mentioned that for the next year, bids would be obtained for the audit.
- The committee requested to have Dreux Isaac complete the update to the reserve study not to exceed $700. This will ensure Deercreek's reserve study has the appropriate cash needed.
Access Control - Doug Klippel (Liaison) - There were approximately 18,366 visitors that came through the gates.
- There have been concerns with the gate software system, EZ Gate, with lack of technical support. The committee is looking at alternatives and should have recommendations at the next meeting.
- There was one resident that was belligerent towards a guard, and the first since the discipline policy was put in place. A letter was sent to the owner but there was no response from the owner.
- The committee made contact with the owner that has the surveillance company and they will attend the February board meeting with some recommendations.
- A speed limit sign was to be removed by Cypress Lakes before the stop sign.
- The committee made a recommendation for a motion for striping on Deercreek Club Road exiting onto Southside Blvd. DOT's requirements were for three sets of arrows. The board put this on hold until after the first of the year for the new board to consider. The previous quote was for $225. A motion passed unanimously to spend $500 or less to add two sets of stripes and arrows exiting Deercreek Club Road onto Southside Blvd.
Architectural Review Board - George Partin for Tom Fitzpatrick (Liaison) - There were 19 submittals and all but two were approved.
Covenant Enforcement - Doug Klippel (Liaison) - There was one owner sent to hearing for pet nuisance violation of feeding feral cats, which has damaged a neighbor's screened enclosure.
Common Property - Chris Phillips (Liaison) - The property manager is to order some new stop signs.
- The repair to the entrance sign and fencing (pressure washing and painting) is going out for bids again.
- Proposals were also requested to replace the flooring in the guardhouse bathroom.
- It was suggested for the guards to discourage delivery drivers, UPS, Fed Ex etc., from parking on the grass in the common areas.
Communications - Carol D'Onofrio for Len Fritz (Liaison) - The official directory has been mailed to all owners.
- A new bid has been received for the electrical sign. The sign company also has an electrical company, which took pictures of the area, and will get a quote for electric. There is power at the first island, which could possibly be used.
- In the town hall meeting, approximately 20 people attended and the majority were for the new electronic sign with a few against it because of the cost factor.
Legal / Club - Carol D'Onofrio (Liaison) - The report was distributed to the board members for review.
- One owner has responded to the summary judgment.
- There are three homeowners that owe over $1,000. A motion passed unanimously to remove their barcodes until fees are current.
- A letter was sent to T-Mobile with a request for $10,000 such as was done with Sprint and Verizon.
- 7 ads have been sold for the website.
NEW BUSINESS Alternate ways of Notifying Residents (R/R) - - Due to a miscommunication with ARB, it was suggested that a quarterly flyer go to all owners with any new updates, changes in procedures etc.
Review old Rules/Regulations - - The Board President suggested that the new board members review the rules/regulations and policies to see if any need to be updated and/or removed.

