Highlights from the December Board Meeting of the DCCOA
The DCCOA Board of Directors assembled on December 16. After establishing a quorum, the meeting was called to order. Guests present were Tom Fitzpatrick, Chris Phillips, Len Fritz and Connor Taylor. Property Manager Report:A motion passed to send one property to the Covenants Enforcement Committee for the January 27, 2011 hearing. The property manager spoke with a supervisor at AT&T regarding a worker's attempt to upgrade their lines on Deercreek property. The worker was told to leave the property. As a result of a previous meeting with the Board, AT&T had agreed not to do any work at this time to avoid jeopardizing Deercreek's contract with Comcast. Currently Comcast pays Deercreek annually to be the exclusive cable provider. AT&T isn't able to provide u-verse to the entire community at this time, only to a few streets. The board has given AT&T the opportunity to negotiate coming into Deercreek, and to consider some revenue sharing. AT&T will only be allowed in the community if they have a telephone related service call from a resident, and not for servicing the u-verse cable. A motion unanimously passed to authorize the association attorney to send AT&T a cease and desist letter regarding the digging on private properties in Deercreek in an attempt to bring cable TV to some customers. COMMITTEE REPORTSFinance Committee reported that the financials still look good. Sprint sent a check for $8,500, which was placed in the miscellaneous income account. The Property Manager stated there are no other major expenses for the year. A refund check is still expected from the insurance company for changing the amount of the D&O insurance. Access Control reported that:- There were approximately 16,782 visitors that came through the gates.
- Comcast is installing their service at the guardhouse on December 21, 2010.
- Ken Landrum has resigned from the committee. He did agree to play a role with the transition from AT&T to Comcast for the guardhouse.
- The EZ Gate System, which is the computer control system that stores the residents' names and pin numbers and the permanent access list, has been in place for numerous years. The provider of this service is showing signs of downsizing, and there is concern that the company may go out of business, and we would be left without support. The committee will research other systems, and possibly request a proposal to the board. Faris Monsour has agreed to head up this project. Doug Klippel gave a rough estimate of $4,000 to $5,000 for the initial start up.
- The owner of the surveillance equipment was contacted, and follow-up will be done to see if there are options for placing cameras in areas where some vandalism has taken place.
- The issue of outbound striping and arrows on Deercreek Club Road onto Southside Blvd. will be brought up at the January Board meeting.
- There was a review of the circumstances regarding the suspension of a resident's driving privileges in Deercreek, and the ensuing activities the resident has taken to correct the behaviors that caused the suspension. After discussion, a motion passed to reinstate the resident's driving privileges effective immediately. If there are any future incidents, the resident will lose driving privileges again.
Communications Committee reported that a Town Hall Meeting will be held January 12 to discuss the electric display message board. The Resident Directory is in process and will be mailed in January. OLD BUSINESSAd-Hoc Membership Committee reported that volunteers are needed for the communications, common property, and finance committees. Mr. Turner is leaving the ARB committee and one or two volunteers are needed there also. 2010 Road Paving Progress - Year Three:- This project is finished, and this is the final report.
- The only problem was when some of the micro surface product ended up on a resident's paver driveway. The paving company cleaned and replaced the damaged pavers.
- The road project came in under budget.
NEW BUSINESS2010 Annual Board Meeting will be held January 6, 2011, 7 p.m. at the club. Each committee needs to prepare a 5-minute summary for the residents that may be there. Modifications for the 2011 schedule were distributed to the Board and committee members. T-Mobile would like Deercreek to sign a contract and proposed another $8,500 deal. A motion was made to allow T-Mobile access to the JEA easement for the installation and maintenance of a cell tower for a one-time fee of $8,500. Another motion was made to amend the amount to $10,000, which passed unanimously after a brief discussion.

