Flu shots
Flu Shots are available at the Deercreek Country Club on Saturday, October 9, from 9am to 1pm.  All residents, family and friends and club members can take advantage of this service.
 
Each shot is $30.00  payable by cash or check, most insurance carriers accepted as well as Medicare. Picture ID and insurance card required.


Services are provided by registered nurses from Maxim Health Care Services.

Rules and Regulations of the Deercreek community have been  updated as of July 2010. The updated version can be found on the Deercreek web site www.deercreekcc.com. Click on "DCCOA Documents" and Rules and Regulation for the revised version.
 
Also refer to newly adopted ARB Regulations and the new Verbal Abuse/Harassment Policy.

  Clean Out Your Closets for Charity

Watson Realty is having a city-wide fundraiser for the Children's Home Society on Oct. 23.  Rent a parking space in a Watson Realty Office parking lot to sell your yard sale items, and.   You can rent a parking space at Watson's Southside office (near Southside and Touchton.)  A space fronting Southside Blvd. is $25, and if a table is needed, they will rent for $10. It's a great opportunity to clear out some space for the upcoming holidays, give yourselves some extra spending money and help out a very worthy cause.  
 
There will NOT be a neighborhood garage sale in the Watson Corporate parking lot on Deercreek Club Road this year, so this is a great time to clean out your closets!  For more information contact Angie Renn, 465-0357.

11222 Chester Lake Rd

There are numerous views to be found at the home of Linda and Ken Proudfoot. One can start with Lantana, non-hybrid Rose, Hibiscus, Indian Hawthorne, and Southern Lilac lining the driveway on one side and on the other there is a Pink Japanese Magnolia bush, Ligustrum tree and Antique Rose emphasized with Pentas, Vincas, and Impatiens. Sweet Potato Vine along with an attractive garden chair add some Southern charm. Further into the garden red and yellow Portulaca, Mexican Heather, Wandering Jew, Agapanthus, Society Garlic and Day Lillies are artfully planted in this lovely landscape. Accenting the entrance are potted Purple Daze and red Yarrow, Sagos and more Antique Rose. Their garden continues along the rear of the house where it is backed up by the wetlands.

Highlights from the August Board Meeting of the DCCOA

The Board Meeting of August 26th, 2010 was called to order by Danny Becton, President. All board members were present except Pete Gentry and Aaron West. Having a quorum, the following business was introduced:

Property Manager Report:
  • Property Manager recommended and the board unanimously approved 19 properties to go before the Covenant Enforcement committee for covenant violations.
  • There was an incident in which a truck backed into a sign, which has been ordered for $198.00 and a letter was sent to the company for reimbursement.
  • The Deercreek sign at the entrance has some loose and missing tiles, due to water getting behind the tiles.  Three bids for repairs will be obtained.
  • AT&T wants to upgrade their system by installing a fiber optic cable in their underground facilities in October. There is a concern with regards to Comcast's revenue sharing agreement for exclusive services with the HOA which needs to be investigated before allowing AT&T to continue.
  • Bids were received for the yard maintenance of property #1288 in the amount of $500 for cutting the knee high grass for the back yard and $2,750 for the trimming of the 50+ Palm Trees on the property.  A second bid of $1,417 for Palm trees was also received. Board took no action except to continue to seek other bids.
COMMITTEE REPORTS

The Finance Committee report noted that July's Income and Expenses were reviewed, and Income is tracking favorably to expenses. It is presently anticipated that the $17,273 in HOA operating losses from 2009 will be fully recovered by year end 2010 barring any unforeseen events.  Work has begun on the 2011 budget with a request of a 10% reduction in expenses for the year. 

The committee will be actively participating in the review and preparation of Deercreek's End of Year Statement, Tax Return, and Audit.  Allowance for doubtful accounts and bad debt expenses will remain a focused budget item due to the current economy and enacted state statutes that limit recovery of accrued HOA assessments from lenders.  The Committee will arrange to meet with MAY Management and the auditor before the audit is finalized in the future. 

Insurance renewal was submitted for $2,683.98, which is down from last year's policy.  It was suggested that the gate at McLaurin Road be added to the policy also.  The guard house is being insured at $90,000.00, the fountains at $40,000, the gate arms at $12,000, well pumps at $5,000, sixty-seven (67) lights throughout the community at $53,000, play ground at $35,000, street signs at $80,000, the deer statues at $2,000, concrete benches at $1,600 and the chain link fence at $2,800.  All have a 2% wind deductible.  A motion passed unanimously to approve the requirement to add "Chairman of Finance - Deercreek HOA" to the "notice address" provision of all future insurance policies in order to provide the Board and Finance Committee sufficient time to review the renewal of insurance policies. Another motion to approve the requirement to have all Deercreek HOA insurance policies expire at the same time in order to better manage and address the subject of insurance also passed unanimously.

The Access Control committee reported there were 17,129 visitors that came through the gates. Citation counts are down with regard to speeding and stop sign violations, even with the same number of patrols.  A new procedure was drafted for the guards to follow when there are emergency personnel on the scene, dealing with getting additional information for the officer's report. Mention was made of the Garden Club's Golden Acorn award presented to Tommy Walter for all of his work with access control and the Board.

The Covenant Enforcement committee reported that 16 properties were reviewed at the August hearing meeting, of which, four were sent letters with a completion date or the $100 fine per day will apply.  Four homeowners appeared for speeding and yard debris letters.

