 Ruth Chastain
Ruth Chastain is an incredible inspiration to fellow
gardeners of Deercreek. Ruth lives on Heather Lake Court
West. Each day Ruth is seen from early morning to later
afternoon working diligently to enhance the beauty of
the south bank of the lake. It is an array of
beautifully planted flowers in spectacular colors.
The
neighbors were so pleased that they had a plaque
installed that honors her efforts. Not only did Ruth
enhance her own home but the surrounding common area
that borders the lake and the cul de sac for all her
neighbors to share in its beauty.

Highlights from the June Board Meeting of the DCCOA The Property Manager's Report was presented by Bernard Vargas Vila. He reported that the irrigation pump had to be replaced by the guardhouse. Florida Pump completed the installation of the pump for $224.00. The US Post Office notified the management office and various residents that they will be removing mailboxes for repairs. The residents who are affected will have to pick up their mail from the Post Office. The Post Office did not have a completion date at this time. The Finance Committee report was presented by John Joyce, Chairman for the Committee. He reported that Walt Beissinger , a Committee member discussed with Jim Hutchinsons, CPA, the Deercreek tax return. It was later determined that some data was omitted resulting in the income being overstated, resulting in the refund. The Finance Committee report further indicated that the utility charges for the Deercreek Homeowners Association should have been tax exempt. May Management will perform an audit of the utility bills for the past 36 months to determine the amount of refund due to the Association. An exemption will be filed for all future invoices. The DCCOA Board of Directors approved the following recommendations made by the Finance Committee: - Commencing with Deercreek's HOA 2010 Audit, for the Finance Committee to meet with auditor prior to issuance of the annual Deercreek Audit Report to review and approve Audit figures and notes. This requirement will be added to the finance committee's charter.
- Commencing with Deercreek's HOA 2010 Federal Tax Return, for the Finance Committee to review and approve tax returns prior to filing and also adding this requirement to the finance committee's charter.
- May Management's engagement proposal (20%fee) to file electrical utility sales tax refund and file Deercreek's HOA electrical utility sales tax exemption.
The Access Control Committee report indicated that there were 18,313 vehicles entering Deercreek during the month. The ACC presented a bar code issue to the Board, but after Board discussion it was decided that there was no further board action needed on this issue. The report on legal issues pertaining to Deercreek was reported as of June 30, 2010: There is $76,779 in bad debts with $59,514 over 90 days. There appears to be an increase in foreclosures in the Deercreek Community. It was stated that there is a new law that became effective July 1st , which allows HOA's to collect rent from tenants whose homeowner is delinquent in their assessments.

Consider Running for the DCCOA Board of Directors
The terms of three DCCOA Board members will expire this year, leaving vacancies that must be filled. Please do your part to maintain our community standards by considering running for the Board, or encouraging a neighbor to run. The Board consists of nine members. Three of these nine positions will reach the end of their three-year terms, and replacements will be elected at the DCCOA annual meeting in December. If elected, you will serve a three-year term. Your duties will include attending the monthly association meetings, and an occasional special meeting. Most members also serve as liaisons to standing committees of the association and attend those meetings. In addition, members may be asked to serve on special projects. Resumes are needed by October 1, so that ballots, resumes and proxies can be mailed out in early November, and profiles can be included in the November newsletter. If you are considering running for the DCCOA Board, please prepare a brief personal statement with your background and qualifications, and reasons for wanting to run. Deercreek Home and Garden Club Tree Sale
In 1999 the Garden Club decided to help "green up" Deercreek by encouraging our neighbors to invest in trees, and we began our Tree Program. The response has been enthusiastic and has led to the planting of over 300 trees, all which have grown larger and more beautiful each year. Over 70 memorial trees have been planted on Common Grounds for all of us to enjoy. Trees produce oxygen, help dry out soggy soil and attract songbirds. Shaded streets last longer and are of course much more pleasant for walkers, runners and cyclists. This fall we are again offering you the opportunity to purchase one or more trees through our discount program. As in past years, Davey Tree Experts, a large local nursery, will supply, plant and guarantee quality trees at a group price. With the agreement of the Architectural Review Board, we will help you select the best place to have your tree(s) planted, following guidelines of the city of Jacksonville and the National Society of Arbor culturists.