Annual DCCOA Meeting and Election Results The annual meeting of the Deercreek Country Club Owners Association took place on Thursday January 6th, at the Deercreek Country Club. To open the meeting , President Danny Becton introduced the current Board members: Doug Klippel, Vice President; Pete Gentry, Secretary; Jim Kagiliery, Treasurer; Joe Cernigliaro, Ron Peace, George Partin, Carol D'Onofrio, and Aaron West. The Property Manager Bernard Vargas Vila and committee chairpersons were also introduced.
Becton expressed a continuing need for volunteers who care about the community. There are openings for chairman on various committees plus the need for additional volunteers on many of the committees. He thanked the many volunteers who have stepped up to ensure that Deercreek remains a high value community.
President Becton reported on some of the accomplishments of the Board during 2010. Some of the ongoing efforts included:
- Completing phase 3 of the road paving project which included repairing some roads in the community as well as micro-surfacing the roads scheduled in phase 3. This project continues to be funded from the reserve fund without the need of any special assessments.
- Working to reduce expenses through fewer mailings including distributing the Deercreek Community News electronically. Also cost control measures were put into place to ensure that allocation of time from management contracts was appropriate and accurate.
Following the President's report, the Treasurer gave his report by presenting the 2011 operating budget. The budget included an increase allocation of 23% to the reserve fund to cover future capital expenditures. For example this year 96% of the expenditures in the reserve fund related to the road paving. It was noted that quarterly assessments would not increase. Further comment was made that the quarterly assessments in Deercreek are significantly lower than other golf communities.
Next each board member liaison gave a brief overview of the purpose of their committee and important accomplishments during the year. First, Doug Klippel, Access Control Liaison, reported that the front gate processes approximately a quarter million vehicles per year. The committees focus is on the safety of residents and guests. Then the liaisons from the Architectural Review Board (ARB), Covenant Enforcements, Common property, and Communications gave the purpose of their committees and some of their accomplishments this year.
The HOA's biggest challenge is collecting past due assessments which is currently over $75,0000. We actively continue to recoup monies due the association through legal channels. Unfortunately this is often a long process. The deactivation of bar codes for those offenders, ( more than 90 days and over $1000 in arrears) has had a positive effect on some collections. Recently a new rule was passed to include renters of the delinquent homeowner.
The meeting concluded with the presentation of new Board members, all of whom were elected to serve for three years. Chris Phillips, Len Fritz and Tom Fitzpatrick were elected to represent the Deercreek Community Their service will begin at the Thursday, January 27th Board meeting which is open to any Deercreek resident.
After the annual meeting concluded; a short organization meeting was held by the 2011 Board members. The following board members were elected to serve as officers for 2011. George Partin, President, Doug Klippel, Vice President, Pete Gentry, Secretary and James Kagiliery, Treasurer.

Home and Garden Club: Technology Secrets One of the "Technology Secrets" presented at January's meeting by Gene Curtin was to purchase a USB, Flash drive or data stick at a cost of under $10. You can enter all your important information on it such as contact names, addresses and phone numbers, doctor's names and phone numbers and important medical information. Then carry this compact Flash drive in your purse or pocket in case of any emergency. We thank Gene for keeping us updated with many other tips as well. Thanks to Mary Stelbrink, we have 23 new trees planted in DEERCREEK this year from the 2010 Tree Program. We thank all those who participated. The Garden Club provides this service to enhance the neighborhoods environment with no profit made for the club. Have you considered joining the Home and Garden Club? Deercreek Bunco ladies are looking for more regular and substitute players. Most play-days are the fourth Thursday from 9:45am to 12:00 at the club. Just throw in $5 for the money pot. No experience needed, just two hours of laughter, rolling dice and non stop talking. That's the best part ! You could be a winner too.

Women's Alliance goes to Apron's Cooking School

The ladies who went to the Apron's Cooking School on January 18 had a lovely evening, with great food and wine and a chance to chat in between the courses. We now know how to prepare coconut shrimp, jerk chicken with mango/papaya salsa plus creamy coconut ice cream! And we walked away with 20% off coupons for the wines presented that night and any cooking utensil in the store. You will see in the photos that everyone was having a good time!

On Saturday, February 12 we are again joining with Deercreek County Club to put on a Valentine's Day Dinner Dance. If you've tried to get into a restaurant on Valentine's Day, you know you will find a long wait. But at the Club you'll be welcomed with smiles and champagne! Julie Bennett has set up a wonderful evening for us, with a Surf and Turf entrée, a special Valentine's dessert and a complimentary bottle of champagne for two! Enjoy live music with dancing all night long. So get a group of friends together - or book a table for two with the love of your life. But reserve early, since it sold out last year. In March we have our election of officers and we are working on setting up our new board. We have openings for Vice-President and Fundraisers to fill. We have decided not to run the Shamrock Scramble this year, but will instead organize a community-wide Spring Cleaning/Yard Sale/Craft Show on April 9 in the Watson parking lot. We're hoping that we can attract some of our creative neighbors who sell art or crafts or handmade items to take a booth and show us their creations. This is two weeks before Easter so we're hoping to have some Easter themed things on sale. And this will encourage you to get your Spring Cleaning done early! Start looking through the house now to earmark anything that should go to the yard sale. Or perhaps you can start making Easter baskets to sell and save some overworked Mom the time and effort.