The Common Property committee noted the following:
  • The Heather Lake project has been completed.
  • LaManna's maintenance/labor worksheets were reviewed and approved.
  • The slide at the playground has been replaced and the gate repaired.
  • When new pine straw is laid in October, the beds along Deercreek Club road after Blakeford Mill Road will be enlarged.
  • A 10 hp control box was replaced on the main irrigation pump on Deercreek Club Drive at a cost of $990. This was an emergency repair and approved by the Board President. The funds were taken out of Common Property's irrigation repair allotment.
  • The drains at the playground are totally clogged again and this needs to be addressed by the Deercreek Country Club.
                                 
The Legal/Club liaison reported there has been progress with the Country Club about the edging issue and the appearance of the Country Club. For residents who are currently past due on assessments over $1,000, a motion was passed to approve sending letters for properties #307 & #219 that barcodes will be deactivated if not paid immediately. Motion passed  with one opposed.

CPAC reported that speakers Mike Weinstein, State Representative, District 19 and William Joyce, Chief of Engineering & Construction Management addressed the August 23rd meeting. Mr. Joyce spoke about the new flood plain maps and a there partnership with FEMA in creating these new documents. Residents may visit the website www.mappingtherisk.com or call Mr. Joyce at 255-8762 for more information.  It was also reported that the FDOT is working on the medians on US1, starting at 9A to Baymeadows Road North whereby cut thru will be modified or closed along this corridor. All the work being done will be definite improvements of this roadway.

OLD BUSINESS

Ad-Hoc Membership Committee reported that Board members should talk to neighbors about being involved in the community and becoming a committee volunteer and/or a possible new board member. 

NEW BUSINESS

2010 Board Elections: Doug Klippel and George Partin were assigned to the Board Election Ad-Hoc committee to help recruit candidate for upcoming board elections.  They should contact Dave Stelbrink and ask him if he will again be election coordinator. 
 
2010 Road Paving - Year Three Program:  Danny Becton reported that there are eight cul-de-sacs scheduled to be resurfaced this year. The cul-de-sac resurfacing project over the next three years has been evenly divided of the areas remaining to get the best price possible for volume in each of those years. In the 2010 project, there are areas that have been identified to be cape sealed again this year. These areas are:  Vineyard Lake Road North from Deercreek Club Road thru the natural area including Vineyard Lake Lane. Other areas include Condover & Vineyard Lake Road intersection, Vineyard Lake Road East at the 7th hole golf cart crossing and Vineyard Lake Road East and the intersection of Cypress Lakes Drive including part of Cypress Lake Drive.  The current bid for doing the eight cul-de-sacs is $41,785 and the Property Manager will be getting other bids, as well.  The expense of supervision is estimated at $5,000 for approximately ten hours and there will be discussion about forgoing this expense this year, allowing the contractor to be more in charge.  Details were provided. The Micro surfacing expense amount is being held at last year's price of $3.59 per yard and a saving of $.05 per yard to $1.36 per yard for the chip seal application by North Florida Emulsion.

A motion was made to approve the 2010 Road Paving Project as presented for re-pavement of the specified 8 cul-de-sacs by specified contractor, with discretion of the DCCOA President to approve alternate contractor with a competitive bid not to exceed the current bid of $41,785.07.  The motion also included authorizing the President additional funding of 2.5% for any unforeseen requirements that may be found and also deemed necessary for repairs in the execution of this project.  The motion passed unanimously.
 
A motion was made to approve the 2010 Road Paving Project as presented for micro-surfacing, chip sealing, crack filling, re-stripping and installation of specified reflectors.  Micro-Surfacing contractor will be North Florida Emulsion who will also do the chip sealing and crack filling as noted.  Project costs in the amount not to exceed $131,325 with discretion of the DCCOA President to approve contractors with competitive bids for other specified work as noted. Also, to authorize President additional funding of 2.5% for any unforeseen requirements that may be found and also deemed necessary for repairs in the execution of this project. With no further discussion, the motion passed unanimously.

Please note our October meeting will be held early this month on Thursday, Oct. 14 at 1 PM at the DC Country Club.  Kathy Roan from the "Kater Lady", catering service will be our guest speaker.  Kathy will show you how to put together a wonderful party for the upcoming holidays or how she can create one for you, using her catering service.

On Thursday, Oct 28 at 10 AM, there will be a field trip to MOCA, Museum of Contemporary Art, the Main Library down town, and lunch at the Café Nola.  Car pools will depart from the Pool Parking Lot.

Sizes:the trees have a trunk diameter of at least 2 inches; all heights are about 10 feet. 

Prices: includes planting and a one-year guarantee. (The prices are the same as in 2008).

Listed below are the trees that we recommend as most appropriate for Deercreek, considering beauty, ease of care, and resistance to pests. Other types and sizes of trees are also available.

  • Live Oak: A native that gets wide and magnificent. $220.00
  • Laurel Oak: Similar to the Live Oak, but with a more upright habit. $210.00
  • Crape Myrtle: Natchez white is native but other colors available $179.00
  • Magnolia: It has large white flowers and waxy leaves. $225.00

Placement: according to our agreement with the Architectural Review Board, we must make sure your tree is properly placed to enhance your home and avoid interference with sight lines, paving, or utilities. As soon as you place your order, we will call you to arrange a time to meet and decide on the exact location for planting. We suggest either live oaks or crape myrtles in the area between the sidewalk and the street - we refer to these as street trees.
