DCCOA Board Votes To Remove Speed Humps On Roads In Natural Areas

The May 27th Board of Directors meeting was attended by 38 residents who expressed their opinions regarding the concerns they had on the need for the current speed humps in the Southern and Northern Natural Areas. The Board, after hearing from these residents and after considerable debate regarding the Access Control Committee's recommendation, decided by a vote of 5 to 4 that the complete removal of all speed humps in these areas was warranted. The Northern Natural area speed deterrents will be removed during the road resurfacing project later this year.

The final Auditor's report for 2009 was reported on by Board President, Danny Becton. The Auditor's Year-End recommendation was to increase the bad debt expense by an additional $14,067. This will result in the year end balance for bad debts being $38,133 for Deercreek. The tax liability as a result of the final tax return for 2009 was $3,209 for a total debit adjustment of $17,274 to the 2009's Deercreek balance sheet. The auditor's process for increasing the bad debt account will be analyzed by the financial committee. They will provide a report back to the board at a future meeting.

The Architectural Review Board report identified a cost saving measure of changing the ARB Approved sign display to be a "color paper" permit to be placed in the window of the homeowner during any approved work. This paper permit sign will be disposable and will save the association money in not having to replace the previous more permanent versions that were not being returned and lost.

The Covenant Enforcement Committee reported that issues regarding the Associations Covenants for "Garage Use" is being actively enforced. Recent complaints, such as a resident using their garage as a pool room, instead of parking cars is being addressed. This is a covenant violation and could result in a fine of $100 a day to a maximum amount of $1000. All residents are encouraged to adhere to this covenant rule and in the event that all garage areas are being utilized for the parking of cars and additional cars are owned, only then may the driveway be utilized for parking.

The Board continues its previous work on implementing a new policy within the Associations "Policy & Procedures" for handling issues regarding the verbal abuse and harassment to our hired security officers or May Management staff. The purpose of the policy is to provide an agreed upon process for dealing with situations where confrontations do occur. If residents violate this policy by demonstrating verbal abuse and a threatening nature to our hired security officers it could result in a $250.00 fine and eventual loss of their bar code. Cathy Fugate of May Management is helping in the research of other associations who have similar policies in place. She will forward those processes to the board for consideration in the final drafting of this policy. It is anticipated that a final vote on this issue will take place at the July Board meeting.

This lovely oasis of trees was planted as part of the Garden Club tree sale.

The sale is every two years and will be held again this fall (2010). Wow, what a beautiful sight!

Consider Running for the
DCCOA Board of Directors


The terms of three DCCOA Board members will expire this year, leaving vacancies that must be filled. Please do your part to
maintain our community standards by considering running for the Board, or encouraging a neighbor to run.

The Board consists of nine members. Three of these nine positions will reach the end of their three-year terms, and replacements will be elected at the DCCOA annual meeting in December.

If elected, you will serve a three-year term. Your duties will include attending the monthly association meetings, and an occasional special meeting. Most members also serve as liaisons to standing committees of the association and attend those meetings. In addition, members may be asked to serve on
special projects.

Resumes are needed by October 1, so that ballots, resumes and proxies can be mailed out in early November, and profiles
can be included in the November newsletter. If you are considering running for the DCCOA Board, please prepare a brief personal statement with your background and qualifications, and reasons for wanting to run. Women's Alliance

We've just finished our Community Food Drive to benefit Hubbard House and are pleased to be able to help all the families who are in transition and seeking a safe shelter.  Thank you so much for giving generously and helping out.  With the kids out of school now, there are even more meals that need to provided.

After the fireworks are over and the sparklers put away from the Fourth of July, we will turn our attention to another interesting group of women who have found a unique way to help at Hubbard House.