ELECTION DAY - March 22

Rick Mullaney Candidate for Mayor of Jacksonville Rick Mullaney and his wife Lynn, their three children , Taylor, Richie, and Katie have lived in Deercreek since 1995. Rick was raised in Jacksonville , graduated from ForestHigh School, University of Florida, (college and law school) he is deeply rooted in our city. Rick first practiced in a large law firm, Carlton Fields, followed by ten years as a prosecutor in the state attorneys office. Rick served as Chief of Staff under John Delaney and most recently, as Chief Counsel for the City of Jacksonville. His credits and achievements are numerous as evidenced by organization and peer awards. He has taught business law and is on the Board of several non profits. On the day Rick announced his candidacy for mayor Rick recalled the following story. Years ago my daughter, Taylor asked "Why would anyone one want to be a Mayor "? Rick responded: What if you had a job that would help people get jobs, what if you had a job that could help make this a safe place to live, help to get a good eduacation, help to improve the quality of life and make this a great place to live? His daughter responded - "That would be a great job". Rick, however sees it not as a job but as a servant to the people and as mayor having the opportunity to improve the quality of life and to create a better future. Danny Becton Candidate for City Council District 13 Danny Becton along with his wife Linda, and two daughters Ashlyn, 16 and Lauren, 9 have been Deercreek residents since 1999. Danny is President of Planogramming Solutions, a merchandising and marketing firm located in the Baymeadows area. You may recognize his name as Danny served on the Board of the Deercreek Owners Association for three years, of which he was President for two years. During his tenure, Danny achieved many initiatives for the community and was instrumental in the five year road plan, of which we completed year three under budget. In addition, Danny was extremely active in the Better Baymeadows plan, Southside Vision plan, Atlantic CoastHigh School and served on several SAC committees. In addition he serves as our Deercreek representative for the Southside, Citizen's Planning and Action Council. Our District covers the beaches (located in DuvalCounty) as well as the Southside district, (Baymeadows). When asked why he wants to run for City Council, Danny responded: My desire to represent Jacksonville springs from many years of service to my city and community. My current experience and accomplishments--as well as the gratitude that I receive from the people I work with. A City Council position is the next step to serve my fellow citizens of Jacksonville. Deercreek's Former Resident Vanessa Williams Runs for City Council Vanessa Williams who lived in Deercreek and is the daughter of Deercreek residents Bob and Pamela Ernst, is running for Jacksonville City Council, District 13.
Ms. Williams attended Wolfson High School where she graduated from the law magnet program. While at Wolfson, she quickly befriended the late Congresswoman Tillie Fowler. Once Williams began attending University of North Florida, Fowler suggested she come to Washington D.C. and intern for her. Williams returned to Jacksonville where she attended UNF and became the managing editor of the Spinnaker Newspaper for three years and then graduated with two degrees with one in political science and one in communications.
Williams' passion for the law then intensified when she attended Florida Coast School of Law and took a special interest in Constitutional Law. Throughout her life, Williams had always jumped at the chance to help those at a disadvantage. Law School gave her a vehicle to channel that energy and after passing the bar, she secured a position at the Jacksonville Human Rights Commission. She was given the opportunity to make determinations in employment and housing discrimination cases. Vanessa then became Vice President of Training and Legal Affairs with TecAccess. TecAccess' focus is making technology accessible to people with disabilities. After TecAccess, Vanessa became an independent consultant helping multiple companies and government agencies comply with the present Equal Opportunity laws. Home & Garden Calico Corners
"Updates with fabric" from Calico Corners gave us a ray of sunshine for decorating this spring at our February meeting. Now we know how to get a fresh new look for a tired décor with just a few changes. Our thanks goes to the staff at Calico Corners.
Now we can leap into spring with a field trip to the Cummer Museum and Garden to get a preview of Garden Week on Thursday March 10. We will carpool from Deercreek at 10 AM follow by lunch in Avondale.
Later this month on Thursday, March 24, Lana Kissel will be our guest speaker from Stein Mart with "Fashion Trends and Tips" to enhance our wardrobe. Join us for lunch at the Deercreek Country Club before our meeting which starts at 1 PM.

Women's Alliance On March 10, the Deercreek Women's Alliance will be 12 years old! In those years we have helped our community in many different ways - and have plans to continue doing so. Plan to come to our dinner meeting on March 10 at the Club, starting at 6:15 with a social time before dinner at 7. We'll be introducing our new slate of officers for the coming year and they will have some new ideas and new energy. Please come and give them your support - and find out what they have planned for the future. Nancy Jantz is going to bring the photo albums from previous years so you can see where we have been. Just as she is an artist painting on canvas and walls, she is also an artist in the photo displays in the books. Consider this a free art show! Instead of a birthday party, this year Debbie Wallace is planning a 'Purse Party'. Miche Bags are unique purses that have a removable envelope of a different fabric that attaches with magnets to give you a new look for your purse in seconds. As with any sponsored party, you are invited to come for the food and friendship and you aren't pressured to buy anything. But it's a pretty interesting idea, huh? And the purses look great! Since this is the beginning of our new year, we will begin collecting our yearly $20 dues. If you are coming to the meeting, you can pay them then and cross that off your to-do list. Or you can mail them to Adele Kunzweiler at 10236 Vineyard Lake Rd E or give them to Adele or Cary Flynn when you see them at the Club or on the golf course. Many of you want to support the Alliance even though you can't attend the dinner meetings and we appreciate your contribution of dues to help us with our costs. Spring Cleaning/Yard Sale/Craft Show is scheduled for April 9 from 9am - 1 pm in the Watson parking lot. We are hoping to attract not only neighbors who want to do some Spring Cleaning, but area crafters and artists who would be like to have a booth at the sale to show off their creations. This is two weeks before Easter so we're hoping some crafters will get together and make Easter baskets or decorations to sell. The Club will be selling drinks and food that day. The cost for a booth (two parking spaces) will be $25 and you can reserve your spot with Carol D'Onofrio at 519-0924 by April 1.
